Secretary of the Interior Cecil D. Andrus announced May 29th in Los Angeles
the selection of 221 tracts comp=ising approximately 1,130,415 million acres
(457,479 hectares) offshore Southern California for intensive environmental study
for a proposed Outer Continental Shelf (oes) oil and gas lease sale (OCSH68)
tentatively scheduled for June, 1982.
"I am excluding frOl!l. further consideration in oes Sale 1t68, 40 tracts in and
near Santa lo'.oni= Bay which vere excluded from oes Sales 535 in 1975 and fJ48 in 1979
and the Federal Ecolog~cal Preserve in the Santa Barbara Channel which includes
parts of 10 tracu," Secretary Andrus siU.d. "However, the buffer zone in the Channel,
which is generally seaward of the Preserve, will be studied in the environmental
statement."
"The Carte~ ~rl~inistration recognizes and respects the views of local citizens
and State a~d local units of govec~ent. These are the people most concerned with
the decisions that must be nade. I took their view into consideration, weighed them
against the potential for oil and gas in these offshore areas, and decided accordingly,"
AI1drus said.
A total oi 72 tracts were also celeted froo sale consideration following consultation
with the Departwent of Defense to reduce conflicts with the Pacific Missile Range.
The excluded tracts total appro~i~~tely half-a-million acres.
The announc~ent follovs the evaluation of the results from the Bureau of Land
Management's (BL.~) 'Call for N~inations and Co=ments' issued last February, and a
series of open pra1i~inary tract selectio~ mee~ings.
The 'Call' resulted in 609 tracts being nominated for leasing consideration by
10 companies and one individual as well ~~ 94 ~omments from Federal, State, local
governments, the general public, and environoental organizations expressing concern
about offshore leasing or rec0~ending specific areas for exclusion.
Open preliminary tract selection ~eetings were held in Los Angeles, California,
and Washington, D.C., and included participation by the California Governor's Office
of Planning and Research, ("""ifornia State Lands COmTTlission, California Coastal
Cuwwission, County of Santa Barbara, City of Los Angeles, Federal agencies and the
media.
Tracts selected for enviro~ental ~n",lysis range from Pt. Conception to south
of San Clemente Island and lie in waters froo about 150 to 3000 feet (50 to IOOO
meters) deep. Tracts selected are no closer than three geographic miles from shore
and range seaward to 88 miles.

Although tracts have been identified for EIS study, this selection is just one
of many steps in the continuing public participation and information gathering process
in Fede~al oes decision ~king. This step does not constitute a decision to hold a
lease sale because no decision yill be made until all requirements of the National
Enviro~ental Policy Act (HEPA) of 1969 are met.
Development of the Draft Environmental I~pact Statement (DEIS) Yill take
approx1~~tely one year follcrwea by public hearings, publication or a Final EIS.
30 day review by the EnviroaQental Protection Agency (EPA) , with a tentative lease
sale decision slated for January, 1982. If the Secretary of the Interior decides to
hold a lease sale (listed on the 5-year planning schedule for June, 1982), he will
first notify the Gove~or of California of his tentative decision and allow 60 days
for the Governor's c~ents before making his final decision.

member Reed moved the Council reaffirm the City's prevIous positIon in
opposition of off-shore oil drilling in Santa Monica Bay and the City
Manager be directed to work wIth the City CouncIl to find the best
available means for evidencing the City's concern to the Bureau of Land
Management. Second by Councilmember Jennings. Mavor Pro Te~Dore Yannatta
Goldway moved, with the consent of the maker and second, to amend the
motIon that: (1) Council request the Coastal Commission and the current Iv for-Jng
coumittee, composed of local jurisdictIons, represent the CIty'S interest and op?ose 011
drIlling in the bay. (2) the City file a negative nomination with the
Bureau of Land Management where the City of Santa Monica as an individual
City can indicate that it finds oil drillIng in the bay unacceptable and
should be removed from consideration for leasing. (3) there is a need to

The Department of the Interior's Bureau of Land Management today asked for
information bearing on which submerged tracts of land offshore Southern Californ1a
might be offered in a proposed sale of Federal Outer Continental Shelf oil and gas
leases tentatively slated for June, 1982. Kno,~ as the 'Call for Nominations and
Comments'~ this request solicits information and data on tracts having oil and gas
potential. or any resource value, that might be affected by the proposal.
The area of the 'Call' covers an estimated 16.3 million acres (6.6 m1llion hectares)
or approximately 2,900 whole and partial blocks with each whole block being roughly
9 square miles. Ranging seaward from 3 to 210 miles in water depths to approximately
12,000 feet (3700 meters), the 'Call' area ey-tends frem Pt. Conception to the U.S. -
Mexican border.
Specifically, the 'Call' asks the petroleum industry to nominate specific tracts on
which it would like to bid if a lease sale is held. It also asks Federal, State,
and local governments, other industries, universities, research institutions,
env1ronmental organizations, and the public to comment on specific tracts they be-
lieve have conflicting resource values or env1ronmental concerns. Information
requested in the 'Call' pertains to geological, environmental, archeological,
socia-economic, and other factors.

The City Council of the City of Santa Monica met in regular
session at the above named time and place. The pledge of allegiance
was given after which Reverend Willis Tate, Emmanuel Baptist Church
gave the invocation.

The February 4th meeting minutes were approved as mailed.
Mayor CIa Hoover presented a twenty year service pin to
E. Douglas McAteer (Director of Public Works and City Engineer) and
complimented him for his service and faithfulness to the City.
12-B Mr. McCloskey moved to retain Associated Soils Engineering/
Olson Labs as consultant for developing the seismic safety element
in accordance with their proposal in the amount of $16,870.00 as the
lowest and best bid received.
The motion was seconded by Reverend Judson.
Planning Director James Lunsford reviewed his report, dated
January 22nd, in which he recommended that Koebig and Koebig/Envicom
be selected in accordance with its proposal in the amount of $25,000.00.
Mr. van den Steenhoven moved to make a substitute motion and
retain Koebig and Koebig/Envicom in accordance with its proposal.

WHEREAS, the City of Santa Monica is a chartered municipal corpor-

ation; and
WHEREAS, the City of Los Angeles is considering an amendment to
the municipal code of the City of Los Angeles which would allow the-
drilling for oil on a slant into adjoining jurisdictions; and
WrlEREAS, the citizens of the City of Santa Monica on June 4, 1968
voted not to allow any drilling for oil in the City of Santa Monica; and
WHEREAS, slant drilling for oil would deprive the City of Santa
Monica of its soverign rights with regard to regulation of oil drilling
within its borders; and
vlliEREAS. slant drilling for oil in any basin underlying the City
of Santa Monica would greviously endanger the substrata of the land
without allowing the City of Santa Monica to require environmental
studies to determine the amount of damage that would be caused from
such drilling; and
WHEREAS, the City of Santa Monica, to protect the interests of
its citizens, may require that no drilling be done within its borders,
and that no oil be removed from beneath its lands; and
WHEREAS, the technique of slant drilling deprives the City of
Santa Monica of its right to tax or otherwise encumber the removal of
oil from within its boundaries; and
WHEREAS, the proposed amendment to the municipal code of the City
of Los Angeles would allow drilling by the use of one well for each
five acres, rather than the standard use of one well 'for each ten
acres, increasing the rate at which the supply of oil belonging to

the citizens of Santa Monica will be depleted.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOHS:
SECTION 1. That the City of Santa Monica opposes any attempts,
by amending the municipal code of the City of L05 Angeles, or otherwise,
to drill within or otherwise remove from the City of Santa Monica any
oil presently existing therein and thereunder.
SECTION 2. That the City Clerk is directed to send a certified
copy of this resolution to the City Council of the City of Los Angeles";
SECTION 3. That the City Clerk shall certify to the adoption of
thos resolution, and thenceforth and thereafter the same shall be in
full force and effect.
