SUBJECT: Tt....enty-four Hour Aircraft Complaint "Hot Linen
Pursuant to the City Manager's request relative to the above
subject~ the follmving information is submitted;
1. The telephone company finally completed the installation of
the 'hot line' and the 24-hour hot line went into operation
on November 30, 1979. (telephone No. 397-2613)
2. The news media (L.A. Times, Evening Outlook, and the
Independent) were supplied information by the Airport
Director relative to the hot line with specific request
that said newspapers publish a news item on same. All
indicated they would.
3. The 24-hour hot line is monitored week days by the Airport
Office and by the Police Department night times, (5 p.m. to
8 a.m.) and on weekends and holidays.
4. A standardized aircraft complaint form and log of aircraft
co~plaints has been established to facilitate complaint
reception and recordation in an efficient standardized
manner. (copies of said forms attached)
5. Procedures for handling of complaints are as follows:
a. A complaint is received either at the Airport
Office, Police Department or City Manager's Office.
b. Said complaint is registered on the standard form
and then forwarded to the Airport Office where it
is logged in the central register.
c. The complaint is then given to the Airport Noise
Abatement Deputy who then makes every effort to
personally contact the complaining party either
for additional information or to explain the results
of the investigation.

d. The disposition of said complaint is then
recorded and signed by the deputy.
e. Copies of the central log are forwarded to the
City Manager's office thereby providing a daily
complaint log in both the Airport Office and in
the City Manager's Office for easy reference.
It must be noted that the Airport Department (with limited per-
sonnel) strives to make every effort to handle all aircraft
complaints by personally contacting the complaining party toward
an early resolvement of the problem if possible.
It is felt that personally contacting said party serves to indicate
to the resident that his complaint is receiving City attention.

Dear Hs. Snider:
I would like to address the city councll at their regular meeting of
July 24, 1979, to request their providing a llHot Line" for complaints
involving alrcraft operations at the Santa Xonica Municipal Alrport.
In the past, I and many of my neighbors have been frustrated by our
inability to complain about aircraft operatlons that are prohibited
by our Clty ordinances. We see or hear operations that we belleve are
illegal and are powerless to direct anyone's attention to these opera-
tions. My experience with the FAA tower, even when it is open, has
been disappointing, and even if they were helfpul, I believe that I
should have the opportunity to complaln to the authorlties responslble
for taking action agalnst illegal operatlons. I will also request that
indlviduals lofho use the "hotllne" to complaln, be supplied feedback
on their complaints.
