Executive Pay Plan Resolution INTRODUCTION This report requests that Council adopt the attached Resolution amending the Executive Pay Plan BACKGROUND CIty Department Heads, the executive staff of the City Manager's Office and the City Clerk are not represented by bargaining units. A Resolution amending the Executive Pay Plan was adopted by CIty Council on November 26, 1996. In that resolution, the management leave section of the Executive Pay Plan was retitled (management incentive) and rewntten to bnng It mto compliance with the regulatIons of the Public Employees' Retirement System (PERSl After further reView, PERS has requested an additional modification to the management Incentive section The attached resolution amends the management incentive section of the Executive Pay Plan to bring It Into comPhanceithZ8 -- , ,I f' regulations, APR 2 9 1997 BUDGET/FINANCIAL IMPACT The attached resolution does not result In any additional cost to the City, RECOMMENDA TION It IS recommended that Council adopt the attached resolution amending the Executive Pay PI an Prepared By: Attachment Karen Bancroft, Director of Personnel Resolution amending Santa MOnica Executive Pay Plan lepp 040897) RESObUTION NUMBER 9139 (CITY COUNCil SERIES) A RESOLUTION OF THE CITY COUNCil OF THE CITY OF SANTA MONICA AMENDING THE EXECUTIVE PAY PLAN WHEREAS, the Executive Pay Plan resolution adopted by Resolution No. 8283 (CCS) has been In effect for five years and amended by Resolution No. 8470 (CCS), ResolutIon No 8835 (CCS), Resolution No 8978 (CCS) and Resolution 9105 (CCSI; and WHEREAS, certain of Its prOVISIons reqUIre modifIcation to update compensation and other terms and conditIons of employment; NOW. THEREFORE, THE CITY COUNCil OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOllOWS SECTION l' The City CouncIl does hereby modify the eXIsting ExecutIve Pay Plan Resolution whIch defines the wages. benefits and conditions of employment of the CIty's Department Heads and those members of the ProfessIonal Staff of the City Manager's OffIce who choose to represent themselves indIvidually under Ordinance No 801 (CCSI SECTION 2. The Executive Pay Plan adopted by ResolutIOn No 8283 (CCS), as amended by Resolution No 8470 (CCS), Resolution No. 8835 (CCS), Resolution No. 8978 (CeS) and Resolution No. 9105 (Ces), IS readopted and Incorporated herein by this reference, except as to Section N, which IS amended to read as follows N Management Incentive For their normal dutles and In recognition of the unique responsibIlities of their Jobs, each participant In the Executive Pay Plan shall receive one hundred-sixty (1 60) hours of management incentive pay per fiscal year. For employees hired on or after July 1, 1991, the management incentive will be earned on a quarterly baSIS, With one-quarter of the total allotment for the fiscal year accruing as of the first day of each quarter of the fiscal year For all other employees, the management Incentive shall accrue In total on the first day of the fiscal year Regardless of accrual method, the management incentive pay will be paid to all partiCipants on a quarterly baSIS, With each participant being paid forty (40) hours of management Incentive at the beginning of each quarter The management incentive pay Will be paid at the partiCIpant's salary rate In effect at the beginning of each quarter The City shall pay all PERS contributions due on thiS compensation For each partiCipant, no more than one hundred-Sixty (1 60) hours of management incentive pay Will be reported to PERS In any given twelve-month perrod The management incentIve Will not accrue from one fiscal year to another No partiCIpant rn the Executive Pay Plan shall be entitled to take leave In lieu of management incentive pay Upon termination, the participant will be paid for any unpaid accrued management incentive pay. SECTION 3: This ResolutIOn shall be effective as of July 1, 1996 and shall remain In effect until modified by a future Resolution adopted by CIty Council. SECTION 4: The City Clerk shall certify to the adoptIon of this resolution and thenceforth and thereafter the same shall be In full force and effect.
