SUBJECT Resoiution and Authorization to Sell the City-Owned Property Located at
1833 18th Street, Santa Monica
INTRODUCTION
This re~ort recommends that Councd 1) adopt the attached resolut~on declanng the City-
owned property at 1833 1 Sth S#reet °no longer needed for purpos~ acquired nar for any
other public purpase, " 2) author~ze staff to proceed with the safe of the property in
compl~ance with SMMC 2 24 110 and applicable state and federal regulations, and 3}
authonze stafF to negotiate and execute all necessary documents #o complete the sale
BACKG ROU N D
In 1985, the City purchased the property located at 1833 18th Street for $155,143 using
federal Communfty Development Bfack Grant (CDBG} funds For 10 years the property
was leased to Ocean Park Corr~munity Center (OPCC) far operation as a youth shelter,
known as Stepp~ng Stone In July of 1995, OPCC notified the City tF~at they no longer
needed the property and ceased Stepping S~ane operations
Tha property, currently zoned R3, consrsts of a three-bedroom single-family residence with
two single units located in t~e back In August of 1998, an appraisal was completed and
the ~alue of the property was estimated at $354,000

DISCUSSION
On June 25, 1996, upon the adoption of the FY 1996-97 budget, Council directed staff to
1) sell the property while prioritizing its continued use far a socia~ service purpose, and 2)
dedicate re~enues generatec! frorn its sale to sup~ort park reno~ation and expans~an
acti~~ties at the nearby Virginia Avenue Park and Pico1C[o~erfield sites Since the property
was initially purchased with federal CDBG funds, revenues g~nerated fram the sale of the
property must be used for a CDBG-eligibie purpose that will benefit iow-income residents
or a low-income area The expansion and renovatian of Virginia Avenue Park is such an
eligible use
Pursuant to California Government Code Sections 54221 through 54225, staff will first
offer to sell the property to 1) entities that seek to develap low- and maderate-income
~ousing, 2} entities that seek to use the site for park and recreational purposes, and 3) the
schoal district for open-space or school fac~lity pur~oses If no buyer is identified through
th~s pracess, staff will proceed t~ sell the property pursuant to Municipal Cod~ Section
2 24 110, Sale of Real Property Pursuant to Municipal Code Section 2 24 110, Sale of
Real Property, the Council must declare fhe property "no Ionger needed for p~rpose
acquired and property nat needed for any public purpose" prior ta offering tF~e praperty for
sale
Housing Division staff has determined that the property can not be used for a first-time
homebuyers program for low-income households because of the high costs ~n~olved In
an effart ta prioritize continued use of the property for community ser~ice benefit, staff will
work with interested agenc~es regarding the purchase af the property
FISCALIBUDGETARY IMPACT
Revenues from the sale af the property, estimated at approxrmately $350,004 based an
fhe August, 1998 appraised value, wEll be dedicated to suppart the expansion of Virgin~a
A~enue Park and PicolCloverfield Pro~ect

RECOMMENDATION
StafF recommends that Councd 1) adopf the attached resofutian declaring the City-owned

WHEREAS, the City purchased the property at 1833 18th Stre~t for
