Entroduction
This report recommends the City Council
1 Approve an Initial Study and Negative Declafat~on, and
2 Adopt a resolution establ~shing Preferential Parkmg Zone TT for California A~enue,
between 22"d and 23`~ Streets
Background
A pet~tion for preferer~t~~l park~ng on Cal~forn~a Auenue between 22"~ and 23`d Streets
was submitted to the Crty m June, 1998 tt was scgn~d by res~dents representmg
e[even out of twefve units an the street, 91% of the tota[
The proposed zone is a residential area or.e black north of Wifshire Boule~ard Each of
the streets that ~ntersect with this block already have preferential parking restrictions
On 20'h and 215' Streets, between Wilshire and Cal~fornia, two-hour parking is allawed
from 9 0~ a m to 6 40 p m and on 22nd Street, between California and Washington,
two-hour park~ng is allowed between 9 00 a m and 9 00 p m daily (The Council

approved these restrictions in 1991), and an 23~~ and 24`" Streets between Wilshire and
California Avenue, there is no parking from 7 a m to 12 00 m~dnight, except by permit
{The Councif appraved these restrictions in May, 1999} Generally this res~dent~al
neighborhood has been used as a parking area for employees and patrons of the
Wdshire Boulevard businesses, many of which were de~eloped in an earlier period witi~
less restr~ct~ve aff-street parking standards than are in effect today It is used curren~ly
by these employees and patror~s as avell as somE St John's Haspital employees, and
students of the Santa Monica University Parking restrict~ans in the area have been
unpopular with kocal busmesses, because they restrict the availability of customer
parking and the accessibility of the bus~nesses to #heir patrans
Discussion
Staff conducted parking studies on California Avenue on a Thursday be~uveen 7 00 am
and 7 00 pm, prior to the May 1999 implementation of regulatians on 23~~ Street and
24'" Street The average occupancy for the whale study period was 51 %, occupancy
peaked at 82% on the north side of the street and 67% on the south side, around noon
Spot checks af occupancy made by staff since the implemer~tation of restrictions on 23rd
and 24"' Streets have re~ealed higher occupancy rates in the 90% range
A rna~ar~#y ot the parkers stayed over two na~rs The average durat~on far a veh~cle to
be parked was a~er 3-'/z hours Resident ~ehicles made up only 27% of the total
parkers Tf~erefore, non-resident parkers substantially interFere with the ability of
residents to park an their street, and the implementation af two-hour restr~ctions for non-

residents should provide mare opportunities for resident parking Based upon the study

The resolut~on establishes Preferential Park~ng Zone TT for Califomia A~enue between

The staff is recommending restncting non-resident parking to two-F~our period dur~ng the
day in an effort to increase turno~er and reduce high occupancies attributed to
employee park~ng, wh~le still allow~ng the business d~strict to benefit from the resource
of on-street parking Th~s type of restric#ion has proved beneficial to most of the stree#s
closest to proposed zone TT
Cvmmun~ty and Bus~ness Meet~nq/lnput
Residents and businesspeople were ~n~ited to a neighbar~ood meeting on April 9, 1999
to discuss the proposed restrict~ons Ten residents and two iacal businesspeop(e
attended There was a lively discussion about #he parking conditions ~n the area Most
~
peopfe recognized that the proposed regulations wvuld be acceptable to all of the
interests in the area One resident argued eloquently for "no parking any time" for their
street, and others wauld likely prefer th~s type of regulat~on, but ~ons~dering the support
from the bus~nesses for the two-hour praposal, and the recent ~mpact residents had
experienced from spillover from "no parking" regulations on 23`d and 24~` Stree#s, most
people seemed to go awa~ supportiWe of the twa-hour r~gufations Peopl~ also raised
concerns about the impact of patential development in their neigborhaod as well as #he
impact of the Santa Monica Un~versity One res~de~t submitted written comments
These will be provided to the Council
BudqetlFiscal Impact
Initially, ~t is estimated that approx~mately 24 perm~ts will be purchased by area
residents in the praposed zone This will generate approx~mately ~360 annually in
additkor~al re~enue in FY 991Q0 at account 0~415 4dQ290 The preferential parking
signs will be mstalled by City crews
Recammendation
It is recommended that the City Counc~l
1 Approve the negativ~ declarat~an for the proposed zone
2 Apprave the attached Resolutian establ~shmg Preferential Park~ng Zone TT and
Amendmg Resalution 9344 CCS (Resalut~on of the City Councrl of the City of

ZONE TT AND AMENDING RESOLUTION NUMBER 9344 (CCS) BY
REPLACING EXHfBIT A
WHEREAS, the Park~ng and Traffrc Engineer has receE~ed a petition requesting
the establishment of a preferer~tial pa~king zone, and
WHEREAS, the petit~on has been venfied to be signed by res~dents I~ving in two-
thirds of the dwelling unifs compnsmg not less ~han fifty percent (50%} of the developed
frontage af t#~e proposed preferential parking zone, and
WHEREAS, the Parkmg and Traffic Engmeer has undertaken such stud[es and
surveys deemed necessary to determine whether a preferential parking zone should be
des~gnated ~n th~ above area, and
WHEREAS, the Plannmg Div~sion has prepared the required Initial Study and
Negative Declaration, and
WHEREAS, the City Council hereby finds that the proposed area meets the
