SUBJECT: Four-Way Stop Signs at the Intersections of
Alta, Marguerita and Georgina on 11th Street
ADDENDUM
Slnce the moratorium on all trafflc control devices was implemented, City Staff
has received requests for four-way stop slgns at 33 locations.
In the past, Staff analyzed all requests for stop signs based on the warrants
established for the State (Ca1-trans). Cal-trans uses these warrants for their
State highways. The warrants do not reflect the traffic condltions and special
conslderatlons that local governments have to examine.
The postlng of an lntersection for four-way stop control should be based on
factual data. The data should include through street conditions, accldent
records, trafflc and pedestrlan volumes, and unusual conditions such as prox-
imity of schools, fire stations, etc. In addltion, conslderation should be
glven to energy consumptlon, air and nOlse pollution, and tlme loss.
Staff proposes that Clty Council adopt a resolution establishing Clty policy
for the lnstallation of stop signs.
It should be noted that residents in the subject area requested Staff to inves-
tigate the feaslbility of narrOWlng the approaches to the subject lntersections
to reduce vehlcu1ar speed and traffic volumes, if the four-way stops were denled.

Revised Recommendation
It is recommended that City Councl1 instruct Staff to prepare a resolution for
the adoption of a Stop Sign Policy by the March 11 City Council Meeting and
that any pending stop sign requests be postponed until such a policy is adopted.
