SUBJECT: Santa Monlca Pier, Sklff Rental Area
Introductlon
ThlS report concerns an expired lease on the lower
deck of the Santa Monlca pier and presents varlOUS alternative
uses of the area for Clty Counc2l conslderatlon.

On July 26, 1976, C2ty Councll approved a flve year
lease for Walter A. Adams dba "Skiff Rentals" aka "Santa Monlca
Boat Rentals". Terms followed the Standard Pler Lease, with a
rental of 10% of gross sales, wlth a monthly minlmum of $ 111.00.
After the first year an add1tlonal four year optlon was avallable
to Mr. Adams. He had not compIled wlth the conditlons of
the lease and was put on a month to month rental basls thereafter.
On August 30, 1979, Mr. Adams submltted hlS thlrty day notlce.
Several alternatives are avallable for future use of thlS space.
Alternatlve Uses
1) Contlnued Present Use: The normal procedure would
be for Staff to contlnue the present use of the space for Sklff
rentals. In the past, both row boats and motor boats have been
avallable to the publlC. Under thlS alternative, Staff would
call for proposals and negotlate a lease for approval by the Councll.
2) Westwind Salling Club Expanslon: AdJacent to the
Sklff rental area lS the space used by Mr. Richard Koch dba
Westwlnd Salllng Club. He has requested use of thlS area 1n order

to enlarge h~s business to lnclude motor and row boats. This
would reqUlre renegotiatlng Mr. Koch's lease and walvlng the
bld procedures.
3) Staff ReVlew of Other Alternatives: Alternatlve
uses or the expanslon of the lower deck may be feasible but
would requlre careful study. Some uses WhlCh could be lnvestlgated
for the second deck mlght lnclude an expanslon of the shop
area, Clty operatlon of the Sklff bus~ness and expanded recreatlon
opportun1tles such as paddleboardlng and sWlmmlng.

1) Contlnued Present Use: ThlS courSe of actlon would
cont~nue the area for use by people who enJoy flshing from the Pler.
Of the several alternatlves, contlnued present use would cause
the least dlsruptlon to the Pler and present only a very small
change in the usual operat~on of the Harbor portlon of the Pler.
However, experlence of past operators has shown the dlfflculty
ln prodUClng adequate revenue when 11mlted to elther Sklff
rental or sallboat rental.
2) Westwlnd Salllng Club Expanslon: Mr. Koch has
requested a lease ln order to enlarge h~s buslness. He would
vacate hlS present offlce, permlttlng thlS area to return to
ltS orlglnal use as lockers for the pUblic storage of boats.
It would also provide Mr. Koch room for storlng flve moorlng
blocks Wh1Ch presently occupy space set aSlde for loadlng and
unloading commercial vehicles. Mr. Koch lS also lnterested
in operating the shore boat serVlce WhlCh would transport
people from the Pler to boats moored ln the harbor. In favor of
thlS alternatlve lS the fact that sufflclent revenue should

be produced by the comblned buslnesses to make the operatlon
economlcally viable.
Through the chOlce of this alternatlve Councll
would be retalnlng Mr. Koch's serVlce to the public of
prov1ding salllng boats, whlle at the same time returning
to the publlC the area that has always been open and free to the
publlC.
3) Other Alternatlves: The full analysls of alternatlve
uses such as expanslon of the shop area, Clty operat~on of the
sklff buslness or other recreational actlvltles, ~s beyond the
scope of thlS report and would requlre substant~al staff tlme.
Summary
ThlS Staff report 18 presented as a stepplng off place
for dlScusslon rather than a total list of posslbiIltles. In
the absence of a master plan for the Pler, Staff requests Council
guidance.
