SUBJECT: Recommendation to Adopt Resolution Certifying the Final
Environmental Impact Report for the Santa Monica Pier
Reconstruction Project
Introduction
This report requests that the City Council adopt the attached
Resolution (Exhibit 1) certifying the Final Environmental Impact
Report on the Santa Monica pier Reconstruction project.
I:Iackground
At its May 21, 1985 meeting, the City Council conceptually
approved the design alternative for the reconstruction of the
pier.
The recommended alternative includes reconstructing the
west end of the Municipal pier in concrete, rebuilding the 45,000
sq. ft. portion of Newcomb Pier lost in the storms in concrete,
and strengthening the existing pier west of the mean high tide in
timber.
The alternative also calls for rebuilding 900 I of the
existing breakwater at 6 feet and extending it 300 feet to the
south. At that meeting, the Council authorized completion of the
environmental analysis.
An Environmental Impact Report on the pier Reconstruction project
was circulated for public review and comment from January 18,
1986, to February 21, 1986.
The Final Environmental Impact
Report (FEIR), which is attached as Exhibit 2, includes the Draft
EIR, comments on it, and responses to comments.

The FBIR reviews potential impacts of the pier Reconstruction
Project on land use, aesthetics, light and glare, recreation,
cultural resources, transportation/circulation, air quality,
noise, public services and utilities, sedimentation, and marine
biology as well as other environmental issues. The FEIR
concludes that there may be temporary significant noise and
recreation impacts due to construction activities associated with
the project, but no long-term significant environmental effects.
The FEIR also lists a number of potential mitigation measures to
reduce project impacts. The attached resolution addressses
mitigation measures needed to reduce significant impacts to an
acceptable level.
The FEIR also discusses alternatives to the proposed
reconstruction project, such as no action, development of
alternative pier configurations, and pier restoration without a
reconstructed breakwater. with the exception of the no action
alternative, none of the alternatives would significantly reduce
environmental impacts as compared to the proposed project.
This staff report recommends that the City Council adopt the
attached resolution certifying the FEIR. This is a significant
step, in that it will provide environmental clearances for the
reconstruction of the Pier.
The reconstruction of the pier is scheduled to proceed in phases.
The first phase, the strengthening of the existing pier (which is
repair work and exempt from CEQA), is the 6ubj ect of another
action on tonight I s agenda. The final design of the

recon~truction of Newcomb Pier is now underway and construction
is expected to begin in fall, 1986.
The final design for
reconstruction of the Municipal pier is scheduled for Fiscal Year
1986-87, with construction expected to begin in fall, 1987. The
restoration of the breakwater will follow as funds become
available.
BUdget/Financial Impact
No budgetary or fiscal impact results from this item.
Recommendation
It is respectfully recommended that the city council adopted the
attached resolution certifying the Final Environmental Impact
Report on the santa Monica Pier Reconstruction Project.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA CERTIFYING
THE FINAL ENVIRONMENTAL IMPACT REPORT ON
THE SANTA MONICA PIER RECONSTRUCTION PROJECT
WHEREAS, an Initial Study was prepared on the Santa Mon1ca
Pier Reconstruction Project in July 1985; and
WHEREAS, a NotLce of Preparation of an Env1ronmental Impact
Report was issued 1n September 1985; and
WHEREAS, Not1ce of Completion of a Draft Env1ronmental
Impact Report was published in January 1986, 1n compliance wLth
the Californ1a EnvHonmental Qual ity Act and the CL ty of Santa
Monica CEQA GU1delines; and
WHEREAS, a public review per iod expired in February 1986 i
and
WHEREAS, 1n March 1986, the completion 01.: the Final
EnV1ronmental Impact Report on the proposed project, consisting
of the Draft Environmental Impact Report, comments on the
document, and responses to comments was certif1ed; and
WHEREAS, on April 22, 1986, the City CouncLl, as Lead City
Agency, reviewed the Final Environmental Impact Report,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The CIty Councll has reviewed the FInal
Environmental Impact Report (SCa #85091823, EIA 1790) consisting
of the July 15, 1985, Initial Study, the January 13, 1986, Draft
Environmental Impact Report, publIC comments and CIty responses.
SECTION 2. The City Council finds that the Final
EnvIronmental Impact Report adequately reviews and analyzes
potential environmental effects of the proposed proJect.
SECTION 3. The City Council finds that there are no
reasonable and available alternatives to the project that would
slgnlfIcantly reduce the impact on the environment and would
accomplish the project objectives.
SECTION 4. The CIty Council hereby makes a Statement of
Overriding ConsIderatIons, pursuant to ArtIcle VI, Section 13 of
the City CEQA Guidelines and Section 15093 of the State CEQA
Guidelines, and flnds that while the Final Envlronmenta1 Impact
Report indIcates that there may be temporary significant effects
on recreatIon opportunities for the duratIon of project
construction, these impacts wIll be mitigated to an acceptable
level by a requirement that major constructlon activitIes begln
in the fall or winter to minlmize impacts on Vlsltors to the
Pler, that, as feasible, constructlon activitles be concentrated
In one general area at a time to minimize the interruption of
views to and from the PIer, that construction impacts will be
temporary, likely lasting less than one year, and that unless no

Pler reconstructlon is undertaken, which is an lmportant soclal,
recreatlonal, and econonllC goal of the City of Santa Monlca,
these temporary lmpacts cannot be reasonably avolded.
SECTION 5. The C1ty Councll hereby makes a Statement of
Overriding Conslderat10ns, pursuant to Article VI, Sectlon 13 of
the City CEQA GU1delines and Section 15093 of the State CEQA
GU1de11nes, and finds that while the Final Env Honmental Impact
Report indicates that there may be temporary slgniflcant nOlse
effects caused by construction activitles, these lmpacts wlll be
mitigated to an acceptable level by restrlction on the hours
dur Ing which constr uction may occur to those allowed by Ci ty
ordinances, the tempor ary nature of the Impacts, likely lastIng
less than one year, and that unless no Plet reconstructlon lS
undertaken, which lS an important social, recreatlonal, and
econOmlC goal of the City of Santa Monlca, these temporary
lmpacts cannot be reasonably avolded.
SECTION 6. The Clty Councll certifies that the
enVlronmental review for the proJect was conducted ln full
compliance with State and C1ty CEQA GU1del1nes, that there was
adequate public review of the Draft Environmental Impact Report,
that the City Council has considered all comments on the Draft
Environmental Report, and staff responses to comments, and that
the F1nal EnvHonmental Impact Report adequately d1scusses all
significant environmental issues and that the City Council has
considered the contents of the Final Environmental Impact Report
1n ltS decis1on-maklng process.

SECTION 7. The CIty Clerk shall certIfy to the adoption of
this ResOlutIon, and thenceforth and thereafter the same shall be
in full force and effect.
