INTRODUCTION
ThIS report recommends that the CIty CounCIl approve a resolutIon
of ::!.ppllcatlon to the Local Agency FormatIon CommIssIon (LAFeO)
for the annexatIon of a 34-acre parcel of the Santa MonIca
AIrport from the CIty of Los Angeles to the City of Santa MonIca.
BACKGROUND
Last fall. the CIty CounCIl dIrected staff to take prelIminary
steps to accomplIsh the annexatIon of a 34-acre parcel of the
AIrport into the CIty of Santa MonIca.
SInce that tIme~ staff
has commIssIoned a legal descriptIon and survey of the property.
has begun dIScussIons WIth the CIty of Los Angeles~ and has
completed an Initial study pursuant to CEQA reqUirements of the
effects of annexatIon.
The InItial study has been dIstrIbuted
for publiC comment and WIll be presented to CounCIl In early
March for approval
As the InItIal Study has now been completed and IS avaIlable for
publIC comment. It IS appropriate for the CIty to fIle an
annexatIon applIcatIon WIth the Local Agency Formatlon CommlSSlon
and to dIrect the City Attorney to prepare a resolutIon of
appllcatlon to LAFCO for the annexatIon.

BY THE CITY OF SANTA MONICA
REQUESTING THE LOCAL AGENCY
FORMATION COMMISSION TO TAKE
PROCEEDINGS FOR THE ANNEXATION
TO THE CITY OF SANTA MONICA AND
DETACHMENT FROM THE CITY OF LOS ANGELES
OF A 34-ACRE PARCEL LOCATED IN THE NORTHEAST
CORNER OF SANTA MONICA AIRPORT
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE
AS FOLLOWS:
SECTION I.
WHEREAS, the CIty of Santa Monlca deSIres to Initiate
proceedings pursuant
to
the Cortese-Knox Local Government
ReorganIzation Act of 1985, DivISIon 3, commenCIng WIth Section
56000 of the California Government Code, for the annexatIon to
the Cl ty of Santa Monica and detachment from the CI ty of Los
Angeles of a 34-acre parcel located In the northeast corner of
Santa MonIca AIrport; and
WHEREAS,
the
territory proposed
to
be
annexed
1S
uninhabited, and a descriptIon of the boundaries of t~e terrItory
IS set fOrth In ExhibIt A attached hereto and by th13 reference
incorporated herein; and
WHEREAS, the City of Santa Monlca, as landowner In fee of
thlS terrItory, does hereby consent to thIS proposal; and

WHEREAS, thI S propos a lIS consi sten t wIth the sphere of
influence of the affected city; and
WHEREAS, it IS deSIred to provide that the proposed
annexatIon be subject to the following terms and condItIons:
None; and
WHEREAS, the reasons for thIS proposed annexatIon are as
follows:
(1) The Santa Monlca AIport is a munIcIpal enterprIse
owned and operated by the CIty of Santa MonIca. All
but 34 acres of the 2lS-acre AIrport are located
wi thIn the boundarIes of the Cl ty of Santa MonIca.
The CIty of Santa Monica belIeves it IS both expedlent
and ratIonal for a CIty-owned and operated alrport to
be wholly WIthIn the City's control so that compatIble
zonIng may be achIeved.
(2) It IS more logIcal for the Clty of Los Angeles
boundary to be alIgned WIth Bundy DrIve, WhICh is an
eXistIng street. The current boundary lIne betfN'een
the two CItIes traverses the runway, assocIated
taXIway and aircraft tledown area. The orIgInal
Airport boundary was alIgned to conform WIth CentInela
Avenue. An expanSIon of the AIrport durIng World War
II Involved re-routlng CentInela Avenue to Bundy
DrIve to accommodate lengthenlng and pavlng the runway
to lts eXIstIng SIze.

NOW, THEREFORE, this Resolution of Appllcation is hereby
adopted and approved by
the CI ty Counc i l' of the CI ty of Santa

Monica, and the Local Agency Formation Commission of Los Angeles
County is hereby requested to take proceedIngs for the annexation
of terrItory as descrIbed in ExhIbIt A, accordIng to the terms
and condi tions stated above and In the manner provlded by the
Cortese-Knox Local Government Reorganization Act of 1985.
SECTION 2.
The CIty Clerk shall certIfy to the adoptIon
of thIS ResolutIon, and thenceforth and thereafter the the same
shall be In full force and effect.
