SUBJECT: Mayor and City Council /1(3 AUG 8 1978 City Staff Clover Park General Development Plan - Working Drawings - Bid Documents - Setting of Public Hearing August 22, 1978 Introduction This report concerns the General Development Plan for Clover Park, the setting of a public hearing on that plan, and the hiring of the presently employed firm of Kammeyer, Lynch and Partners, Inc_ to continue with the next step of preparing working drawings and bid documents to construct Clover Park. Background At their January 24, 1978 Council meeting, Council authorized the development of a 14 acre park at the McDonnell-Douglas site on the corner of 25th and Ocean Park Boulevard. At this same meeting Council hired the firm of Kammeyer, Lynch and Partners, Inc. to prepare the General Development Plan for development of that Park site. This contract also includes the preparation of the EIR and cost estimates for the Park development. Both of the latter are necessary for approval by State and Federal funding sources. Community meetings were held on January 26, 27, 30, and 31 to determine the community desires for design and facilities in the park. In addition, department staff met and discussed facility needs for the new park with the architect. Prior to presentation to the Recreation and Parks Commission a public review was held to explain /Ie AUG 8 1978 " TO: Mayor and C~ Council ~ly 31, 1978 -2- the process used to establish the design as well as gain further community comment. On April 20 a public hear~ng was held before the Recreation and Parks Commission to review and discuss the preliminary development plan for Clover Park. A seventh public meeting was held as a community workshop to further refine the General Development Plan on July 12, 1978. The EIR and site review were held before the Planning Commission August 7, 1978. The basic design includes the following facilities. A. Football - soccer - baseball open play fields. B. One night lighted baseball diamond useable by junior and senior players. C. Informal picnic area. D. Formal picnic area. E. Jogging path -- par-course F. Two restrooms--one for park supervision. G. Childrens' play area. H. Senior Citizens' area. I. Sand volleyball court. J. Outdoor basketball courts. K. Parking for ~ 100 cars. L. Many large trees and undulating topography. M. Portions of a bike path. TO: Mayor and Ci~ouncil ~uly 31, 1978 -3- A large percentage of the park is devoted to open space and trees. The funding for this project will be as follows: Recreation Unit Tax $ 350,000 State Park Bond Act $ 282.474 State Urban Grant $ 159.938 Community Development $ 200,000 . Block Grant $ 992,412 Staff will seek reimbursement through the I..W.e.F. to release money for other capital improvements this year. That reimbursement could be up to 50% of allowable project costs. The deadline to apply for Land and Water eonservat~on Funds is September 15, 1978. To continue with this project it is necessary to prepare working drawings and specifications as well as the bid documents. KRmmeyer. Lynch and Partners, Inc. have quoted a fee not to exceed $63,~S to prepare the documents. The fee for this service can range r ~.'" between 4% and 8% total construction costs. The fee of $63,uq8 quoted by Kammeyer, Lynch and Partners is 6.89% of the estimated construction costs which are $915,509. This fee will also cover supervision of the project. Staff wishes to continue with Kammeyer, Lynch and Partners because their performance on developing the General Development Plan has been excellent. They also have a knowledge of the project through their participation ~n the community meetings and the TO Mayor and Ci~council ~IY 31, 1978 ~ -4- design process that would not be available to another firm. Authorization of this procedure will enable staff to gain 6 months in the development timetable. Staff would plan to bid this project in January 1979, rather than July 1979. Staff also recommends Council hold a public hearing on the General Development Plan at the August 22, 1978 Council meeting. When Council approves the General Develop- ment Plan they should also specifically approve the ErR and cost estimate of the construction. Alternatives 1. Council may set the public hearing for August 22, 1978 on the General Development Plan as submitted, and authorize the City Manager to negotiate a contract with the firm of Kammeyer, Lynch and Partners to prepare the bid documents, specifications, and working drawings for a fee not to exceed $63,~. 2. Council may approve the General Development Plan as submitted and not hold a public hearing nor authorize the hiring of Kammeyer, Lynch and Partners, and; seek other firms for development plans. 3. Council may amend the General Development Plan, direct that the necessary changes be included in the plan. Hire Kammeyer, Lynch and Partners to prepare the necessary documents for the develop- ment phase for a fee not to exceed $63,&ra. 7y Recommendation Staff recommends Alternative 1, establishing August 22, 1978, for TO' Mayor and Ci.ouncil ~ July 31, 1978 -5- a public hearing on the General Development Plan and to authorize the negotiation of a contract with Kammeyer, Lynch and Partners, Inc. r ",- ..;f for a fee not to exceed $63,078 'to complete the necessary documents to develop this project.
