Addltional Design Fees to DeLeuw Cather and
Company for New Transportatlon FaCllities
Introductlon
ThlS report requests the Clty Council to authorize a change order
in the amount of $54,560 to DeLeuw Cather and Company for
additlonal profesSlonal services requlred durlng the design and
constructlon of the new Transportation Department facilities, and
to authorlze addltlonal change orders to DeLeuw Cather not to
exceed $20,000.
Background
On December 3, 1979, the Clty Councll awarded Contract No. 3427
(CCS)
to the design/engineerlng firm of DeLeuw Cather and
Company ln the amount of $350,000 to proVlde archltectural and
englneerlng serVlces for the new transportatlon facilitles.
Section 3-e of that Contract states in part "Any maJor changes
requested by the Clty after acceptance of the prellmlnary phase,
that requlre redeslgn work or substantlal changes to drawlngs
wlll be compensated for as Extra Work."
Durlng the lnitlal phases for thlS project the followlng design
changes were requested from the approved prellminary plans:

1. An lmproved bus lnterlor cleaning system was
added--$17,217
2. A monorall system for transportation of heavy
parts added--$6,896
3. A chassls dynamometer was added--$4,518
4. A new emergency generator was added--$4,518
5. A new bus washlng system was added--$6,183
6. A new steam cleaning system was added--$1,712
7. Floor area was lncreased from 16,000 square feet
to
21,000
square feet.
{It was origlnally
envisioned that a bUlldlng of about 16,000 square
feet would be sufficlent but as the design
progressed it became apparent that 21,000 square
feet would be necessary. The model approved by
Clty Counell indlcated 21,000 square feet)--$9,516
8. The mechanlcal equipment room was relocated 1n
order to provide more useable space--$4,OOO
Clty staff has held numerous meetings wlth DeLeuw Cather staff
for the purpose of resolvlng the cost of the additlonal ltems of
work performed durlng the design phase. There were other items
of work for WhlCh payment was requested that were denied by Clty
staff.
The requested ltems belng recommended for extra payment

are JU5t1fled and extra payment 15 provided for in the origlnal
contract documents.
It should be noted that the orlg1nal deslgn contract amount of
$350,000 was only 4.7% of the orlglnal $7,420,000 constructlon
contract---a
very low deslgn percentage for this type of
construct1on and remodeling work.

At mld-year (FY 82-83) $436,000 of State
Transportatlon Development Act monies were re-approprlated to
Account No. 41-600-657-000-902 for the purpose of covering
additional costs 1ncurred throughout the constructlonjremodel of
the Transportation facllitles. Both the $54,560 and additlonal
$20,000 are elig1ble under the Transportatlon Development Act.
Cont1ngenc1es
An additional $20,000 w1ll be required to meet unexpected deslgn
costs.
Although the new Transportation admTnlstrat10n facillty
lS nearlng completlon, a maJor remodellng of the eXlstlng
structure wlll occur as phase two.
Experience has shown that
unforeseen
structural/design problems may arise durlng the
remodel of an ex;stlng buildlng and $20,000 wlll meet these
un-antlc1pated but necessary changes.
