California, December 6, 1977 To; Mayor and City Council From: City Staff Subject: Application for 1976 State Grant Assistance II e DEC 1 3 1977 -~ f ~ ~ , ...i-r. .;,[ -' ./ Introduction: This report requests the City Council to authorize the City ~anager to apply for $282,476 of Recreation Bond money approved by the voters of California. The funds are to be used to develop the park on the north side of the Airport. Background: The 1976 State Historical, Recreation Bond Act passed in November, 1976. provided for a local share, based on per capita distribution, of $282,476 for the City of Santa Monica. It is necessary to apply for the use of these funds by September 15 each year. Although the City of Santa }lonica did not have a project under consideration at that time, a proposed park at the Airport has since developed. Contact with the State has indicated that Santa Monica can still apply for funding in the 1978-79 State budget If application is not made within two months for current State budget, funding will not occur until the 1979-80 budget, delaying completion of the park until 1981. If appli- cation is made for the 1978-79 budget, the park project can be completed in 1980. Public Hearings Schedule & Recreation & Parks Review & Council Review: Public meetings will be held the week of January 23 at four different locations in Santa Monica. They are January 23 at Joslyn Park, January 24 at Lincoln Prk, January 25 at Marine Park and January 26 at Memorial IIC 1 '3 ,~ n.J:G ~ ~ To. Mayor and City Council ~ r ~2~ ~ December 6, 1977 Park. The Recreation and Parks Cammission will hold hearings in March if necessary and the Council can hold hearings in May a~d June if necessary. The application requires a description of the project. Since it was not possible to conduct public hearings to determine the exact facilities to be included in the park prior to this application, the description included will include all typical park installations. The following facilities are planned for possible inclusion: Soccer fields, tot lots, tennis courts, baseball diamonds, BBQ-picnic areas, play equipment, landscaping and irrigation systems. This can be modified by Council in the future as can park size which is stated in general terms. Alternatives 1. Council adopt resolution approving the application for the State Bond grant money to enable funding of the project in the 1978-79 State budget. 2. Delay approval of the resolution for application until a more definite project can be developed. This could take several months thus delaying the funding of the park with State bond money until the 1979-80 State budget - July 1979 3. Fund the park project with different funds using the Bond act funds for another project. State bond funds may be used as local share match for Federal Land and Water funds, the combination of both should completely finance the development of the park. Recommendation: Staff recommends Council adopt the resolution approving the application for State Grant funds to enable the funding of this project in the . . SAMPLE RESOLUTION . COUNCIL CITY OF APPROVING THE APPlICATrON FOR 1976 STATE GRANT MONEYS PROJECT WHEREAS, said applications contain assurances that the applicant must comply with, and WHE REAS, the people of the State of Califorma have enacted the State, Urban, and Coastal Park Bond Act of 1976, which provides funds to the State of California and its political subdivIsions for acquinng lands and for developing facilities for public recreation and historical purposes, and WHEREAS, the State Department of Parks and Recreation has been delegated the responsibility for the administration of the program within the state, setting up necessary procedures governing application by local agencies under the program1 and WHEREAS, said procedures established by the State Department of Parks and Recreation require the applicant to certify by resolution the approval of applications prior to submission of said applications to the state; and WHEREAS1 the applicant agency will enter Into an agreement with the State of California for the acqUISition and/or development of the project; NOW, THEREFORE, BE IT RESOL VED that the city council hereby: 1. Approves the filing of an application for 1976 state grant assistance; and 2. Certifies that said agency understands the assurances 10 the application, and 3. Certifies that said agency has or will have suffiCIent funds to operate and maintain the project, a.,d 4.
