SUBJECT~ Resolution Authorizing Application for
California Airport Project Funding
Introduction
On May 24, 1977, a Notice of Intent to Request State Funds for two projects at the
Santa Monica Airport was submitted to the State Department of Transportation,
Division of Aeronautics. The request is for (1) runway shoulder paving, and
(2) displaced threshold project. Inasmuch as formal applications for these funds
must be filed as early in September as possible in order to impound funds, the
City Council must adopt a resolution approving project submission for one or both
projects.
Background
Money is available from the California Airport Aid program for use at the
Santa Monica Municipal Airport at approximately 90~ of the total cost of each
project. City staff proposes two pQssible projects:
1 . Aspha 1t Pave
Project Description: To resurface the southeast runway shoulder between
the fueling station and the easterly end of the runway. The area now
has an oil cake with slurry-seal overlay. Due to traffic, weather and
the elements, the area tends to unravel and pothole which creates unsafe
conditions for aircraft. In addition to this aspect~ water also gets
beneath the surface creating deterioration of subgrade. The area should
be sealed.
Estimated Cost: The total estimated cost for this project is $47,000 with
an estimated useful life of ten years. The local share required is $4,700
or 10%, and the grant from the State is proposed at $42,300.

September after the beginning of the fiscal year when the local funds
become available.
2. Displaced Threshold
Project Description' To establish and i~plement displaced thresholds
for landing purposes only on runways 21 and 03; remark runway; relocate
threshold tiles. reil and vasi lights; and upgrade runway lighting system.
It should be noted that staff in conjunction with Bolt, Beranek and
Newman. Noise Consultants, has determined that while a displaced threshold
would effect a perceptible reduction in noise levels for some homes in the
immediate vicinity of the approach runway, the noise reduction would be
marginal for homes not situated directly underneath the approach pattern.
Estimated Cost: The estimated total cost of this proposed project is
$61.000 for an estimated useful life of ten years, This cost includes
an FAA commitment that they will relocate their own navigational systems
with relocation costs covering a detailed cost estimate to relocate the
REI L/VAS I at $18,200. to be rei~bursed by the City. It is proposed that
this reimbursement cost will be shared through award of the proposed
grant. The State grant is proposed at 90% of the total cost in the amount
of $54,900. with a 10% local share of $6,100. In consideration of the
limited effect on noise reduction, staff 1.-JOuld only recommend implemen-
tation of a displaced threshold if California Airport Aid Program funds
were appropriated.
Estimated Bid or Construction Date: The estimated date for award of bid
and construction start is forty-five (45) days following approval and
fund availability.
Estimated Application Date: The City can file a formal application in
September after the beginning of the fiscal year when the local funds
become available.
The only commitment required by the City is the 10% local share of the total cost
of each project. This amounts to $10,800 for both projects. There is contained
in the 1977-78 budget $55,000 in the Airport Capital Improvement Fund.
Recommendation
City staff recommends the following actions~
I. Council adopt a resolution authorizing the City Manager to prepare
and execute an application in accord with State guidelines.

the amount of $55.000 covering the above projects as the 10%
required local share for completion of the projects. frQ~ the

WHEREAS, money is available through the State Department
of Transportation, Division of Aeronautics for California Aid to
Airports; and
WHEREAS, the City of Santa Monica has developed two projects
needing financial assistance and qualifying for these funds.
