Subject: Clover Field Blvd. Widening between Broadway and Santa Monlca Blvd.
INTRODUCTION
This report requests that the Clty Council approve the wldenlng of the
flnal portion of Clover Fleld Blvd. between Broadway and Santa Monica Blvd.
by motion, and to lnstruct the City Staff to send a notlce, and set a public
hearing regarding the intent of the City Council to adopt a Resolution of
Necesslty, if negotiations fail to acquire specifled parcels of real
property in connectlon with the proposed widening.
BACKGROUND
Clover Field Blvd. has been widened from the Santa Monica Freeway to
Broadway and the block to Santa r-lonica Blvd. is the last important gap
to complete the project. This portion was prevlously omitted due to
property acquisition problems. The proposed acquisitlon would have
requlred the relocations of residents WhlCh would have taken a long time
to accomplish and would have been expensive for the City to move and
supply partial rental payments for similar housing for these residents for
four years.
Subsequently, plans have been revlsed to provide the needed trafflc lanes,
but without additional right of way acqulsitlon.

The widening of this block wlli greatly relieve the congestion to northbound
traffic on Clover Field Blvd. at Santa Monica Blvd. This wldening will
provide one lane for left turns only. one lane for right turns only, and an
optional turn lane in the center lane. in addition to the existlng two
southbound lanes.
Six small parcels of property are proposed to be acquired by negotlatlon.
If these negotiations fail, the property will be acquired under emlnent domain
proceedings. The first step in this process requires that the City Council
give each owner of property proposed to be acquired a reasonable opportunity
to appear and be heard on the matter, prior to adopting the Resolution of
Necessity for filing of a condemnatlon lawsuit. The attached map indicates
the acquisition and widening proposed. An appraisal for the six properties
has been done recently and wll1 be used in the negotiation process. The
estimated cost of the project includlng acquisition is $155,000, and is
proposed to be paid for from available Gas Tax funds.
RECOM~iENDATION
It is recommended that the City Council approve the widening of Clover Field
Blvd. between Broadway and Santa Monica Blvd. and authorize City Staff to
have the subject notices prepared and sent to the proper parties, and set
a public hearing for discussion thereto on February 14, 1978, in the Council
Chambers at City Hall.

THAT (a) THE PUBLIC INTEREST AND
NECESSITY REQUIRE THE PROPOSED
