Introduction
This rep:>rt reviews the basis of costs for servicing refuse bins located on
private property and makes recullreJ"lt'l'::'l:t-..i.ons for updating the charges for these
Serv:Lces to the level which will cover the cost involved.
Backgrotmd
The City Refuse division currently services 2..468 bins. Of these.. 625 are on
prq:erty, that is, they are nore than 10 feet f.L"uu the -point of collection.
On-site bms require additJ..onal time for the two-man crews. Recent Ti.mejM:Jtion
Studies by the Eng.meering Department have sha..m. that the average length of time
reqllired for the driver and collector to ,valk onto the p.Loperty {frequently

It should be noted that on-property collection is undesirable by nature and that
nany agencies simply do not do this. Historically in Santa ~bnica, however,
property avners have not been reqw..red to push their bins out to the alley or
street and the City has included this se.....""Vice and has charged for it. The
current charges were established more than 10 years ago at th.e rate of $2.50

'Ihe fOllowing figures represent the number of bins, the current cha.-'""ges per
llo.nth for twice weekly and d:=!;ly collection, and the reo:::mrended charges per
rconth for these services. The recorrmended charges are based an the anount of
time required, multiplied by the hourly rate of $24.00 per hour for two men and
the refuse truck. These recx:mnend?ltions ,rill generate approXllllately $36,000 in
aOdit!onal revenue for the Refuse Fund. For CullfJ3Xison, System DispJsal Corcpany
in CUdahy charges $ .50 for each 25 feet of collection on site. For a site 50
feet on P-Loperty, twice weekly seIVi.ce would cost $9.00 per rronth versus $5.40
recu'l'lnended in tlus report. other cities either do not proVJ..de on-property
service or, when service is offered, provide it at the sarna cost as if the bins
are at the point of pic.1cup. Because the number of on-property bins is so great
in Santa Monica, it is not reccmnended that the cost of on-property service be
absorbed as in Salle other cities.
It should be noted that no changes are prop::lsed for regular refuse rollection
and disposal.
