INTRODUCTION
This report provides additional information on the Parking
structure #5 Initial study (Agenda item llC).
BACKGROUND
Subsequent to the transmittal of the staff report on the Initial
study and Negative Declaration on the Parking structure ~5
expansion project, the city received a comment on the Intial
study from the California Regional Water Quality Control Board.
Under the provisions of the California Environmental Quality Act,
the City is required to prepare a written response to the
comment, and the City Council must review the comment and
response prior to certifying the Initial study.
The Water Quality Board comment is informational in nature and
does not raise any issues concerning the adequacy of the Initial
study for the expansion project. The comment and a City response
are attached.

BUDGET/FINANCIAL IMPACT
The recommendations of this report have no budget/financial
impacts.
RECOMMENDATION
It is respectfully recommended that the City Council review and
consider the attached comment and response prior to certifying
the Initial study and Negative Declaration.

We have reviewed the subj ect document concerning the parking
structure expansion and conversion of existing parking space into
retail shops.
A Negative Declaration for the proposed zoning changes will be
adequate. We are advising, however I that the sanitary sewer
system within the Hyperion service area is currently experiencing
capaci ty problems. A written confirmation stating that there
will be available capacity at the time of connection must be
obtained from the City of Los Angeles, Bureau of Sanitation with
a copy sent to this Regional Board.
