INTRODUCTION
ThlS report recommends Clty Councll instruct Clty Staff to
lnstall a two way left turn lane on Montana Avenue between 26th
Street
and
Harvard
Street
and left turn lanes at the
lntersectlons of Harvard and Yale Streets for westbound left
turns.
BACKGROUND
In March, Staff prepared an lnformatlon ltem for Clty Council
advlslng them of residentlal concerns regardlng vehlcle speeds
and trafflc on Montana Avenue between 26th Street and Stanford
Street. Councll requested thlS ltem be placed on the agenda for
dlSCUSSlon. Staff presented the proposed two way left turn lanes
on Montana Avenue between 20th and Stanford Avenue at the July
26th Councll Meetlng.
Councll expressed thelf concerns about
changlng the street between 20th and 26th Streets and not
surveYlng the resldents ln this area. Staff has deleted thlS
segment of roadway for conSlderation at this time.
Montana Avenue between 26th Street and Stanford Street has
parklng on both sldes of the street and 16 foot traffic lanes.
There is lnsufflClent room for two lanes ln each dlrectlon and

The proposed strlplng changes wl11 provide for 11 foot trafflc
lanes and a 10 foot two way left turn lane between 26th Street
and Stanford Street and 10 foot w1de westbound left turn lanes at
Harvard and Yale Streets (see attachment). Some str1p1ng changes
will
also
be made for better lane conf1guratlon at the
lntersection of Montana Avenue and Stanford Street. The proposed
stnplng
changes
will
lmprove
safety for all modes of
transportatlon on Montana Avenue 1n the SUbJect area by reduc1ng
acc1dents and veh1cu1ar speeds.
The use of two way left turn lanes 1S rap1dly becom1ng the
standard 1n traff1c englneer1ng app11cat10ns rather than the
except10n.
Although a small percentage
of veh1c1e dr1vers may
illegally use the two way left turn lane for pasSlng slower
vehlcles, experlence has shown these lnstal1atlons 1mprove safety
and reduce vehlcle speeds.
Clty Staff has surveyed the resldents on Montana between 26th
Street and Stanford Street. Surveys were hand del1vered to all
resldentlal dwell1ng unlts. Staff recelved 25 replies w1th 24
responses favorlng the proposed two way left turn lane.
BUDGET/FISCAL IMPACT
The estimated cost of lnstal11ng the two way left turn lane
and sandblast1ng the old pavement marking is $1,000. There are
funds avallab1e to accompllsh thlS work in the Traff1c Operatlons
D1V1Slon operat1ng budget. No addltlonal approprlatlon of fundS

RECOMMENDATION
It lS recommended Clty Counc1l lnstruct Staff to 1nstall a
two way left turn lane on Montana Avenue between 26th and Harvard
Street and westbound left turn lanes at Harvard and Yale Streets.
