SUBJECT: Santa Monica Pier Restoratlon Program
Introductlon
ThlS report transmits the status of the pier restoration progra~ and recommends
that the Clty Councll establish a task force to proceed with the planning process.
Background
At its August 1981 meeting, the City Council authorized submisSlon of apollcation
for grant funds to California Coastal Conservancy for the preparatlon and implementa-
tlon of a restoratlon plan for the Santa Monlca pier.
On September 10, 1981, the State Coastal Conservancy approved the expenditure of
up to $30,000 of "pre-proJect feasibility" funds for the preparation of a restoration
plan for the pier, The Conservancy also made a flnding that the Santa Monlca pier
project has a high priority ranking based on ltS guidellnes and criterla for evaluatlon
of restoration proJects. This findlng of the Conservancy was largely based on the
fact that the pier is a recreational resource of statewlde signlficance, located in
the center of the most heavlly used State beach in Los Angeles County
Discussion
The restoratlon plannlng process wlll includeevalu1tlo~ of the followlng:
(a) necessary structure rehabllitatlon of the Oler to provlde for long-
term recreational use;
(b) enhancement of recreatlonal fishlng wse;
(c) enhancement of recreatlonal boatlng use;
Cd) rehabllitatlon of eXlstlng commerclal structures on the Pler,
lncluding the Carousel BUlldlng and "Sinbad's";

(e) enhancement of pedestrian access linkages between the Pier
and the beach;
(f) expansion of publ1C recreation support fac1l1ties on the
p1er and adjacent beachfront properties;
(g) expans10n of commerc1al uses;
(h) provis1on of adequate parking fac1lities for pier uses;
(1) enhancement of access llnkages between the p1er and 1nland
Santa Mon1ca, including potential remote park1ng areas;
(J) design standards for pier redevelopment which w1ll assure
maintenance of the v1sual amenit1es of this prom1nent structure;
and
(k) funding alternatives for specif1c restoration components.
The restorat1on planning process should include establ1sh~ent of a C1tizen's
Adv1sory Committee or a task force to develop restorat1on obJect1ves and review
and recommend alternative use concepts to the C1ty Counc1l.
Recommendat1on
It 1S recommended that the C1ty Council appoint a task force representing the
community, pier lessees, and professional planners and arch1tects to work with
the Coastal Conservancy and City staff to develop a restorat1on plan.
