SUBJECT: RecommendatIon to begIn process for annexatIon of 34
acre portion of AIrport Into the c~ty of Santa MonIca
INTRODUCTION
ThIS report requests that the CIty CouncIl authorIze CIty staff
to ~n ~ t~ a te proeeed~ ngs, f lIe necessary documents and conduc t
necessary studIes to accomplIsh the annexatIon of a 34 acre
parcel at the eastern end of the Santa MonIca AIrport Into the
CIty of Santa MonIca.
The subJect parcel, WhICh IS owned In fee
by the CIty of Santa MonIca, IS presently located In the CIty of
Los Angeles.
BACKGROUND
A 34 acre parcel In the northeast corner of the Santa MonIca
HunIc 1 pal Al rport 15 IDea ted In the Cl. ty of Los Angeles.
ThIS
parcel IS owned In fee by the CIty of Santa MonIca.

15 bounded to the west by the centerlIne of a vacated portIon of
Centlnela Avenue and to the east by Bundy DrIve.
The parcel IS
unInhabIted and present uses Include aIrcraft tledown, a 300 toot
portIon of the runway and portIons of two taXIways. The parcel
has a varIety of reSIdentIal zonlngs and the recently adopted
communIty plan for West Los Angeles stIpulates that the area

shall be resIdentIal, but not so long as an alrport IS 1n
eX1stence.
The A1rport redevelopment wIll brIng about an Increased Intenslty
of use for thIS parcel. The prOJect 1ncludes the constructIon of
a perImeter road around the end of the AIrport runway, the
Improvement of paVing on runway and taXIways and poss1bly the
relocatIon of utIlItIes In the area. In addItIon, there 1S a
"reserved" parcel of land In the far northeast corner of the
A1rport for Wh1Ch no development plans have yet been made.
The resIdual land IS also partially located WIthIn the CIty of
Los Angeles.
It 1 S advantageous for the Cl ty to annex thIS parcel Into the
CIty of Santa MonIca. In utIlIZIng thIS land for aIrport
development, a number of permIts WIll be requ1red from the CIty
of Los Angeles. The procedures Involved In obtaInIng these
permIts could Involve substantIal delays WhICh would Impede the
progress of the aIrport redevelopment proJect and substantIally
delay development of the resldual land.
The process Involved In annexatIon IS regulated by the MunIclpal
Organlzat1on Act of 1977 ("MORGA") as set forth 1n Government
Code SectIon 35000 ~t se~, MORGA has an expedited procedure for
the annexatlon of unInhabIted terrItory where the landowners
consent to the annexatIon. The InItIal steps In the procedure
are as follows:

1. The C1 ty executes a pet1 t 10n for change of organlza tIon
of the CIty to the Local Agency FormatIon Comrn1ss10n
("LAFCO"l. The pet1t1on would be s1gned by the CIty as
100% landowner of the property. The pet1 t10n mus t be
accompanIed by eVldence of complIance WI th CEQJ\. Th1 s
would Involve the preparat10n of an in1tlal study by the
Plann1ng Department.
2. Before LAFCO would accept the petlt10n or resolut10n for
fl11ng the CIty of Santa Mon1ca must engage In
dISCUSSIons WI th the C1 ty of Los Angeles regardIng the
annexatIon. The agreement process must be completed
Wlthln a 30 day per10d after the submISSIon of the
petlt10n.
In order to begln thIS annexat10n process, then, the Clty
needs to prepare a petlt1on, conduct an Inlt1al study
pursuant to CEQA, and begIn d1scuss1on w1th the CIty of
Los Angeles.
BUDGETARY/FISCAL IMPACT
Annexat10n could reduce the Clty's property tax payment for thlS
parcel at the amount of $10,000 annually. The actual lmpact wlll
be determlned by subsequent negotlatlons wlth the Clty of Los
Angeles.
RECOMMENDATION
Clty staff respectfully recommends that the CIty Councll dIrect
Clty staff to:
1) Prepare a petltlon for annexatlon of the 34 acre parcel;

2) Beg1n prellmlnary dlScusslons wlth the Clty of Los
Angeles regardlng the annexatlon; and
3) Prepare an lnltlal study pursuant to CEQA requlrements of
the lmpacts of the annexatlon.
