Introduction ThlS report recommends the City Councl1 wlthdraw its opposition to a llquor llcense for a restaurant at 2917 Maln Street. Background Cafe Californla and Cabaret Callfornia formerly operated two restaurants on Maln Street, one at 2911 and one at 2917 Maln Street, but let the llcenses lapse and therefore the new restaurants need new appllcatlons_ The Councl1 has already withdrawn its Opposltlon to the appllcation by Papa Loulefs at 2911 Main Street and thls 15 the new tenant at 2917 Maln Street, a sushi restaurant known as Super Sushi. As wlth Papa Loule's, except for the lapse in license renewal the new appllcatlon would not be necessary_ Recomrnendatlon It 15 respectfully recommended that the City Council authorlze wlthdrawal of the letter of Opposltlon and direct the staff to commun~cate th~s act~on to the Alcoho11c Beverage Control Board. We do not approve of the proposal to wlthdraw the C~tyls letter of Oppos1t1on to the Susnl Baris applicatlon for an ABC l1quor 11cense at 2917 Maln St In Ocean Park. At a well attended block meet1ng of Second street resldents recent- ly, there was s~gnlf1cant concern and anger over the contlnu1ng pro- I1feration of estab11shments servlnq or sell1ng liquor on Maln St. south of Ocean Park Blvd. Many horror storles were told of crlme, vandallsm, late nlght noise, parklng problems and fear of personal safety - all ar1s1ng from the large number of patrons of nearby liquor-servlng establlshments. There was also a fear expressed that perhaps the Clty was not enforclng the splrit as well as the specif1c provislons of the Main St. Plan as wrltten lnto ord1nance. We understand the sp1rlt of the Plan to be that of reduClng li- quor serv~ng establ~shments and restaurants by attrlt~on. We under- stand the PLan allows no more than lO restaurants south of Ocean Park Blvd. There are now 15 restaurants 10 f1ve blocks. We under- stand the Plan to llID1t restaurants to no more than 2 per block. There are now three blocks that exceed that ILm1t~ We understand the Plan to allow no lI10re than 7 bars south of Ocean Park Blvd. There are now 12, ~ncludlng 4 restaurants w~th phys~cally separate full bar rooms. In total, there are now 19 11quor-servlng estab11sh- menta south of Ocean Park Blvd., ~n addlt10n to 3 stores sel1lng packaged 11quor. That .is.. :Jps:t too many~ We regret not belng present at the Councll'g preVlOUS dellbera- tlons on the SUShl Bar. We would have opposed, and cont2nue to oppose, any rr~ve to encourage such a development. We respectfully ask you to follow both the speclflc guldel~nes and the Splrlt of the Y~ln St. Plan by contlnu1ng to actlvely oppose the lssuance or re- newal of any type of 11quor llcense ln the area.
