BACKGROUND On September 27, 1988, city staff requested that the City council direct the City Attorney to prepare an ordinance amending section 7504 of the Municipal Code and adding Section 7505 to establish fees for special provisions and plans (bid documents), centerline tie information, and tract map services by resolution of the City council. The ordinance was introduced for first reading on December 13, 1988, and adopted by the city Council on January 10, 1989. Special provisions and Plans (Bid Documents) section 7504 of the Municipal Code previously allowed the City Englneer to collect a deposit from prospective bidders for special provisions and plans (bid documents) for public works improvement projects. As bidding requirements have become more stringent and bid packages have increased in size, the cost of - 1 - \ \-B fEB 1 4 1989 - e preparing the special provisions and plans has increased. Section 7504 was therefore amended so that the City Engineeer may collect the actual cost of the special provisions and plans (bid documents) plus 10% from each prospective bidder. By charging a fee for the bid documents, the City will be able to distribute the materials more effectively to those contractors who are genuinely interested in bidding on the project in question. It is not anticipated that this fee will discourage any responsible contractors from submitting bids on City projects. Centerline Tie Information Presently, members of the public request centerline tie information from the city Engineer's Office in order to establish legal property line boundaries. This service is currently provided at no charge by staff. However, the service is labor-intensive and a staff person may at times be tied up with one customer for two to three hours. Staff believes that this service should be provided on a cost recovery basis to the public as other duties cannot be accomplished while a staff person assists one customer for a prolonged period. Section 7505 of the Municipal Code was therefore added to establish a fee for providing centerline tie information to the public. The proposed fees are based on the same staff cost factors which were previously used to determine fees for the sale of maps and drawings since the same personnel perform. both services. The basic fee of $3.50 per tie is reduced when additional tie lines are provided as the information is usually located in the same books. There is a second cost break when information is - 2 - . e 41 requested for more than 5 centerline ties as the customer will be required to schedule an appointment for a time which will minimize disruption of staff's other duties. Tract Map Services Tract map approval services are also provided by engineering personnel. These services include a physical check of survey monuments by city surveyors and review of underlying tracts, legal descriptions, and utility easements by staff. On average, it takes about five hours to approve a tract map. The average hourly salary rate for personnel involved in the tract map approval process, including overhead, is about $32 per hour. section 7505 therefore also established a tract map approval service charge. The proposed fee for this service will be charged in conjunction with the Planning and Zoning tract map fee as a convenience to the applicants. It is anticipated that $20,000 in additional revenues will be generated in FY 1989-90. RECOMMENDATION It is recommended that the City council adopt the attached resolution setting fees for special provisions and plans, and centerline ties and tract map services.
