Federal AVlatlon Administratlon for Funding of Airport
Development ProJect
Introduction
This report requests that the C1ty Councll authorize the City Manager
to file a pre-appllcatlon and applicatlon with the Federal Aviation
Admlnlstratlon (FAA) for grant monies for FY 1984-85 for fundlng of
the Airport Development ProJect.
Background
In November 1983 the City Councll adopted the Alrport Layout Plan and
Noise Mltlgatlon Program. The basic elements of that plan were COdl-
fled lnto the Santa Monica Alrport Agreement between the Clty and the
Federal AVlatlon Admlnistratlon. Among other thlngs, the Alrport
Layout Plan contalned a blueprlnt for the development and future
operatlon of the Alrport through the year 2015. The plan called for
the relocatlon of airport businesses from the south slde to the north
slde of the Alrport, for runway and taxiway lmprovements, for alr-
fleld lnfrastructure improvements and for the constructlon of a new
Airport Admlnistratlon bUllding.
ThlS summer the Clty retalned the serVlces of PRC Englneering to
undertake the detailed engineerlng and archltectural design work
necessary for the development of Alrport Buslness Requests for
Proposals and for construction contract documents for airfield im-
provements. PRC Englneerlng has conducted detalled aerial and ground

surveying of the Airport property and ~s currently prepar~ng master
dra~nage and layout plans for the A~rport. As part of th~s effort
City staff, in conjunction with PRe, have developed a first phase of
a~rfield ~mprovements for which funding can be sought.
This f~rst phase of a~rfield ~mprovements include the following: tax~-
way resurfacing, runway seal~ng, remarking and str~ping runways and
tax~ways, drainage ~mprovements, replacement of airport Ilghting, the
des~gnat~on of two hel~pads for safety and no~se abatement purposes
and the constructlon of two noise walls to buffer nelghborhoods on
the north side of the a~rport. Each of the improvements has d~rect
impacts on Airport safety or nOlse abatement.
The C~ty's Agreement wlth the FAA specifled that the City would re-
celve pr~ority for funding from the FAA'S A~rport Improvement Program.
In 1984, $993.5 mlllion was author~zed for the Airport Improvement
Program of which a portion is dedlcated for general aviat~on reliever
airports such as Santa r1on~ca Airport.
The filing of a pre-applicatlon begins the formal process of rece~vlng
grant funds. Approved proposals recelve a Not~ce of Allocatlon wh~ch
provides reasonable assurance that the proJect will rece~ve Federal
fund~ng, after WhlCh a formal appl~catlon ~s filed.
Clty staff has developed a pre-applicat~on grant request for $2.25
mill~on in AlP Funds. In addit~on Clty staff has begun negotlations
with the FAA to seek FAA certif~catlon of the Alrport NOlse Abatement
Program.
