SUBJECT: Recommendation to Adopt the Public Policy Statement for
the Santa Monica Pier
INTRODUCTION
This report transmits the Pier Restoration Corporation I s (PRC)
Public Policy Statement for the Santa Monica Pier and recommends
that the City Council adopt this policy.
BACKGROUND
since the time the City Council approved the pier Development
Program in February, 1988, the Pier Restoration Corporation has
moved forward with its implementation. As the PRC has progressed
from the creation of a conceptual plan to carrying out the
specifics of lease negotiations and physical design, certain
issues have been raised which require policy direction by the
City Council.
During the process of negotiating leases for the areas identified
in the development program, concerns have been raised by the
tenants and financial lenders regarding the City's future
commitment to the Pier, specifically, the issues of repair and
reconstruction of the pier and the provision of adequate parking
for the pier's recreational and commercial functions. City staff

has determined that the City cannot create a future obligation
with respect to these issues through a lease agreement.
The PRC, in its role as advocate for the Pier, has drafted a
Public Policy statement, included as Attachment A. This
statement of public policy reaffirms to tenants and to future
tenants, the City's commitment to preserve the Pier and maintain
its viability as a recreational and commercial business
environment.
BUDGET/FINANCIAL IMPACT
The recommended action has no budgetary or financial impact.
RECOMMENDATION
Pier Restoration corporation respectfully recommends that the
city Council adopt the Public Policy statement for the Santa
Monica Pier.

PUBLIC POLICY STATEMENT
This city council recognizes and acknowledges the
extraordinary value and importance of the Santa Monica Pier as a
historic, cultural, social and economic resource to the City of
Santa Monica and its residents. In particular, the city council
recognizes that: (a) the Santa Monica pier has long been the
symbol of the City to both its residents and to persons
throughout the region, state and beyond; (b) the pier is a major
historical landmark, reflecting a fascinating chronicle from
initial construction in 1909, through its partial destruction in
1983, to its rebirth today; (c) the Pier attracts large numbers
of visitors to the City, representing a cross-section of our
populous; (d) the Pier provides a popular gathering place for
civic and cultural events in the city; and (e) the pier is the
oldest centralized entertainment area in the city, combining
amusement, recreational entertainment and dining experiences in
one location.
In recognition of the importance of the pier to the
City of Santa Monica, the city has committed substantial funds to
the restoration and improvement of the pier since its damage in
1983 and has devoted considerable time and energies to promote
increased visitation to the Pier and to attract viable new
commercial businesses to the Pier as tenants. This city council
as a statement of public policy reaffirms to these tenants and
prospective tenants that it is the policy of the city to preserve
the pier and maintain the viability of the pier as a commercial
business environment. Specifically, it is the pOlicy and
intention of this city Council that:
1. In the event of the damage or destruction of the
Pier's deck, substructure or support facilities, the City Council
will aggressively seek funds to promptly repair and rebuild the
pier from all reasonable sources including proceeds from Pier-
related revenue bonds, grants and loans from federal and state
agencies, funds from private institutions, city funds and
proceeds from insurance, if any.
2. It is the policy of the city to provide adequate
parking for the pier's recreational and commercial functions.
Toward this endt the City will analyze the parking and
transportation needs of the Pier and, where feasible and
reasonable, endeavor to provide for such needs including:
(a) provision of convenient, accessible
parking in sufficient quantity to adequately
address projected parking demand for the pier and
Pier tenants, including reasonable valet parking.
(b) Protection of neighborhood areas in the
vicinity of the Pier against negative impacts from
overflow parking from the Pier.

(c) Preservation of Pier-related parking as
separate and distinct from beach-related parking
in the vicinity of the Pier.
(d) provision of pick-up and drop-off areas
for buses, shuttles or coastal trams.
(e) provision of parking accommodations for
handicapped persons or other persons who have
impaired mobility.
(f) provision of adequate parking for
employees of Pier tenants.
This is a statement of public policy and no contractual
commitment shall be deemed to have been made. This statement of
public policy may be changed at any time by this City Councilor
any subsequent City Council.
