SUBJECT: Support for Charter Review commission
Introduction
This Staff report recommends that the City council appropriate
$20,000 to provide technical assistance and staff support to the
Charter Review Commission for the remaining few months of their
term.
Background
As the Commission has pursued the study areas set out by the
Council, it has become evident that some additional research
assistance is needed, principally on the question of district
elections.
To assist in analysis, two areas of need have been identified:
1) A demographer and historian to assist staff in addressing
several voting Rights Act issues - $10,000.
2) An analyst to work under the direction of the Assistant City
Manager on various pUblic policy issues - $10,000.
BUdget/Financial Impact
$20,000 is available in the General Fund Reserves for this
purpose.

Recommendation
It is recommended that the Council appropriate $20,000 from
General Fund reserves to Account # 01-110-202-00000-5506-00000
for the purpose of providing analytic support to the Charter
Review Commission.
