SUBJECT: Resolution of the City Council of the City of Santa MOnica Accepting the
City Cterk's Official Canvass and Official Statement of Votes Cast for the
Special Municipal Election Held on April 24-25, 1999, and Declanng the
Results Thereof
INTRODUCTtON
On April 24-25, 1999, a special municipal election was held in the City of Santa MOnica
for the purpose of electing one member to the Santa Momca City CouncIl to fill an
unscheduled vacancy with a term ending November 2000
The City Council also placed one measure, a charter amendment, on the ballot
reqUiring a majority vote of those voting In order to pass. The measure placed on the
ballot read as follows'
PROPOSITION I: Shall Santa MOnica City Charter Section 1806(b) be
amended to provide that a tenant in a controlled rental umt cannot be
eVIcted unless the tenant has committed a material and substantial
VIOlatIOn of the lease which the landlord has not waived or otherwISe lost
the legal nghts to use as the baSIS for an eVIction?
BACKGROUND
On September 25, 1998, Councilmember Asha Greenberg tendered her resignatton
from the City Council due to moving her residence outside of the City boundaries At
its regular meeting of October 13, 1998, the City Council accepted Councilmember
Greenberg's resignation and declared her seat vacant. Section 603 of the City Charter
provides for filling of any unscheduled vacancy on the Council by appointment WIthin
thirty days after the office IS declared vacant and, that If not filled, a special elecbon be
called to fill the vacancy The City Council did not fill the vacancy within thirty days and
on December 22, 1998, adopted a resolution calling a special electIOn to be held over a
two-day period on Saturday and Sunday, April 24-25, 1999_
Although the City usually consolidates all ItS special and regular elections WIth Los
Angeles County In order to encourage high voter turn out and to minimize costs,
because the date the special election was scheduled was off-season, consolidation
with the County was not possible_ In addition, because of the unprecedented nature of
holding a two-day, weekend, stand-alone election in the City, the City Clerk was
directed to use all means available and necessary to advertise the election
ELECTION RESULTS
For this election there were 54,156 registered voters in the City. There were seven
candidates on the ballot for the Council vacancy Candidate Richard Bloom received a
majority of 7,848 votes that equaled 54 0% of the total ballots The charter amendment
passed WIth a total of 10,231 equaling 71_8% of the vote_ The number of baUots tallied
was 14,869_ Out of that number 5,183 were absentee ballots (with a few provisional
included) and 9,686 voted at the polls for a final 27.5% turnout of voters
R~PORT ON TWO-DAY WEEKEND ELECTION
Precinct Workers
Staff was prepared to have difficulties recrUiting precinct workers that would agree to
work both election days and/or work during a weekend Staff was gratified to secure,
Within a reasonable orne, poll workers who committed to work both days. In addition,
staff had a waiting list of over 100 people that were Willing to be precinct workers. On
the days of the election there were the expected worker cancellations due to unforseen
events However, staff was able to substitute workers qUickly and all the precincts
were staffed as planned.

Precinct workers attended a mandatory 90-minute training class on the procedures
established for the two-day election and on the process for secunng the "live" (voted)
and unused (unvoted) ballots at the end of the day on Saturday
PollinR Sites
The County precincts were consolidated from 66 Into 34 City precincts. Although staff
made every effort to utilize the polling sites used by the County in prevIous elections,
fifteen of the sites were not available for the entire two days and were not available
because of the weekend. Staff was diligent In securing thirteen conventional
(residences, schools, hotel lobbies, ete) polling sites to replace those that were
unavailable, except for two. Out of this necessIty arose the concept of uSing two coffee
shops as polling sites. Based on the comments received by staff, the use of the two
coffee shops as polling sites was a novelty and appears to have been benefiCIal
A number of members of the pubhc called our office pnor to the election to express
concerns regarding, and/or to protest the change in polling places. The callers were
understanding once staff explained the reasons for the changes. Staff prOVided polling
site location Informabon contmuously via the telephone dUring the last two weeks
before the election and from 7.00 a.m., to 7:00 p.rn , the Fnday before, and on Saturday
and Sunday of the election. Precinct boards were provided with a city-wide polling site
map to assist them in directing voters to their appropnate polling place.
After the end of the absentee voting period on March 26th and through 7:00 pm, on
Sunday ofthe election, staff proVided home delivery and pick-up service of ballots to a
number of individuals phYSically unable to go vote at the polls

Student Worker Pro~ram
The three local high schools, Samohi, St Momca's, and Crossroads, were invited to
participate in the Student Precinct Worker Program. The requirements for students
wishing to participate were that they be U.S. citizens, seniors with a minimum of 2.5
grade pOint average and that they attend a precinct worker training class. At the outset
twenty-one students signed up to participate However, for various reasons sixteen
students canceled and five students worked on Saturday and Sunday of the election.
Reports from the Precinct Inspectors where the students were assigned mdicate that
the students performed their duties in a competent and efficient manner. The students
were paid the same stipend as the precmct clerks, $50 for the first day and $75 for the
second day.
AdvertlslnR
Staff advertised the election in vanous ways In coordination with the School Dlstnct,
notices were sent home one week before the efection with elementary, middle. and high
school students notifymg voters of the election and reminding them to vote. SIX
banners were placed at major intersections throughout the City from ApnI5-25, 1999.
FIfteen panels were placed on the outside of the Big Blue Buses from March 8-26,
1999, advertising the deadline to register to vote, and from April 5-25, 1999, remmding
people to vote on the eleCTIon days
Staff included notices 10 Our Times, Seascape and in the Rent Control News, as well
as on the City'S Webpage and on CityTV During the Santa Monica Festival on Apnl
17, staff hired an indiVidual to dress as "Uncle Sam" walking on stttts who distributed
sun visors advertiSing the election to attendees. Finally, after voting at polling sites,
voters were given red pencils Inscnbed With I voted at the ApnI24-25. 1999, Santa

Saturday and Sunday
The opening and closing of the polls was uneventful on both days The turn out was a
total of 4,950 mailed absentee ballots, 4,571 votes cast on Saturday, 5,115 votes cast
on Sunday, and 233 absentee/provIsional ballots from the polls. Staff VISited every
polling site on Saturday to assist the precinct boards, momtor the process, and answer
questions related to the two-day procedure.
Staffs most pressing concern, also voiced by members of the public, was secunty of
the ballots voted on Saturday. Precinct Inspectors were instructed to return to City Hall
after the clOSing of the polls on Saturday, With the voted ballots In a sealed box, and
hand them mto the custody of the elections offiCial The polls closed at 7'00 p m By
8:30 p.m., all 34 precincts had reported In with the voted ballots in a sealed container,
as well as absentees dropped off at the precinct and provisional votes received, in a
sealed envelope The containers were stored In the City Clerk's vault. The
combination to the vault was changed on Fnday, the day before, and was known only
to the elections staff. The vault was then locked and a Sheriff's Deputy stood guard
overmght until 8 00 a.m., on Sunday morning when staff returned The sealed boxes
remained in the vault until 7:00 pm, Sunday, and were then escorted by a an electIOns
worker and a Police Officer to the central counting area in Council Chambers to
process for counting.
Countm~ of Ballots
A total of 6, 150 applications for absentee votmg were received and the same number of
absentee ballots was issued for this election. Out of this number, 4,835 absentee
ballots were returned by voters by the end of the day Saturday, Apnl24, 1999. The
Absentee Canvass Board processed (prepared for counting) the absentee ballots
received by mall on Friday and Saturday. The absentee ballots that were dropped off
at the polling sites on Saturday were processed on Sunday and integrated with the
mailed-In absentees These were the first ballots to be counted by the computer

immediately after the polls closed at 7:00 pm, on Sunday. While the absentee baUots
were being counted elections staff opened the sealed boxes containing ballots voted
on Saturday, prepared them for the computer, and were counted next. The third and
final count on Sunday was the "live" ballots voted on Sunday and delivered by the
precinct inspectors to the central countmg place The last precinct reported In at
approximately 9'30 p.rn , and the counting was finished by about 10 00 p.m.
There were 233 remaining provIsional and absentee ballots after the final count on
Sunday. They were a combination of provIsional ballots voted on Saturday and
Sunday, and absentee ballots dropped off at the polls on Sunday Final count of these
ballots was completed on Thursday, Apn129, 1999
TELEPHONE SURVEY REPORT
As It has been portrayed by the news media, this is the first two-day weekend election
that has been held In the State of California and In the nation, in modem times
Because of Its uniqueness, staff contracted with Paul GoodWin, of GLS Research, to
conduct a post-electlon telephone survey The findings and summary are attached as
Exhibit B. The report concludes that were the City to switch to a two-day weekend
election, It might Increase turnout among voters least likely to participate dunng
elections held on Tuesdays, including younger voters, mlnonties, renters, and non-
partisan voters. Conversely, such a practice might Impact a large block of more
frequent voters for whom a weekend election would be inconvenient or less convenient,
or who would be concerned about cost Issues
The survey mcluded a question about an aU-mail ballot. After bemg informed of the
benefits of an all-mail ballot, including cost-savings and increased voter participation,
69% of the voters were In support and 24% opposed

RECOMMENDATION
It is respectfully recommended that the City Council adopt the resolution certifying the
canvass of the votes cast at the special mUnicipal election
