SUBJECT: AUTHORIZATION FOR THE CITY MANAGER TO EXECUTE A
CONTRACT WITH ATE MANAGEMENT AND SERVICE COMPANY, INC.
TO PREPARE AN UPDATE OF THE SHORT RANGE TRANSIT PLAN
Introduction
This report requests that City Council authorize the City Manager
to execute a contract with ATE Management and Service Company,
Inc. for an update of the Short Range Transit Plan (SRTP).
Having an annually updated SRTP is necessary in order to remain
eligible for state and federal transit funding.
Background
Santa Monica Municipal Bus Lines (SMMBL) 1S required each year by
the Los Angeles County Transportation Commission (LACTC) and the
Southern California Association of Governments (SCAG) to submit a
Short Range Transit Plan covering a five-year period.
The plan
examines existing transit services, projects future needs for
service and equipment and presents a five-year financial plan.
This year's SRTP is an update of last year's report and covers
fiscal years 1988-1992.
The Transportation Department sent requests for proposals (RFP's)
to 16 consulting firms specializing in transit planning and
operations analysis. Proposals were received from only one firm,
ATE Management and Service Company, Inc.
Three other firms
responded with letters or phone calls declining to submit.

determined that the proposal is responsive.
ATE has prepared
Santa Monica's Short Range Transit Plan in the past and has
performed satisfactorily.
Financial Analysis
Budgetary authorization for this expenditure 1S contained in
Transportation Department Account No. 41-600-656-000-320. No
City general funds will be used.
Recommendation
Staff recommends that the City Council authorize the City Manager
to execute a contract in an amount not to exceed $30,000 with ATE
Management and Service Company, Inc. to prepare an update of the
Short Range Transit Plan for Santa Monica Municipal Bus Lines.
