Marketing, Inc. for Emergency Repairs to the
Transportation Facility Underground Fuel Line
System.
Introduction
This report requests the City Council adopt a resolution waiving
competitive bids and approving a contract for emergency repairs
to the Transportation Facility underground fuel line system with
R & D Marketing, Inc. on a time and material basis in an amount
of $56,000.00 as previously authorized by the City Manager.
Background
Two previous leaks in the underground diesel fuel line system at
the Transportation Facility have been discovered and repaired
since the lines were installed as part of the Facility Expansion
project in 1985. These leaks resulted from external corrosion of
the piping due to the omission of the protective coating to the
pipe by the construction contractor. The City Attorney's Office
lS currently handling the City's claims against the contractor in
connection with the original installation.

After the second leak was experienced, the city installed a
cathodic protection system in an attempt to arrest further
corrosion. However, a recent loss of pressure in the diesel
supply line indicated that a third leak had developed. To
minimize soil contamination from this leak, staff contracted with
R & D Marketing, Inc., in the amount of $5,500.00 for the
installation on an emergency basis of a temporary above ground
by-pass line. This work has been completed and the leaking line
has been taken out of service. Due to the risks associated with
an above ground line. however, and since this is the third
problem with these lines, staff recommends that a permanent
underground by-pass line be installed as quickly as possible.
The location of the by-pass line will be placed along a route
that will only minimally disrupt the fueling operations. The
temporary by-pass line will be removed once the permanent buried
by-pass line is completed.
The new line will be a double-walled fiberglass pipe which is not
subject to corrosion. In the event of a leak from other causes,
the fuel will drain 1nto the outer pipe. There, it will flow to
a detection vault where an alarm system will activate. This
system will prevent soil contamination in the event of a future
leak.

includes the removal of the temporary above ground by-pass line.

Recommendation
It is recommended that the City Council:
1) Adopt the attached resolution waiving competitive bids and
approving a contract with R & D Marketing, Inc. on a time
and material basis for emergency repairs to the
Transportation Facility underground fuel line system in an
amount not to exceed $56,000.00 as previously authorized by
the city Manager; and
2) Authorize the city Engineer to issue any change orders
necessary to complete additional work to the extent of funds

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
WAIVING THE COMPETITIVE BID PROCESS FOR THE EMERGENCY REPAIR
OF THE TRANSPORTATION FACILITY UNDERGROUND FUEL LINE SYSTEM
AND APPROVING AN EMERGENCY CONTRACT AS AUTHORIZED BY THE
CITY MANAGER
WHEREAS, the city Charter provides that the city
council may waive the public works competitive bid process if the
work is found to be of urgent necessity for the preservatlon of
life, health or property; and
WHEREAS, the fuel line leak is a source of soil
contamination by a hazardous material,
NOW, THEREFORE, the city council of the city of Santa
Monica does resolve as follows:
SECTION 1. The City council finds that the emergency
repair of the Transportation Facility underground fuel line
system is of urgent necessity for the preservation of health and
property.
SECTION 2. The competitive bid process is waived for
the emergency repair of the Transportation Facility underground
fuel line system.
SECTION 3. The contract authorized by the city Manager
is hereby approved.

The city Clerk shall certify to the
adoption of this Resolution, and thenceforth and thereafter the
same shall be in full force and effect.
