INTRODUCTION
This report recommends that the City Council adopt the attached
resolution which amends Resolution 6807 (CCS) to revise the fee
schedule for private rental of the Carousel and Pier.
BACKGROUND
In January of 1984, the City council adopted Resolution 6807
(CCS) establishing a fee schedule for filming on and private
rental of the Carousel and Pier. Since that time, the types and
numbers of private rentals of Pier facilities have increased as
have the administrative costs of PRe and City staff time required
to facilitate such rentals. As such, the Pier Restoration
corporation (PRC) has proposed further delineation and an
increase in the various rental fees currently charged. No
increase in film permit fees is currently being proposed.

DISCUSSION
Carousel Fees
The attached fee schedule outlines the new special event fees and
fee increases being recommended by the PRC and City staff. The
original fee categories of both private rentals and promotionals
have been further differentiated to include private parties
renting the entire Carousel, private parties renting only a
portion of the Carousel, business parties, and commercial
promotional events. The differing fees reflect the varying
amounts of staff time required to plan, set-up and clean-up as
well as the relative degree of liability borne by the city.
Specifically, the PRC is recommending that the Carousel rental
fee and security deposit for semi-private parties be reduced to
$20 per hour from $77 and to $100 from $250 respectively; that
the permit fee for business parties be increased from $100 to
$250; and that the security deposit for commercial promotional
events be increased from $250 to $500.
Pier Fees
With the completion of the Pleasure pier, a large deck area is
now available for rental. The recommended fees differentiate
between commercial and non-commercial events, but in both cases
require that all events must be open to the pUblic, free of
charge. A new category for individual rentals has been created
to accommodate private groups who wish to rent a portion of the
deck. In part, the fee amount for this category has been set so

as to encourage individual groups to utilize the Carousel rather
than the pier deck.
Specifically, the PRC recommends that the rental fee for
individual rentals and commercial events be set at $1,500 per day
and the security deposit at $500: and that non-commercial events
pay no permit and rental fee and a $250 security deposit.
BUDGET/FINANCIAL IMPACT
It is anticipated that the proposed fee increases and new fees
will generate an additional $2,285 in Pier revenue on an annual
basis. Given the uncertainty as to the precise amount to be
generated, staff is recommending that any revenue adjustments be
made at year-end.
RECOMMENDATION
staff recommends that the city council adopt the attached
resolution amending Resolution 6807 (CCS) to revise the fee
schedule for rental of the Carousel and Pier.

OF SANTA MONICA AMENDING SECTION l(J) OF
RESOLUTION NUMBER 6807 (CCS) PERTAINING TO
FEES FOR USE OF THE SANTA MONICA PIER AND
CAROUSEL
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES
RESOLVE AS FOLLOWS:
SECTION 1. Pictures for Commercial Purposes.
J. Notwithstanding any other provision of this
Resolution, the schedule of fees to be charged for the issuance
of a permit for the filming of commerical motion pictures,
commercial television films, and commercial still photography,
promotional or private parties on the Santa Monica Pier and the
Carousel, both of which are city property, for each day or
portion thereof are hereby established on the following schedule.
For the purpose of the rental of the Carousel for a
private party under this Resolution, non-profit and student
organizations are those which fall under the fOllowing
categories:
1. Non-profit charitable organizations with less than
fifty (50) employees.
2.
Schools,
school-sponsored groups,
and youth
organizations.
Non-profit organizations shall supply a certificate
stating that they are exempt and clasified as non-profit under
federal
and
state
taxing
statutes.
Schools
or youth
