Request from the Santa Monica Commission on Older
Americans to Adopt an Ordinance Establishing a
position Titled "Commissioner Emeritus"
INTRODUCTION
This report transmits a request from the Santa Monica Commission
on Older Americans to adopt an ordinance establishing a position
titled "Commissioner Emer1tusl1.
BACKGROUND
At its August 18, 1993 meeting, the Santa Monica Commission on
Older Americans (COA) voted to establish a "Commissioner
Emeritus" position in an effort to officially utilize the
talents of members who have served their allowable terms with
the Commission. The establishment of this position would
address a lack of continuity in serving the senior population
of Santa Monica. The position would require appointment by the
City Council, therefore, the COA requires the consent of City
Council to implement its vote.
DISCUSSION
The COA recommends that the following criteria be established
for the posit1on of "Commissioner Emeritus".
1. The nominee must have served two complete terms with the COA.

community.
3. There would be no limit on the number of Commissioners
Emeritus.
4. Appointments to this position would be made by City council
based on recommendations of the COA.
5. Appointments would be for a two year term. Unlimited term
renewals could be made by the Council with the recommendation
of the COA.
6. The position of Commiss1oner Emeritus would be a non-voting
position.
7. The position of commissioner Emeritus would be allowed to
represent the Commission at community functions and serve on
commission comm1ttees.
8. The nominee must abide by the bylaws of the COA.
FISCAL/BUDGETARY IMPACT
There are no fiscal or budgetary impacts of the recommendation
contained in this report.
RECOMMENDATIONS
The commission recommends the City council direct the city
Attorney to draft an ordinance establishing the position titled
"commission Emeritus" with the criteria outlined in this report.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA AUTHORIZING THE CITY MANAGER
TO EXECUTE A MEMORANDUM OF UNDERSTANDING WITH
THE SUPERVISORY TEAM ASSOCIATES
WHEREAS, the City admlnistratlon and representatlves of
the Supervlsory Team Assoclates have met and conferred under the
terms of Ordinance No. 801 (CCS) and have reached agreement on
wages, hours and other terms and conditions of employment; and
WHEREAS, Section 2.06 of Ordinance No. 801 (CCS) of the
city of Santa monlca requlres preparation of a written Memorandum
of Understanding between the administration and employees if an
agreement can be reached; and
WHEREAS, Sectlon 2.06 of Ordinance No. 801 (CCS) further
provides that any such Memorandum of Understandlng shall not be
bindlng unless and untll presented to the governing body for
determlnatloni and
WHEREAS, the purpose of the Memorandum of Understandlng
is to promote and provlde harmonious relations, cooperation, and
understandlng between the city and the supervisory Team Assoclates;

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
Sectlon 1. The city Council of the Clty of Santa Monica
does hereby approve and authorlze the Clty Manager to execute the
Memorandum of Understandlng executed by the supervisory Team
ASsoc1ates, a copy of Wh1Ch 1S attached hereto.
Sectlon 2. The City Clerk shall certify to the adoption
of thls Resolutlon, and thenceforth and thereafter the same shall
be ln full force and effect.
