SUBJECT: Recommendation to Adopt Resolution Amending Fees and Rates
for Programs and Facilities Operated by the Cultural and
Recreation Services Department.
INTRODUCTION
This report recommends amending Resolution No. 7834 (CCS) which
establishes fees for recreation programs and policy for use of
facilities operated by the Cultural and Recreation Services
Department. Recommendations included in this report are for fee
increases in the use of public buildings, fields, recreation swim and
tennis court reservations.
BACKGROUND
The Department of Cultural and Recreation Services conducts periodic
reviews of its fees structure in order to insure that cost coverage
exists and yet remain comparable with surrounding jurisdictions. In
March of 1992 staff presented the proposed changes to the Recreation
and Parks Commission, who recommended them unanimously to the Council.
PROPOSED FEE INCREASES
Building Rental Fees
Staff has reviewed rental rates for similar facilities in the
surrounding area and have found our rental fees to be very low. The
last increase in these fees was in 1989. Staff recommends an

approximate 20% increase in fees for residents and non-residents. The
following are examples of the proposed building rental fees.

Field Rental Fees
Field rental fees have not been increased since 1983. The City
council by past policy does not charge youth groups such as Little
League Baseball and American Youth Soccer for their use of city
facilities. All revenues generated from the rental of these
facilities come from adult groups. A review of surrounding cities'
field rental rates indicates that an approximate 25% increase in field
fees would be appropriate. The following are examples of the field
rental fees for two hours of use.

Aquatics Fees
Fee increases suggested in this area are those fees collected for
individual recreational swimming. A survey of the surrounding cities
indicates that a fee increase would be appropriate in this area.

The resident youth group and private or benefit group rates were
reviewed and staff recommends no changes at this time. The seasonal
rates for swim passes was reviewed and increases are based on the
percentage of increase recommended for the daily fees.
Youth and Adult Swim Instruction fees were raised in 1991 (youth $5.00
to $10.00 and adults $10.00 to $20.00) and staff does not recommend an
increase in these fees at this time.
Tennis Court Reservation Rates
A survey was taken of other cities in the surrounding areas and staff
recommends that user fees for use of the tennis courts be increased.

staff recommends that the hourly use fee be increased to $2.00 per
hour per person per court. It is also recommended that quarterly
pass rates be increased as follows:

New Revenue Source - Field Use
This is a new revenue source which will require private schools to pay
a fee for use of Santa Monica's public parks to conduct their physical
education and sports programs. Presently there are two schools which
use City facilities year round. The following indicates the amount of
seasonal usage at each of the parks.

It is recommended that a fee of $10.00 per 2 hours of use of each
facility be charged to help offset additional maintenance costs due to
their use. A $5.00 per hour fee would also be charged when field
lights are required. The Administrators of each school were contacted
and they agreed to the proposed fees. Estimated additional revenue is
approximately $13,000.

FISCAL/BUDGETARY IMPACT
The fees established by this resolution are designed to partially
cover the operating costs of certain facilities and recreation
programs operated. The proposed change in fees listed in this report
would result in a projected revenue increase of $54,200 for FY1992-93.

RECOMMENDATIONS
City staff recommends that the City Council adopt the attached
Resolution which amends Resolution No, 7834 (CCS) and increases fees
charged for rental of facilities and programs operated by the Cultural
and Recreation Services Department.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA AMENDING RESOLUTION NUMBER 7834 (CCS) DECLARING
ITS POLICY FOR THE USE OF FACILITIES OPERATED BY THE
CULTURAL AND RECREATION SERVICES DEPARTMENT OF THE CITY
OF SANTA MONICA IN REGARD TO THE REGULATIONS FOR USING
SAME AND THE CHARGING OF FEES FOR USING SAME.
WHEREAS, the facilities of the Cultural and Recreation
services Department are for use by the public; and
WHEREAS, public recreation services should be available to
all people without discrimination as to race, age, religion,
gender, sexual orientation, disability, national oriqin, or
economic status; and
WHEREAS, the recreational program should include a wide
variety of activities to appeal to different interests, ages, and
abilities and not be limited merely to physical activities,
outdoor activities, daytime activities, or to children or others
of special categories; and
WHEREAS, traditional recreation programs include some
activities that entail expense beyond the normal cost of
activities in the general program; and
WHEREAS, the members of the public are entitled to have
those making use of a limited public facility pay their just
share of the cost of operation, maintaining and constructing such
facilities,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS:
SECTION 1. The following factors shall be considered in
charging fees for the use of recreational facilities in the city
of Santa Monica:

A. A registration charge shall be made for activities
provided by the Department as part of its program for specialized
activities, and for expendable materials used in programs.
B. Fees shall be charged and assessed for use of
recreational facilities when:
(1) The particular service is relatively costly to
render.
(2) The particular service is demanded by comparatively
few persons and the cost of providing the facilities or program
therefore is relatively high.
(3) The service is primarily for adults.
(4) The service is enjoyed by a comparatively few City
residents.
(5) The activity is non-recreational or is limited to
private or exclusive groups.
C. Fees not listed shall be determined by the cultural and
Recreation Services Director and shall be based upon the costs
incurred in providing the facility or program.
D. Definitions:
(1) Resident Adult Groups. The resident fees shown
shall be for all religious, civic, recreational, fraternal, or
service orqanizations whose normal place of meetinq, clubhouse,
or other meeting place is located in the City of Santa Monica,
and by all groups in which more than fifty percent of the persons
using the facilities are residents of the City of Santa Monica.

(2) Resident Youth Groups. The resident fee shown
shall be waived for all religious, civic, recreational,
fraternal, or service organizations serving youth 17 years of age
and under, whose normal place of meeting, clubhouse, or other
meeting place is located in the City of Santa Monica, and to all
groups which more than fifty percent of the persons using the
facilities are residents of the City of Santa Monica.
(3) Non-Resident Adult and Youth Groups. All groups
not qualified by the above definitions shall pay the non-resident
fee.
SECTION 2. The following fees are established for the use
of the facilities of the Cultural and Recreation Services
Department, except for the taking of pictures for commercial
purposes.

Additional custodial charges may be applied for uses beyond the
normal operating hours of each facility.

C. Private School Field Rental Fees. Field fees which are
charged for use by private schools whose principal site is within
the city of Santa Monica, cover costs for field maintenance,
electrical usage, (when lights are required) and City overhead.
All fees are based on two-hour increments of use.

D. Aquatics. Fee for the use of both of the Municipal
swimming Pools for recreational swimming shall be:
(1) Youth (17 years and under) $ .50
(2) students (18 years and older with I.D.) 1.00

(4) Senior Citizens (55 years and over) .50
(5) Resident Youth Groups. The rental fee shall be
based upon hourly maintenance and operations costs, plus the
total city costs associated with the CUltural and Recreation
Services Department representatives at a two hour minimum rate.
(6) private or benefit groups. The resident rental fee
shall be $300.00 for the first four hour period plus $30.00 for
each additional hour. The non-resident rental fee shall be
$360.00 for the first four hour period and $42.00 for each
additional hour.
(7) Seasonal rates for each of two seasons of
recreational swimming shall be established as follows: One

season shall be from June 16 through September 15, and the other
season shall be from September 16 through June 15.

(8) The rental rates for the concession stand at the
Municipal swim Pool shall be established as follows:
(a) city Sponsored Groups - Base rate of $20.00 per day.
(b) Public Group - Base rate of $30.00 per day.
(c) Private or Commercial Groups - Base rate of $50.00
per day, plus 25% of gross income over $100.00.
(9) Youth Swim Instruction Fees - Residents: $10.00
per session, Non-residents: $20.00 per session.
(10) Adult swim Instruction Fee - $20.00 per session.
E. Special Instruction. All instructors' salaries and
administrative expenses shall be met by the fee. All
participants shall pay for all materials used in the program
activities.
F. Municipal Sports - The fees charged for municipal sport
leagues shall cover all costs for materials, officials, lights,
trophies and the City overhead factor.

SECTION 3. Commercial Enterprise Groups or Profit Making
Groups. Commercial enterprise groups or profit making groups
shall be permitted use of the facilities only upon such terms and
conditions as may be provided by agreements executed between such
groups and the city, after public hearings by the Recreation and
Parks commission upon application for the group, unless such

special hearing be waived by the Commission. Fees shall be paid
by commercial enterprises of profit making groups in accordance
with agreement between such group and the City.
SECTION 4. Resolution Nu~her 7834 (CCS) is repealed.
SECTION 5. The city Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
