Fees and Charges Policy for Use ~f Parks

Introduction
This report reviews the basis for the current fees and charges policy for use
of parks, presents those fe~s and their lroplementation schedule I and discusses
the effect of th1S policy. This item was pr~sented to Council by the Santa
Monica Rugby Club at the October 23. 1979 meetlng, 1te~ nO. 12-C on the agenda.
Background
During 1978 budget study sessions with Council and with the Clty Manager's
office, dlrectlon was glven to develop a plan in which costs lncurred for
services provided (i.e., bUllding use, ball field 11ghts, recreatlon programs)
would be recovered as nearly as possible through the use of fees and charges
placed upon the users involved.
Tne basis for th1S has previously been establlshed by the preamble to the fees
and charges resolution which r~ad5 ~n part:
Il...evaluatlon should be based upon soc1al criteria and not
econO~lC crlteria and....me~ers of the publ1C are entitled
to have those maklng use of a limited publlC facillty pay
the1r just share of the cost of operating, maintaining, and

Wlth the above d1rectlon, staff reviewed the then existing POllCY 1n WhlCh fees
were waived for resldential youth and adult groups for the use of buildlngs and

for youth 1n the use of athletlc flelds, and the POllCY of free sWlmmlng
lessons for resldent youth as well as the free recreatlona1 SWlmmlng for
youth durlng June, July, and August.
Operatlng costs were analyzed and it was determlned that the costs to operate
and malntaln the buildlngs lS .0185 cents per square foot. ThlS flgure
lncludes all department and Clty overhead factors and was then applled to
the square footage of each bUlldlng to determlne the rental rate.
At ltS August 22, 1978 meetlng, the Clty Councll held a publlC hearlng and
revlewed staff recommendatlons concernlng fees and charges for recreatlon
programs and facll1tles. At lts November 14, 1978 meetlng, the Counel1
adopted Resolutlon No. 5120 approvlng the lncreased fees and charges with the
exceptlon that youth groups would pay only for e1ectrlcal charges. Counell
also authorlzed phaslng-ln the lncreaSes over the next four (4) years,
effectlve January I, 1979. The then current fee would be charged to all
adult and youth groups for bUlldlng use. Each succeedlng January the fee
would be lncreased by 1/4 of the dlfference between the current fee and the
maxlm~~ proposed fee untll the maXlmum proposed fee ~s reached.
Staff then determlned from the power company the costs of provldlng the
electrlcal power to all our Ilghted f~elds. To be as falr to all teams as
posslble, an average hourly rate for all flelds was determlned (the fleId
rates varLed fro~ $3.00 per hour to $13.80 per hour). A separate hourly
rate ror the Llttle League flelds was also determlned. The average rate for
the playflelds is $11.85 per hour. The average rate for each Llttle League
fleld ~s $5.90 per hour. Each lncludes the Clty overhead factor. The

adult fee for power 15 the same, but an addlt10nal charge 15 made for the

leagues and Rugby. The Clty Counell and the department do not co-sponsor
any organlzatlons grantlng then a reduced rate for usage of a facility.
