Amendment to Newsrack Ordloance
Introductlon
ThlS report requests the Clty Councll to dlrect the Clty Attorney
to prepare an ordinance amendlng the present newsrack ordlnance.
Background
In 1979, the Clty Council adopted an ordlnance controlllng
newsracks and establlshed speclal
requirements as to type and
locatlon of newsracks Zone A. For the locatlon of the present
Zone A, see attached map.
As a part of the on-go1n9 program to enlarge the area encompassed
by Zone A, staff now recommends enlarg1ng the area to 1nclude the
length of P1CO Boulevard between Maln Street and the Easterly Clty
limlts.
ThlS area has a 1arge concentratlon of newsracks and It
wll1 be to the CltylS benef1t to regulate the type of newsracks
used 10 thlS area. The des1re to enlarge Zone A 15 to further the
purposes of the orlg1nat1ng ord1nance, some of WhlCh are to:
1. Prov1de for pedestr1an safety;
2. Restrlct the unreasonable flow of pedestrlan or vehlcular
act i v 1 ty ;
3. Provlde reasonable access to public servlces; and
4. Ellmlnate newsracks WhlCh may result 10 vlsual blight.

Pico Boulevard was chosen as the next street to lnelude in Zone A
as 1t is primarl1y a commercial street surrounded by residentlal
areas.
Staff has recelved no complalnts from newspaper vendors with
regard to thlS polley. In fact, vendors are qUlte receptlve to
the City's newsrack ordinance ln that it reduces malntenance costs
and loss of machlnes. Cltlzens are receptive to the changes ln
newsracks due to the aesthetlc improvement of the street.
Recommendation
It 1S recommended that the Clty Councll dlrect the Clty Attorney
to prepare an ordinance amending Section 6252{b) of Chapter 2A of
Artlcle VI of the Munlclpal Code enlarging Zone A to include P1CD
Boulevard between Main Street and the Easterly Clty Limits.
