Background The City Manager d1rected the Recreation and Parks Department to prepare conceptual landscape des1gna1ternatives for the sand area between the Santa Monica P1er Merry-Go- Round building and the Promenade. The space was formerly covered by a wood ramp structure and is now sunken about 6' below the level of the Promenade. The approximate d1mensions are 81' x 270'. D1ScuSS1on In the two alternat1ve concepts submitted, the primary consideration 1S to enhance the appearance of the Merry-Go-Round bU1ld1ng while providing a h1ghly useab1e space that 1S easy to ma1ntain. In each alternat1ve concept, the space would be f1lled to the level of the Promenade and beach. Alternative one provides two sand volleyball courts with 1nformal wood deck seating adjacent to the merry-go-round building. The intent is to avoid a bleacher-like appearance with a ser1es of ramps gOlng up to the level of the merry-go-round. On the slde adjacent to the Promenade. a boardwalk is prov1ded for a sense of enclosure and for controlling the amount of sand carried onto the Promenade. Deck1ng that could be used as a stage is located between the volleyball courts. Plant material could be used in the ground and/or 1n planters to soften the seating structure. The estimated construct1on cost is $100,000 and annual maintenance cost of $1400. Alternative two 1S a llnear green space extend1ng from the P1er south to the llfeguard headquarters and connecting with an eX1st1ng turf area. A tree-covered game table area for checkers, dominoes etc is also lndicated. The vertlcal surface under the Pier would be totally blocked off with timber and screened wlth planting. The total area shown is 81 I x 485'. Cost of constructlOn is estimated at $80,000\'iith annual malntenance cost because of turf area of $5,000. On October 22, 1981, the Recreation and Parks Commission reviewed the plans and recommended alternative one. The Commlssion expressed concern that a parklike atmosphere would be more conducive to transient use, and an eXlstlng sand volleyball court would be removed in alternatlve two. The Commlsslon felt that any constructlon should be temporary, based on long term plannlng considerations. Recommendation Staff recommends alternatlve one and requests appropriation of 5125,000 from the from the unapproprlated reserves of the Recreation and Parks Facilities Fund to be approprlated to the Parks DivlSlon as a project, 53-400-511-000-909.
