SR-111 F :\PC D\Share\Cou ncil Reports2002\prefparkM M. doc Council Meeting: March 5, 2002 ~ /l~ IUfj) 11A MAR - 5 2082 Santa Monica, California To: Mayor and City Council From: City Staff Subject: Resolution Creating Preferential Parking Zone MM (9th Street between Pico Boulevard and the Santa Monica Freeway, and Michigan Avenue, Bay Street, Grant Street, and Pacific Street between Lincoln Boulevard and 10th Street) and Amending City Council Resolution 9344 CCS Introduction This report recommends the adoption of a new preferential parking zone including 9th Street between Pico Boulevard and the Santa Monica Freeway, and Michigan Avenue, Bay Street, Grant Street, and Pacific Street between Lincoln Boulevard and 10th Street. Background The neighborhoods near the intersection of Lincoln and Pico Boulevards experience significant parking problems. The circumstances have become worse over the past few years, and were further exacerbated when 10th Street between Pico and the Santa Monica Freeway became a permit parking zone (Zone L/College District). Parking by students from nearby Santa Monica High School (SAMOHI) is a primary concern In addition, customer parking from nearby businesses regularly interferes with residents' ability to park near their homes In April 2000, residents of the 900 block of Michigan submitted a qualifying petition that initiated the study process in this neighborhood Residents of the following five blocks have now completed petitions for preferential parking: l\A ,'IMR - 5 ZDal, . 900 block of Michigan Avenue (between 9th and 10th Streets) · 800 block of Michigan Avenue (between Lincoln Boulevard and 9th Street) · 1800 block of 9th Street (between Pico Boulevard and Michigan Avenue) · 1700 block of 9th Street (between Michigan Avenue and the SM Freeway) · 600/700 block of Bay Street (in the Coastal Zone between 6th Street and Lincoln Boulevard). In response to petitions, the Transportation Management Division completed a study of the area east of Lincoln (both north and south of Pico) and west of Lincoln (south of Pico to Pacific Street, and west to 4th Street). The area west of Lincoln and south of Pico is part of the California Coastal Zone. The City has committed not to implement additional daytime preferential parking restrictions in the Coastal Zone. A study was conducted of this area, however, as a petition was received from the residents of the 600/700 block of Bay Street and there is a perception that this area is also impacted by student and commercial parkers. The area east of Lincoln and south of Pico (Bay, Grant, and Pacific Streets between Lincoln and 10th) has not submitted any petitions but must be considered because of likely spillover to this area. Nei!:!hborhood Parkin!:! Issues This area is primarily low density multi-family residential, with some single-family homes. Permit parking regulations stating "No parking Monday-Friday, except by permit" have existed on yth Street between Pico and Michigan across from the high school since 1996. (This area just north of Pico is not part of the Coastal Zone) In addition to parking by high school students, customers from businesses along Lincoln Boulevard park in the neighborhood Some businesses, in particular U-Haul, park their vehicles in the 9th Street/Michigan Avenue vicinity. This is illegal, and the Police Department does ticket this infraction. The Clare Foundation, located on Pico between ") 9th and 10th Street, has both residential and non-residential programs during daytime and evening hours. Parking for program participants utilizes available on-street parking, including the 11 angled spaces on 9th Street adjacent to the Clare Foundation. majority of on-street parking spaces are parallel to the curb in this neighborhood, but the 1800 block of 9th Street (between Pica and Michigan) has 51 angled (perpendicular) parking spaces on the east side of the street adjacent to residences, which increases the amount of parking available on this block. Study FindinQs During the spring of 2001, the area generally bounded by 9th Street on the east, Pacific Street on the south, 4th Street on the west, and the Santa Monica Freeway on the north was studied to determine parking occupancies and usage. A summary of peak parking occupancies is included as Attachment C The study demonstrates that parking occupancies are moderate (greater than 50 percent but less than 85 percent) to high (greater than 85 percent) The highest parking occupancies are located in the 9th and Michigan vicinity where residents from all four blocks have submitted qualifying petitions. All four blocks have peak occupancies of greater than 90 percent. occupancies in the rest of the area are mostly moderate. The peak occupancy for the petitioning block in the Coastal Zone (600/700 block of Bay Street) was 49%. Saturday occupancies across the area are also mostly moderate. The 800 block of Michigan (closest to Lincoln) and the 1800 block of 9th Street (closest to Pico) have Saturday mid- day occupancies of 86 percent and 74 percent, respectively. This demonstrates that customers visiting businesses on Lincoln and Pico do impact the neighborhood on Saturday. 3 Community Input A neighborhood meeting was held on July 17, 2001 No initial staff recommendation was made at that time due to the complexity of the neighborhood geography, i.e. half of the neighborhood studied is in the Coastal Zone where the City is unable to implement additional daytime preferential parking restrictions. Staff explained to residents that it is difficult to recommend preferential parking restrictions east of Lincoln if restrictions cannot be implemented west of Lincoln in the Coastal Zone. One of the findings required by the Municipal Code is that "no unreasonable displacement of non-resident vehicles will result into surrounding residential areas", Staff was concerned that preferential parking east of Lincoln would make the parking situation west of Lincoln much worse, At the meeting, staff learned from residents that the problem around 9th and Michigan is not just a lack of parking availability but also behavior exhibited by the Santa Monica High School students, and that a meeting with the high school would be beneficial, Residents also mentioned that U-Haul vehicles and customers park around 9th and Michigan. Comments from this meeting and e-mails and letters received about this meeting are summarized in Attachment D. Meetinq at SAMOHI A meeting was held at the high school on September 26, 2001 Representatives from the high school administration, high school students, City of Santa Monica staff and neighbors were present. The meeting centered around the behavior of the students who parked on the street, and how it might be improved. Preferential parking around 9th 4 and Michigan was not the focus of this meeting. There were two administrative members of the high school staff present, as well as two high school students, one of whom represents the student government on the issue of parking. The high school agreed to have a student government meeting about the behavior of students parking on the street, and to possibly start a "Club" which deals with this civic issue, and also to consider having a student "Civic Project" about this issue. The administrators emphasized that they encourage all of their students to take alternative modes of transportation to campus and that they do not endorse the idea of students parking on streets near the school. In fact, the vast majority of students do not drive to school. The high school will communicate directly with the residents about these programs as they are developed A November 2, 2001 article from the SAMOHI newspaper is included as Attachment E SAMOHI Area Preferential ParkinQ ChallenQe/Solution The challenge with this area is how to provide relief to the residents in the 9th and Michigan area who have petitioned, who are surrounded by preferential parking areas and who have a significant parking problem without making the situation much worse for the area which is in the Coastal Zone and where the City is unable to implement daytime regulations. Central to this challenge is one of the findings required by the Municipal Code: "... no unreasonable displacement of non-resident vehicles will result into surrounding residential areas". Because staff must make this finding when recommending a new preferential parking zone, it is not possible to recommend implementing the entire area that has petitioned for inclusion in a new preferential 5 parking zone. Options include: 1) making a maiority, but not all, of the parking spaces adjacent to residences eligible for preferential parking, or 2) revisiting the preferential parking zone on 10th Street (1700/1800 blocks) immediately east of this area and recommending that some of those spaces be made available for non-resident vehicles to help stem the shift of parkers which could occur from the 9th/Michigan area into the Coastal area. Of the two options, the first (majority of spaces become permit-only spaces) appears to be the best solution and represents an acceptable compromise. Option 2 (changing the 10th Street zone) would not only make things harder for residents of 10th Street but also would reduce the number of parking spaces available to the 9th and Michigan residents. (The 9th and Michigan residents will be able, once they have permits, to use their permits in a two-block radius and therefore gain additional parking opportunities on 10th Street). Staff recommends implementing preferential parking on blocks in the 9th and Michigan area, with the EXCEPTION of the 51 angled (perpendicular) spaces on the east side of the 1800 block of 9th Street. These 51 spaces are approximately 38 percent of the total spaces that could potentially be utilized for preferential parking over the 4 blocks in the 9th and Michigan vicinity. This would leave these spaces available for non-residents. More importantly, this would reduce the scale and likelihood of a shift of non-resident parkers into the southwest area (Coastal Zone). 6 A "test" of this solution was possible due to the fact that the east side of 9th Street has street cleaning on Friday mornings, and thus students must park elsewhere on Fridays. (This takes away the approximate number of on-street parking spaces as would preferential parking.) Staff found that the southwest area increases from an overall 45 percent parking occupancy to 70 percent occupancy on Fridays. Surveys were subsequently mailed to residents both east and west of Lincoln to get their opinion of the proposed solution and to determine whether residents in the coastal area would be interested in nighttime regulations. Residents east of Lincoln (including residents of the 1800 block of 9th Street who are most directly affected) supported by a 2: 1 ratio the idea of excluding the 51 perpendicular spaces from the preferential parking restrictions, if this were the only way to implement any preferential parking in their neighborhood. However, some residents of the 1800 block of 9th Street are vehemently opposed to this idea and have commented that they believe this does not solve their problem and does not address the behavioral issues of the students. Residents in the southwest area (Coastal Zone) did not see a point in nighttime regulations, as the parking problem is really a daytime issue. One thing that would improve the situation in the Coastal Area is to change street cleaning hours to occur after school, i.e. 3:30pm to 5pm. Many coastal area residents said that parking was most difficult on street cleaning days (which occur in this neighborhood from 9am- 11 am). Staff, including the Solid Waste Management Division, recommends changing these hours to 3:30pm to 5pm. This would create more on-street parking during school 7 hours for both students and residents. Overall, the east survey yielded a 19 percent return, and the west survey yielded a 7.5 percent return. Surveys sent and results from these surveys are included as Attachment F. Finally, staff considered the area east of Lincoln and south of Pico which was part of the study area included in this report. These three blocks (Bay, Grant, and Pacific between Lincoln and 10th) are bordered on the east by the pre-approved college preferential parking zone. No petitions have been submitted yet from this area, but this area is a likely spillover area for non-residents who were parking in the 9th and Michigan area. Furthermore, employees of businesses on Lincoln park on these streets and they have very limited alternatives besides on-street parking in this area. Customers of these businesses also utilize the on-street parking. Again, to make the finding required by the Municipal Code that "no unreasonable displacement of non-resident vehicles will result into surrounding residential areas," staff feels unable to recommend pre-approving both sides of Bay, Grant, and Pacific between Lincoln and 10th for inclusion in a new preferential parking zone. Staff is therefore recommending that the north side of each block only is pre-approved for preferential parking. Furthermore, the south (unregulated) side of each block should have street cleaning times changed to 3:30pm to 5pm. This street cleaning time change will further minimize the impact of non-resident vehicles moving into the Coastal Zone west of Lincoln Boulevard. 8 The objective of these regulations is to alleviate the parking pressure on residential streets during the weekdays and still allow flexibility for visitors to the residential and commercial neighbors on Saturdays. The following area is to be pre-approved for preferential parking so that the majority of block-to-block spillover associated with the regulations will be incorporated within the proposed zone. The following regulations are proposed 1) No parking between 7:00 a.m. and 9:00 p.m. Monday through Friday, and two-hour parking between 9:00 a.m. and 6:00 p.m. Saturday, except by permit on . Michigan Avenue between Lincoln Boulevard and 10th Street, . 9th Street between the Santa Monica Freeway and Michigan Avenue, and . 9th Street between Michigan Avenue and Pico Boulevard (west side only). 2) Two-hour parking between 7:00 a.m. and 9:00 p.m. Monday through Friday, and two-hour parking between 9:00 a.m. and 6:00 p.m. Saturday, except by permit on: . Bay Street, Grant Street, and Pacific Street between Lincoln Boulevard and 10th Street (north sides only). Staff is unable to recommend any preferential parking regulations for the 600/700 block of Bay Street, or any other blocks in the Coastal Zone south of Pico Boulevard and west of Lincoln Boulevard that were a part of the study area covered in this staff report. The Transportation Management Division would like to recommend preferential parking regulations which would provide some relief to residents east of Lincoln without unduly affecting the quality of life for residents west of Lincoln who live in the Coastal Zone, where the City is unable to implement any new daytime parking restrictions. We are considering recommending preferential parking restrictions in your neighborhood which would EXCLUDE the parking spaces on the east side of the 1800 block of 9th Street between Pico Boulevard and Michigan Avenue which are perpendicular to the curb. All other parking spaces adjacent to residences would be included. Residents with permits are allowed to park on blocks within a two-block radius of their homes that are also designated for preferential parking. As always, preferential parking will be implemented only on blocks that have submitted completed petitions after the City Council approves any restrictions. Regulations can be implemented on additional blocks as complete petitions are received. Only residents would be able to purchase permits, which cost $15 each per year.
