Attached lS a summary of motlons made at the Clty Councll
meetlng of November 8th ln regard to the subJect agenda
ltem:
Councilmember Conn moved to refer the matter of the
request for travel allowance to the Plannlng COmM1SSlon.
Second by Councilmember Zane. Durlng dlScusslon,
Councilmember Conn wlthdrew the motlon to enable a
motlon by Councllmember Reed.
CounCllmember Reed moved to extend the Clty Council
travel policy to apply also to boards and commissions;
wLthln the constralnts of their own budgets the boards
and commlSSlons can make whatever travel decislons they
wlsh and they need apply directly to the Council only
for such conferences and meetlngs WhlCh do not fall
within the purVlew of the travel POllCY of the City or
which would exceed thel~ budget. Second by Councilmember
Jennings.
Councllmember Zane moved to table the motion until
November 15th. Second by Councilmember Epsteln. The
motlon was approved by unanlmous vote, Mayor Edwards
absent.
Councilmember Epsteln moved to decllne Planning Commlssloner
Shearer's request for approval of travel allowance to
attend a conference ln Baltlmore, Maryland. Second by
CounCllmember Reed. The motion was approved by unanimous
vote, Mayor Edwards ~bsent.
Councilmember Conn moved that Item lQ-B be tabled untll
November 15th so that dlScussion not be Ilmlted to r1rs.
Reed's motion and that the commlssion travel POllCY be
consldered with the exception of Planning Commissloner
Shearer's request. Second by Councllmember Reed. The
mot1on was approved by unanimous vote, Mayor Edwards absent.

10-B: PLANNING COMMISSIONER TRAVEL POLICY AND REQUEST FOR TRAVEL
}H,T.QWANCE: Presented was the request of the Planning Commission to
discuss commissioner travel policy and consideration of the request
of Planning Commissioner Shearer for approval of travel allowance
in the amount of $500 for a conference on Civic Partnership in
Baltimore, Maryland, on No~ember 12-14, 1983. Councilmember
Jennin9s moved to table the matter to November 15, 1983. Second by
Councilmember Reed. The motion failed by the following vote:
Council Vote: Affirmative: Councilmembers Jennings and Reed
Negative:
Councilmembers Conn, Epstein, Press
and Zane
Absent:

Staff reported in regard to existing policy. Discussion was held.
Councilmember Conn moved to refer the matter of travel allowance
approval to the Planning Commission. Second by Councilmember Zane.
During discussion, Councilmember Conn withdrew his motion.
Councilmember Reed moved Councilmember Jenning's suggestion to
extend the City Council travel policy to apply also to boards and
commissions~ that within the constraints of their own budgets,
boards and commissions can make whatever travel decisions they
wish; and they need apply directly to the Council only for such
conferences and meetings which do not fall within the purview of
the travel policy of the City or which exceed their budget. Second
by Councilmember Jennings. Councilmember Epstein moved to table .
the entire matter to November 15, 1983 when Mayor Edwards would be
present. The motion failed for lack of a second. After
discussion, Councilmember Zane moved to table the motion before
them until November 15, 1983. Second by Councilmember Epstein.
The motion was approved by the following vote:
Counc~l Vote: Unanimously approved 6-0
Absent: Mayor Edwards
Discussion was held. Councilmember Epstein moved to decline
Planning Commissioner Shearer's request for approval of travel
expenditure on November 12-14, 1983. Second by Councilmember Reed.
After further discussion, the motion was approved by the following
vote:
council Vote: Unan.imously approved 6-0
Absent: Mayor Edwards
Councilmember Conn moved to table Item 10-B until November 22,
1983; that discussion not be limited only to Councilmember Reed's
motion, but that Planning Commissioner Shearer's request is not
part of that discussion. Second by Councilmember Reed. The mot~on
was approved by the following vote:
Council Vote: Unan.imously approved 6-0
Absent: Mayor Edwards

I nave been lllvited by the President of the National ~xnicipal
League (see attached letter) to attend thelr conf~rence In
Balt~more on November 12-14. ~he meetlr~ will focus on p~blic-
pr~ate partnerships and discuss case exacples of clties that
ha'~ revitalized thelr dm,~tawns thro~gh such partnerships.
The lnitlal two days of the conference w~ll highllght the
naltimore exper~ence In iawntown revitalization. ThlS lS
what most iD~erests me. The city r~s been a ploneer lU
revlving its lnner harbor area, and I feel that Santa ~buica
can learn fron: the Baltimore experience. 'Ifuat Baltimore bas
done l8 re<relant to tbe Paanning COJTJr.llssion's work on the
revlsed land use element, and to dec~s~ons that we \-nll ha"e
to ~~ke as a Clty on hbe Pier and on the p~ll. I have attached
a schedule of events.
As vice chalr of the Plannlng COillffilssion, I wo~ld llke to
represent tL8 city at the conference. I am requesting travel
and related expenses so that I Eight attend the E8etlrrg. By
