Council approval of F.A.A. agreement providing
for Federal installation and operation of
navigational aids governing airport runway "03".
This report addresses itself to the above proposed
F.A.A./City Lease Agreement providing for federal
furnishing, installation and operation of navigat-
ional aids governing use of runway 03, at no cost
to the City.
The Federal Aviatin Agency~ in keeping with its
program of providing safety/nav-aids at busy
airports, has scheduled installation of a visual
approach slope indicator (VASI) system for runway
03 at Santa Monica Municipal Airport.
The above system, in addition to enhancing safety
at our airfield, will also aid our aircraft noise-
abatement program by assisting pilots in maintaining
higher altitudes over the Sunset Park homes on their
approach/landings from the west. Such a system has
been in effect successfully for many years on runway
21 as an aid to pilots in their approach/landings
from the east.

may terminate said lease within 30 days, by
City re-imbursement of the un-depreciated
cost of the system. (Note: F.A.A. estimate
cost of the project is $25,000. - pg. 4 -
par. "D" of said lease - depreciated over
twenty years on a straight-line basis).
The Airport Commission at its regular meeting
Wednesday, February 14, 1979, formally considered
and by a 3 to 2 decision, recommended city approval
with Commissioners James Hoyt and Elaine Smith
voting "No".

IMPROVEMENTS OR CHANGES
1, PURPOSE. To reaffirm to the aviation community the FAA policy governing
responsibility for fundlng relocation, replacement and modification to
air traffic control and alr navlgatlon facilities that are made necessary
by improvemeptB to changes to the airport. The term "airport owner" used
herein refers to the political subdivlsion, military service, or other
authority responsible for airport operatlons and improvements.
2. CANCELLATION: AC No. 150/5300-7A effective 27 Sep 71 is cancelled.
3. CLASSES OF FAA FACILITIES. FAA facilities located on airports and 8ub~
, ject to the funding polley of this circular, are classified as follows:

are exclusively used ~n support of the airport or from which primary
benefits are derived by the airport since the facility is located

'placement or modlflcat1ons of FAA air traffic control and aLr
naVlgatlon facilit~es or components t~ereof ~de necessary by
Blrport improvements or changes, when: .
(a) Class I facilities must be relocated, replaced or modified
because the airport Lmprovement or change impairs the tech-
nical and operational characteristics of the FAA facility.

The foregoing are the nor.mal circumstances under which financing
responsibility should rest with the airp'ort owner, however cir-
cumstances other than the above will be Qe~ermined on a case-
by-case basis.
(2) Where the alrport owner grants other parties the right to con-
struct hangars, other buildings, and/or facilities that impair
or interrupt the technical and operatlonal.characteristlcs of
alr traffic control or navl.gation facl.litl.e~t the agency expects
the airport owner to pay for the relocatlon, replacement or
modlfication of these facl.ILties or components thereof. Payment
to FAA may be made either. from recovery of.costs ~rom the other
parties or from other sources available to the airport owner.

"(3) The need for un~nterrupted serv~ce from some Class I facilities
~s recognlzed. ThlS wlll requlre speclal methods for accom-
plishing the work in order to aVOld lnterruptions of service. In
such cases, fundlng for provlsion of temporary faclllties re-
quired to maintain continulty of service is expected to be the
airport owner's responsibllity. However, it is FAA policy to
avoid moderDizing or upgrading a facility at the airport ownerls
expense.
b. The FAA. It is general FAA policy to fund the following:

Relocation of facilltles to meet FAA operational requirements or
because of technical reasons that are lnherent in the site and not
caused by airport lmprovements or changes.
Modernization/expanslon costs to meet FAA operational requirements.
When a modernizatlon/expanslon project is undertaken concurrently
with B fac1llty relocat~on that the airport owner finances, FAA
pays only for those costs which would have been expended to meet
FAA needs. For example, upgrading an ILS/ALS from CAT. I to
CAT. II, add1ng direct alt1tude and identlfication readout to
ASR, expandlng a tower facility to accommodate ARTS III, etc.,
concurrent with a relocat10n of the existing facility that is
financed by the airport owner.
(5) Relocation of Class I facilities to a new or another existing
airport meeting the necessary physical and operational require-
ments to qualify for Class I facilities, when the receiving
airport will replace the airport from which the facilities are
being relocated.
(6) Relocatlon of Class I facilities, upon recognition by FAA of the
necessity for a new or newly deslgnated instrument runway on the
same airport, in order to achieve more effective use of these
facillties, except ln the case of a new runway covered by 4.a.
(1) (b).
(7) Flight inspection required for relocatlon of iacllities where the
airport owner 1s one of the m1litary services (Friendship Agree-
ment) .

Other Fundin~. In the event that relocations, replacements or modi-
fications of facilities are necessitated Que to causes not attributable
to either FAA or the airport owner. funding responsibility shall be
determined by the FAA on a case-by-case basi8.

5. ACCOMPL!,SHMENT OF WORK.
a. Responsibility. FAA shall have exclusive right to determine how all
facets of the relocation of an FAA facll~ty will he accomplished.
This includes but 1s not limlted to the engineering, site selection,
procurement of equipment, construction, installation, testing, flight
inspection and recommissioning of the facility.

b. Reimbursable Agreement. The airport owner and FAA shall negotiate a
reimbu~sable ag~eement setting fo~th all essential elements pertinent
to the relocation, replacement or modification of an FAA facility.
The agreement shall stipulate that ~n the event actual cost is less
than the estimated cost, the sponsor will pay oply the actual costs;
similatly, ~f actual cost exceeds FAA escimated cas', the sponsor will

I submit the following request to amend the Municipal Airport
Lease Map #2214 for oouncil consideration on Nov. 12.
1. Amend Municipa.l Airport Lease Map #2214 as per the followin.g:
Reduce the easterly 30 ft. set-back line of Parcel 10, (where it abuts
Parcel 13.) to 5 ft., thereby per.mitting subject corporation to build
to the proposed 5 ft. set-back line.
Note: The attached Pac-Aero Engineering Corporation's request
for approval of construction of a building lOOt x 40t.on their lease
Farcel 10, to the proposed 5 ft. set-back line, WBS considered and
approved by the Airport Commission on Nov. 1. 1957 - and approved bw
the Planning Commission Nov. 4, 1957.
The thirty-toot set-back line on Parcel 10 was originally intended
8,S an easement tor T-Hangars on said Parcel. The rElliloval of the T-F..angars

to determine ~he wishes of your good city in respect to leasing for oil
aTld gas, the Subsurface rights of the Santa Nonica VLUIlicipal Airport.
Guiberson, Oudahy and Preston have been actively 1ea.sing in Los 1mgeles
County, Subsurface rights and eventual drill sites, close to the airport,
from. Olhich drilling can be conducted.
I, therefore, in beb~] f of Guiberson, Cudahy and Preston, offer to lease
for oil and gas the Subsurface rights under the 214.61 acres of the
Municipal Airport of Santa l1onica, with the understanding that no drilling
Olill be conducted on the surface of the City of Santa Nonica without prior
written consent.
Some taxes !lUSt be paid to the City of Los Angeles as wall as fee ovners
for drill sites, etc., that I am offering to the City of Santa p-fonica,
a royalty of 16 2/3% on terms and conditions more fully outlines in the
form of lease attached to a letter enclosed herewith and addressed to me

behalf of the GUlBERSOU, CUDAHY & PRESTON COMPANY for the Subsurface
Oil and Gas Lease on that certain property designated as the MUNICIPAL
AIRPORI' OF SANTA MONICA (Clover Field).
It is our Wlderstanding that the Airport acreage comprises 214.61
acres. We intend to apply for an oil drilling district within the
City of Los Angeles on an area near the aforesaid Airport. We real-
ize that the City of Santa Monica has an ordinance prohibiting the
drilling of oil from aQy property located wit.hin the city limits
of santa Monica; therefore, we sug-;est this Subsurface Lease in order
to pro'tect the property of the City of Santa l>fonica, as it is highly
probable that a certain amount of oil would drain from the Airport
property to our well head. We hope this meets with the approval of
the officers of the City of Santa Monica.
We are enclosing herewith a copy of our Subsurf'ace Oil and Gas Lease
for the approval of the City Council of Santa }ronica.

California Car Rental Service to provide cars during the normal
business hours of this cOQpany. ~h1S service has not been ade-
qUate to meet the publ~c de~and since cars are not aV~11able
after 5:00 P.:l. or ~;7hen desired on Saturday, Sunday and iIolid.::ys.
The Airport Attendants who o~erate the City Aviation Service
Station are on duty? from 7:00 f1..__1. to 9.00 P.~I.. daily and ca~ make
rental cars irnned1ately available as an additional service to
the public and at the same time gain ~ an addit10nal income of
15% of the cnar3es for the C~ty.
The Eertz Company through the~r national credit card systew are
better organized to give the flying public greater conve~~ence
and accomodations.
After reviewing the attached contrdct submitted by the ~ertz Co-
mpany, wh~ch is already signed by a Vice President of the Company~
:lr. CunlIiuns Floved to recoTIrlend to the Glty rIanager and the City
Council acceptance of the nertz Rental Car proposal to provide
rental cars at the City operated Gasoline Stat10n on the Alrport.

Gentlemen:
At the Airport Commission meeting held August 2, 1956, it recommended
to the City Council that Parcel (2) be leased to the Bacon Corporation
for a commercial operation lInd we wish at this time to enter a protest
against leasing this Parcel for that purpose for the following reasons:
(1) The so-calle~ Master Airport P12n, at the time of it1s adaption
by the Council had an approY;llI~te total of (71) individual private
hangar sites. With the leasing of land to Lear Corporation(even though
T hangars were on the land and secured by leases) and the recommended
leasing of Parcel (2) for commercial purposes this will leave a total
of (28) hangars which appears to be absolutely impossible for an Air-
port the size of Santa MOnica.
(2) If we are properly infonned, at the time the City purchases this
land it was for recreational purposes. It can be plainly seen that as
of today the land is over-run with commercial activities, auto parking
and a machine shop located in the Administration Building, this oper-
ation certainly does not appear to have any connection with flying
activities.
(3) The Airport Director and Airport Commission, in our judgment have
certainly not carried out the program for use of this land as origin-
ally intended and on May 31, 1956, a letter from the Airport Director
was forw?rded to us stating therein; th~t only commerciBl establishments
will be considered for Parcel (2).
(4) Parcel (2) has a potential of (19) hangar sites which will accomodate
(33) average type aircraft and we feel that the priv2te flyer should have
the opportunity of these storage facilities as that was the purpose for
which this land was intended(recreat1onal purposes). The revenue to the
City from Parcel (2) as a storage area will certainly equal that which
could be obtained from a commercial enterprise and serve many more people.

Airpo~t Commission to present plans for revaluating the leases, beautiti-

Mr. Donnelly m.oved that the City employ B. consultant to assist
the Commission in the revaluation plan requested by the City Couneil and
that the Com.:nission meet with the consultant as soon as arrangements can
be made. Mr. Harding seoonded the motion and it carried unanimously.

from the C. A. A. of the a.bandonment of Runway No. 22. Insofar
as Parcel 15 is concerned, you are authorized to enter upon and
use the premises on a Ir.onth-to-month tenancy at the rate of
$IZ00 per year. It is the understanding of the CIty Coandl that

The Airport Commission, at a speoial meeting held on November 30, 1949,
'I.U1a.nimously reoamnended that the Airport Loose Map 2214 be revised to
include additional lease parcels num.bering 19 through 29,. fronting Oll
Centinela Boulevard to permit the developr:1ent of additional income
propet"ty at the Airport s:bnilar to the a.t'tached map drawing.
This will permit additional accommodations and revenue from non-
aviation businesses. Considerable interest has been noted in this
additional property.
These additional lease parcels will not require any changes in the
Airport Master Plan and can be accomplished by the recommended
revision to the Airporl Lease Map.

20 years. Actual purchase of land for this purpose should be delayed

Gentlemen :
The co~nittee appointed by your honorable body to investigate a
possible s~te for a Naval Reserve Armory has conferred vnth representatives
of the Unites States NaVYI and has inspected possible sites for the armory,
believing that every reasonable effort should be made to find a proper
location for this important national defense a.ctivity.. In the conferences
held the following factors appeared to be of major importance:
1. The proposed site must be adequate for a building 125 feet wide
and approximately 300 feet long~ together with the necessary drill ground..
2. The proposed site must be with~n convenient reach of public
carriers.
3. Due to the electronics program of the naval reserve, the pro-
posed site must be a considerable distance from transformer stations, high
voltage Ilnes~ radio transmitters, and the likeo
Applicatlon of these three factors has, naturally, serlou51y reduced the
possibilities of finding a pro~er slte.
Your committee together with officers of the Um.ted States Navy
has \~5ited and lnspected the following possible sites:
The old Corporation Yards on Colorado Avenue at Lincoln Boulevard;
the Municipal Stadium; the former ?-larine \oTe115 property at Sixteenth and
Marine Streets; the new City Yards property at the easterly terminus of
Hichigan Avenue; the Municipal Airport; Mary Hotchkiss Park at Fourth and
Strand streets, and v~rious other park and general municipal properties in-
cluding the civic center. Of all these sites, due to the limiting factors
heretofor mentioned, Mary Hotchkiss Park appears to be the only one considered
thoroughly satisfactory by the Navy with the portion of the Municipal Stadium
as a possible alternate, but not considered desirable due to the proximity of
high voltage transmission lines.
In view of the attached op~m.on of the city attorney, it appears that
there l5 some doubt as to the legality of use of eitner of the parcels in
question for a naval reserve tr~ning center. This object~on might, h~~ever,
be overcome by the willingness of the r~aV'.f to defend the city in any possible
litigation ~nich might ar~se in the wAttero

Department for Hotchkiss Park Memorial A~ory.
Hotchkiss Park has been considered a part of the current
Master Recreation Plan, and particularly as an alternate
in the event that property at 5th and Ocean Park Boulevard
now occupied by the Navy is not released for City or School
recreation use.
It is believed by the Commission that Santa Monica 1s so
poor as far as parks are concerned, Hotchkiss Park should
not be made available to the Navy.

It is the recommendation of this commission that a letter-permit granting
the United states Government the right to enter certain areas described in
the Corps of Engineers letter dated June 17, 1947 indicated for the purposes
st~ted therein, and subsequently grant a lease ~or the period of three years
at $1.00 for the entire term, as suggested in the subject letter.
This recommendation is based upon information furnished in a letter from
the Airport D~rector to the City Manager dated June 19th, 1947. copy of
which is attached.

Airport Surface Drainage Tests
The attached map and letter requests the use of portions of the runways
now used by the aircraft landing and departing, and other portions of the
airport not now in use. The large demand for airport operation space may
make it desireable to enter only a year to year agreement for use of this
property and to include a 90 day cance11a~ion clause. as we may wish to
use these areas for other airport uses.
Consideration must be given to the ha~ard involving airoraft and workmen
on the runway during the wording periods. The aereement should speoify
that all temporary dikes are to be removed completely from both the black
top and concrete areas after eaoh rain storm. This is to avoid even the
slightest hazard to aircraft using the airport.
The City may stand to gain from the improTement work only if the oonorete
curbs, sidewalks and street. pa-ving which are to be taken out. are removed
from the airport property competely and the run over area at the end of run-
way number one ~s maintained in reasonably the same slope for safety. This
requirement should be included in the agreement.
The U.S.E.D. have prepared plans and specifioat.ions for ~he work eonte~
plated by them and several contractors have inspected the area in the last
several days. The U.S.E.D. requires the signing of four copies of the
agreements and a lease to be entered into when the title to the property
is properly vested in the City of Santa Monica.
~e recommend careful consideration of the IT.S.E.D. proposal and approval
only after proper agreement to ooordinate all activity in the proposed area
through the airport ~nagement office.

are delineated areas required by the U. S. Gover~~ent for conductin~
a surfaoe drainage investigation at the Santa Monica Municipal
.Airport over a period of three years from 1 Ju.ne 1947. All investiga-
tions and constru~tion ~ork will be coordinated with the airport
manager and will be subject to all airport safety regulations.
Area shown in Green: (A portion only, i.e., Lots 71-76,
93-104 inclusive, 1n Tract 8379. together with abuttin~ streets).
Is is proposed to grade this area in order to obtaln required slopes
and cross sections for the various test plots. In designing the grade
layout for the test plgts, safety re~lations for runway over-run
zones will be obserTed. The Corps of Engineers will ~e responsible
for proper maintenance of the area, and restoration will be made upon
completion of the project.

for information relative to the leases held ~J the Goverrunent on parcels
of land on the southerly part of your city a~rport there is inclosed a
tract register of all leases held by the Government. Tracts 3 to 12
inclusive cover the area in which you are interested.

There is also inclosed a tract register covering temporary
sewer rlght-of-way granted the Government for installation of a sewer
serv~n~ the hang&r buildings. It is understood that this sewer was so
installed because of a lack of fall for flowage if COnlillction had been
made to the nearest City of Santa ilionica sewer, in the vicinity of 27th
and Dewey Streets.
This sewer right-or-way also served the school housinb facil-
ity south of Rose Avenue, but need for this service is no longer required,
as the housing facility should be finally disposed of in the L~ediate
future.
Relocation of thls sewer for the hangars looms as one of the
first probl~ns of the City in operation of the airport when the Govern-
ment returns the prerrdses to YOQr control.
