INTRODUCTION
ThlS report transmlts a request from the Santa Monica Llbrary
Board to send a letter to the Santa Monlea School Board.
BACKGROUND
At ltS December 19, 1984 meetlng, the Board dlscussed a news ltem
In the EVENING OUTLOOK WhlCh reported that the School Board was

consldering restorlng some of the cuts made In recent years to
the school library program. As the Llbrary Board 15 aware that
the school funds, although recently augmented by Proposit~on LL
and the state lottery, are still 11mited, the members felt it
lmportant to encourage the School Board to use some of this money
to restore full-tlme personnel to the school 11brarles. They
voted to send a letter to the School Board to accompllsh th~s.
On January 16, 1985, a draft letter was d~scussed and approved by
the Board. They voted to request approval from the Clty Councll
to send lt to the School Board. On January 29, the EVENING
OUTLOOK reported that the School Board had unanlmously voted to
spend $130,000 to restore elementary school Ilbrary personnel.

RECOMMENDATION

Dear Presldent Jenklns and Members of the Board,
The Santa Monlca PUllbc Library Board would llke to express ltS
gratltude to the Santa Monlca School Board for the actlon you
took In votlng unanlmously to spend $130,000 to restore personnel
to the elementary school llbrarles.
In past years, the Llbrary Board has cornmunlcatea ltS concern to
the School Board when budget shortages made school Ilbrary
cutbacks necessary. The loss of full-tlme professlonal
11brarlans In the elementary schools has curtalled some excellent
]Olnt cooperatlve efforts between the staffs of the school and
publ~c llbrarles. It has also caused Llbrary Board concerns that
the publlC llbrary staffs would be called upon to teach Ilbrary
Skllls to greater numbers of school chlldren and supply greater
numbers of school-related materlals than In the past.
In llght of these concerns, the Llbrary Board was most encouraged
to learn of the lmpendlng restorations. We know that there are
many prlorltles for school funds, and probably not enough money
to go around. By thlS actlon, you are demonstratlng your
understandlng of the lmportant role played by llbrarles ln the
educatlonal process.
