These streets are all of those included 1n the 1990-91 street resurfacing program. No residentlal properties wlll be assessed for gutter constructlon or street resurfacing. Consistent with present POllCY for assessing commerclal and industrial propertles, thlS assessment will be a cash assessment and no bonds wlll be lssued CommerCl al and 1 ndustn al property owners wlll be assessed the full cost for the construct i on of the gutters and street res urfac 1 ng fronting thelr property. These costs are estimated at 511.50 and $9.00 per lineal foot, respectlvely. The proposed assessments are deslgned so that each commercial and lndustnal property owner w,ll pay the same unlt assessment cost regardl ess of the width of the street on Whl ch thel r property fronts. For a commerclal or lndustnal property owner with a 50-foot lot, the total estimated assessment would be $450.00 for resurfaclng, and $575.00 for gutters if gutters are to be constructed on that locatlon. Sldewalks, drlveways and curbs, if damaged, are also replaced at a cost of $6.00 per square foot for sldewalks, $7.50 per square foot for drlveways and $10.50 per lineal foot of new curb for commerclal, industrlal and resldentlal property owners. An exceptlOn is that for areas damaged by parkway tree roots, the resldentlal property owner 1S assessed 50% of the costs. The Clty will pay the balance. . 2 - The street resurfacing, curb, gutter and driveway work are part of the annual street improvement project This is a project that is phased from a construction standpoint over a four month period Also, work normally proceeds one street at a t1me In no case w1ll the contractor be working on more than two streets at once Budget/Financial Impact This project is part of the 1990-91 Street resurfacing Project The assessments for gutter construct1on, street resurfacing and repair of damaged sidewalks, driveways and curbs will generate approximately $50,000 00 in revenues which will be deposited in Revenue Account No 01-500-401-00000-0124-10000, "Street Resurfacing Assessments" Cash revenues will be received in FY 1991-92 Any unpaid assesswents will be placed on the 1992-93 tax roll Recomwendation It is recow~ended that the City Counc11 1 Open the public hearing, 2 Close the public hear1ng and acknowledge any protests. and 3 Adopt the attached Resolution establishl.ng an assessment district for gutter construction, street resurfacing and repair of damaged s1dewa1ks, driveways and curbs on the above named City streets Prepared by Stan Scholl, Dl.rector of General SerV1ces Dave Britton, Acting City Engineer Attachments Resolution ~otice of Public Hearing List of Property Owners - 3 -
