SR-10-B (16) l0-g ,lAN 2 5 ~9~ _~- CBS~H•S~JR FR9495 ~m~ Council Meeting. 1125194 Santa MonEca, Califarr~ia T0: Mayor and C~ty Caunc~l FROM Ci~y Staff SUBJECT: Request to Hold a Public Hearing and Approve the ~roposec~ FY 1994-95 Funding Rationale and to Hear Public Comr~ent on the FY i 992-93 Communrty Development B~oek Grant {GDBG) Pragram Performance INTR~DUCTION This report presents a Proposed Funding Rationale for the City's fiscal year 1994-95 Community Development (CDI Program !n addition, this report recommends that the City Council hold a public hearing on the FY 1992-93 Community Development Black Grant (CDBG} funded portion of the City's prior year Community DeveEopment Program BACKGRDUND The City`s Comrr~unity Develapment (CD} Program currently provides funding support o# over S6 million annually to approxir-r~ately 30 non-prof~t human ser~ice and housing deve9opment organ~zat~ons supporting over 55 different pragrams to meet the needs of a broad range of populat~ons, including yauth and famRlies, low-income and horrteless people, the elderly and frail elderly, people with disab~lities, and people of multi-cultural backgrounds O~er the past decade, the CD Pragram has grown significantiy ~n funding leve! and scape, becoming a malflr source of fund~ng to ongoing commun~ty programs serving Santa Monica residents In the past two years, due to reduct~ons in State and {ocal 1 ~ ~'~ 2 5 ~~ ~0- $ i s revenues, the Crty grant func~mg has been reduced. In FY 1992-93, grants were cut by 1%, ln the current fiscal year {FY 1993-94), funding reductions were targeted ta 9 pragrams resultmg m a 5°/p decrease to CD Program fundmg. In planning for funding in the next fiscal year (FY 1994-95}, it becomes e~en more important to reassess the City's current funding strategy in arder ta effect~vely implement many ofi the Council-appro~ed p~anning initiati~es established in tf~e 10- Year Youth Actaon Plan {lggg), the Child Care Master Plan (1989}, The Task Force on Homelessness report, A Call ta Action i1991), the Compreher~sjve Housinq Afforda6ilitv Stratec~~ ~CHAS~ {1993}, and other Cauncil-directed priorit~es These init~atEVes ha~e been developed after care#ul pEannEng processes and illustrate haw chang~ng needs and ser~~ce gaps continue to be of important concern m aur cammunrty. An under~y~ng theme in these planning init~atives is tQ assure effective services to people who most need them wrth funding that rrioves fram supparting isolated, disconnected ~rograms ta more comprehensive, autcome-dri~er~ programs In addifian, pursuant ta the regulat~ons of the U S Department of Hflusing and Urban Developr~ent (HUD} and the City's loca~ CDBG ordinance, the C~ty is required to hold a publ~c ~earing on the use o# CDBG #unds for the pr~or year. This heanng must be held prior ta January 31 0# the next year and provides the apportunity #or citizens to comment on the City's arinual C~BG Grantee Performa~ce Report ~GPR) The GPR for FY 1992-93 is attached for Council and public review. DISCUSSION Sec~tron i below presents the Fu~dang Rationale mcluding an o~erview of the proposed FY 1994-95 CD Program goals, new program components so~ght ~n FY 1994-95, and an o~erview of t~e Request for Proposal (RFP} and multi-year funding pracesses. Sectian II summarizes the CDBG Grantee Pertorrr~ance Report which is provided in Attachment IV. 2 I. The Fundinq Rationale The praposed Fur~ding Rationale pro~ides the basis for de~eloping recornmended funding levels #or Corr~munity Develo~men# Programs in FY 1994-95 and establishes a strategy for evaluating and Fncreasing the effecti~eness af City funding in subsequent fiscal years. This Fu~ding Rationale assumes a FY '~ 994-95 funding le~el equal to the current fiscal year {~Y 1993-94] wtth a sl~ght increase in the amaunt af Community De~elopmer-t Block Grant fCDBG? funds awarded to the City A Request far Propasal IRFP) process will be initiated in February of 1994 ta renew effective, ongoing programs and to seek competitEVe proposals for several new areas of need ar to strengthen exist~ng programs These include 1 a horneiess empEoyment, 2) youth err~ployment, 3} commun~ty outreach to address homelessness, 4) legal servEcas, 5} l.at~no educat~on and parent support, 6) coardinated case management for homeless ~ausing, and 7) gang intervention and pre~ention. This Funding Rationale for FY 1994-95 sets forth a ~ision for fund+ng in tuture years, incorporating elements of successful, model programs that ha~e t~een implemented across the nation These model programs are client-centered, autcome ar results- or~ented, and a part af a strong, coordinated continuum of ser~ices Community DeveEa~ment Program Gaals• The Community Deve~opme~t Program goals established far FY 1994-95 have been rev~sed to reffect a more comprehensive approach ta allocating City-funds and ~nclude o Praviding continued funding support ta a wEde range of effect~ve, proven humar~ service and housing programs Fn order to susta~n or enhance the quality of life for Santa Monica residents, o Encouraging programs that are comprehensi~e and intensive and that overcome fragmentat~an thraugh program versatility and by active col[aboration across bureaucrat~c and professional baundaries; o Funding pragrams fhat are designed to r~spond to those persons at greatest risk and who are the hardest to reach, 3 o Encouraging programs ta change in response to the changing needs af the comrnunity and targeted populat~ons to be served, o Remavmg obstacles to services and strengthening the serv~ce cantinuum for sign~f~cant segments of the community traditionally under-ser~ed, o De~eloping and adopting more meaningful and mQre useful autcome indicators, so that prQgram effecti~eness (wY~ether the program is in fact accomplishing its intended purpose} can be more reasonably assessed; o Promot»g pr~nciples af self-heEp, client empflwerment and partic~pation as an integral part af the decis~on-making process in program aperat~on and e~aluataon, and o Leveraging C~ty resources w~th ~unds #rom ather sources thus fending to a di~ersified funding base and increased self-sufficiency T~ese goals lay the #oundation for fund~ng in FY 1994-95 as well as provide a framework for funding i~ subsequent fiscal years Funding requests for FY 1994-95 w~ll be evaluated accord~ng ~o these goals along with the minimum eligib~lity requirements and select~on criteria fsee Attachment I and II} City Resources: In FY 1994-95, the Commu~ity Development Program will seek praposals to allocate a tatal of $5,775,122 to Cammunity Ser~ice and Community and Neighborhood Impro~ement Pra~ects. The total amount of CD Pragram funding reflects an overaff increase of S 123,143 ~n Communrty De~elopment Block Grant (CDBG} funcEs for FY 1994-9~ Df the S5 7 million ava~lable f~r next year's f~ndang, 55,077,075 w~ll be targeted far renewal of ongo~ng effect~ve programs In addition, praposals will be solic4ted from existing and new agencies in the following areas S 145,000 for a homeless employment pro~ect; S$0,000 far a youth employment program; $70,000 for a community outreach program ta address horrEelessness; 5225,638 for the def~very of legal services ~ncluding a domest~c ~iolence in~ervention program, and 572,436 far a new schoo~-linked Latino educatfon and parent suppart program. In add~tion, in order ta implem~nt #he new Shelter Plus Care f'rogram {54 2 4 million HUD grar~tl, approximately 530~,~~0 one-time funds currently set aside ta implement Task Farce on Homelessness recornmendations are proposed to be used for a coordinated case management pragram serving homeless people It ~s akso recommended that the C~ty sol~c~t ~rogram proposals that seek to address probfems associated with gang-mval~ed yauth and yauth ~ialenee. In order to ~mplement a new gar~g program, up ta $140,000 in f~nd~ng would need to be redirected from ather areas m FY 1994-95 Specific fund~ng recammendatFOns for all programs will be identrf~ed m the Proposed C~mmunity Development Plan to be released in May of 1994, and approved by C~ty CouncE! in June of 1994. Non-City Furiding Cu#s: The Propased Community Development Plar~ will alsa address how City funds may be used tn mrtigate signifkcant fund~r~g cuts from outside fund~ng sources ~ncluding reductians within county, state and pri~ate revenue sources. These inciude• o SignifECant funding cuts wrth~n the County's Area Agency on Aging (AAA) w~~l be experienced ~n the upcoming fiscal year The Area Agency on Aging has changed its allacatiar~ met}~od to eliminate all paratransit #unding #o Santa Monica thraugh WiSF's Paratransit Program and the C~ty's Senior Prograrn Transportation In addition, other fundmg reductions fram AAA will result in a signifECant impact on service provided to sen~ors througF~ WISE`s Care Management, In-Home Ser~ices, and Resource Center programs. o It is anticipated that fund~ng reductEOns tv tOLTA (fnterest on Legal Trust Accountsl, a ma~or fundEng source to [egal services, will be cut by up to 70%, significantly impacting the ability of legal servFCe providers to offer assistance o In A~gust 1993, the County approved the reduct~on of General Relief payments from 5293 to 5212 per month, This is the secand reduction in these welfare payments a~er the past year In Los Angeles County, the number ~f people on Generaf Relief has doubled in the last three years, to more than 105,~00 peaple About half o# the people an Generaf Relief are pt~ys~cally or mentally c~isabled Ger~eral Relief payments are ofter~ the o~ly source of incame other than faod stamps 5 payments are aften the only source of income ather than food stamps far more than ~00,000 destitute adults These cuts may ha~e drastic resuits, with est~mates of thousands mare peop~e becomang hameless Gn Los Angeles County Multi-Year CD Program Funding: Since FY 1989-94, the CD Program has operated in a two-year funding cycle to maxirnize stab~lity and continuity of funding. ThEs allows agencies to facus on program implementatian rather than unnecessary and redundant paperwork and proposal wntmg. The C~ty's two-year funding cycle has m the past assumed that significant program changes would not occur from year to year and that agencies could assume renewed funding as long as they continued ta meet their program goals and ob~ECtives Thas Funding Rationale continues to ernphasize providing a stable ~unding so~rce to effecti~e and needed pragrams. Howe~er, a multi-year funding strategy is propased that would allow far grant renewals on an annual, ongomg basis, unless City Council, Comm~ssion, cammunity, agency, ar city staff input determined the need for s~gnificant program change requiring an open and competitive RFP process ar refinement to ongaing effective pragrams. This would allow the CD Program to be more responsive and address changing needs Therefore, currently fund~d programs wrll submit a renewal application for FY 1994- 95 and an oper~, competitive RFP pracess will be i~itiated for three new service components (Homeiess Employment, Latino Education, Gang Prevention and Inter~entEOn) and three existing ser~ice co~nponents (You#h Employment, Homeless Outreach, Legal Services} A special RFP may be issued for the Shelter Plus Care Program once the City recei~es further direction from HUD The timefine for ~ssumg Request for Proposals (RFP} and for de~eloping FY 1994-95 funding recommendatior~s ~s set forth in Attachmer~t ~11. The funding application wi[I assess how curr~n# and new programs wil~ meet the CD Program goals outlined abo~e The funding application will request applicants ta establish outcame measurements and may impose specif~c pragram requ~rerr~ents as a cond~taon of funding within certain program areas. 6 City funds ~n FY 1993-94, the renewal applicatfon will ask ageneies to rethmk their current programs by asking such questions as 1. What ~s wrong7 What is it about existing programs and serviees that is proving ineffective? Alternati~ely, what is the gap or niche that existing programs and services da not serve? 2. What is new7 In terms of a new program refinerinent, what do you propose ta cio that will eliminate or at least substantial~y relieve the conditiQn and problem you ha~e described above7 Please be very specific about the key features of your approach 3. What is the pro~ect or program~ 1Nhat will you undertake that will explicit~y test the ability of yflur program refinement ta outperform present practices7 Be h~ghly spec~f~c abaut the res~Its that you forecast, haw they are different from the baseEme o# performance now achEe~ed, and the "praducts" your prograrr~ or pro~ect would improve or replace. 4. What have the outcomes been~ Ha~e pragrams significantly changed the li~es of the clients they ser~e? Does the program implement evaluation that measures the results and ou~corrtes? Daes the program ur~derscore the Emportance of involving clients and pragram partic~pants in an evaluation process that will help to determine whether prflgrams effiective~y meet their needs. 5. How have funding reductians fram other revenue sources at#ected programs ~~ FY 1994-95 This information wEll be used to assess how City funds may be used ta mitigate negati~e effects to t~e current array of ser~ices provided w~thin Santa Monica. New Proposals• The RFP will also solicit proposals for the following new or strengthened program areas o Employment Program for Homeless Persons and Persons At Risk of Homelessness Approximately 5145,000 has been se~ aside for an employment proJect out of funds appro~ed by the City Counc~l for the implementatior~ of the Task Force on Homelessness recomrr~endat~ons City staff ha~e re~iewed program models and ha~e met with ser~ice pro~iders to explore both capac~ty and program scope for this employment component in FY 1993-94 and seek competitive 7 propasals for tF~e implementation of this prograrn in FY 1994-95. The employment companent is intended both as s homeless prevent~on strategy and a ~ehicle to mo~e ~ob ready persons out of homElessness by pro~ading specialized err~ployment and ~ob training resources for unemployed persons in Santa Monica. T~e City will request proposals specifically targeted toward eliminatrng barriers to emplayment for homeless and formerly homeless adults, individuals at rFSk of homelessness and low incorr~e residents o# Santa Mon~ca The intent of th~s empl~yment program ~s to help those persons whQ are motivated and ~ob ready. Employment will be linked to ather stabilizit~g ser~ices to ensure long term ~ob success. Ultimately, the gaals af this program are toward ending the cycle of homelessness for some and preventmg homelessness for others. o Yauth Employment Approximately 580,1 ~0 wilf be available for an open and competitEVe proposal process seeking ta impro~e the existing Santa Monica youth employment program. The City currently provides funds to Cathalic Char~ties to support a Santa Monica Youth Employment Pro~ect providmg remediak skklls trainmg and ~ob placement City staff recommend the issuance af the new RFP to seek proposals which best respond to the changing empfoyment naeds of yauth and demonstrate the ability to le~erage non-C~ty funding A rna}ority af youth either work or want ta wark and therefore this is a crrtical preventive carr~ponent of #he human ser~ices. TF~ES program wauld be closely linked to career exploration and mentonng programs in the earEier schaol years, work experience placements m ti~e middle school and early h~gh schaol years, moving to ~ob placement in public and pnvate sector ~abs in the lat~r high school years. Programs should be c~osely tied to trammg and educatiar~al programs with meaningful incentives to attend and finish schoof Consideratior~ should be gi~e~ #a the use of a ~ab coach ta assist youth in troubleshooting on the ~ob. Work transitian programs ~n the senior yEar and for youth who have drapped out of schools are es~ecially Fmportant Program proposals must be cofEaborative in nature and demonstratE both inno~ative and responsi~e program models for youth employment. Working partnerships with the Santa Monica-Maltbu School District, Santa Monica C4ilege, City you~h emplayment programs, and ather community-based youth programs are esse~tial. In additGOn, youth employment program proposals w~il be e~aluated within the context of how they address the needs descr~bed in the Gang Intervention and Pre~entian section below 8 o Community Ou#reach on Homelessness Approximately 570,000 will be availahle for a communkty outreach program to assist homeless people and to manage the impact of homelessness in the community The City currently provides funds ta the Ocean Park Commun~ty Center (OPCC) ta support a homeless outreach pragram Over the past several years, OPCC's outreach program has changed its program focus to work more intensi~ely w~th severely mentally ill homeless ~r~d~v~duals through case management and advacacy Although th~s is an important and valued function, City staff recommend that these act~~~t~es rema~n a part of OPCC's Drop-In Center and primarily the functian and responsibility of the County Department of Mental Health's Santa Monica West Mental Health Clm~c. Et is the pnmary responsibility of the County Department af Mental Health to pro~ide treatment services to severely mentally ill homeless individuals, including t~e operation of an emergency response team C~ty staff w~ll be workir~g closely with the Santa Monica West Mental Health Cli~ic and local pro~~ders to ensure r~ax~mum respansr~e~ess and caordinatian far ser~ices to meet the needs of this population. Praposals will be solicited for an outreach pragram that w~ll help facilitate better communication, canflict resolutEOn, and program solut~flns to homeiessness Th~s mciudes warking with homeless people and other grou~s ta u~hold community standards and facilitate ~mproved co-exfstence af homeless and housed residents of Santa Monica ~roposals must demonstrate effective coiiaboratian with the Santa Manica Po[ice Department, the Chamber of Commerce, relevant City departments, and local homeless Service pro~~ders including other outreach programs, neighborhood a~d parks watc~ groups, Santa Monica merchants and residents o Legal Ser~ices The City currently funds Westside Legal Services for the provrsaon af tenant- landlord legaf counseling and representation, cansumerand publ~c be~efits, and a domest~c v~ofence pr~gram to ass~st v~ct~ms of domest~c abuse w~th restrain~ng orders and other forms of family advacacy Through angoir~g monitormg and oversight of t~is prograrr~, City staff have determined that Westside ~egal Serv~ces is currently nat mEeting the min~mum elEg~b~l~ty requirements, selection criteria and program requirements established as prerequisites far receipt af City funds m FY '~ 993-94 City staff recommends that #unds currently alfocated to Westside Legal Ser~ices kae made a~ailable on a open and competit~ve basis for proposals that demanstrate effective adrr-inistrati~e and pragrarnmatic capacity ta offer a fuil complement af lega! services tfl low and very law ~~come Santa Monica 9 residents. ThES shall mclude the provision of fre~ legal and advocacy services to homeless, disabled and other fow incorne indi~iduals and families who reside in Santa Monica for counsel and advice, brief service and full representation primarily in the areas of haus~ng (IandEordltenant matters}, public benefits, immigration and related issues. In addit~on, proposals are sought for a domestic violence/family law program to assist victims of abuse and trauma by providing them with immediate, accessible, free, bilingual, cornprehens~ve lega! services. F'riority will be placed on continuing a walk-in clinie in the Santa Manica Supenor Court ta offer counsel ancf advice, immediate assistance to help obtam restraining, stay-away and other prot~cti~e orders, full representatian, and referrals to appropriate soc~al ser~ice support agencies. City staff wEfl work closely with the City Attorney's office to ~ointly review pra~aasals to ensure that e#fect~ve, quality legal serv~ces are made ava~lable within Santa Manica This will include evaluating the impacts of significan# funding cuts to support legal services from other fund~ng sources (i e signrficant cuts are slated for IOLTA m FY 1994-95]. In addition, staff will work with t~e Commission on the Status af Wamen on funding for the domestic viole~ce program, as the Commission has been instrumental in ~nEtiating and re~~ewing th~s program. o Latino Educatian and Parent Support Pragram Approximately $72,436 w~ll be ava~lable to implement an educat~onal enrichment program targeting Latmo youth and parents in the schoals. The growing school drop-out rate in the Lat~no community has motE~ated ar~ increased need far educat~onal programs that -rv~fl target prevention and intervention ser~ices ta Lat~no youth and their familEes Praposals w~ll be accepted ~or an inna~at~ve and mterd~sciplinary approach to bas~c learning skills such as math, Englash and science Companents of the program wi11 include a tutorial, mentor~ng, and parent leadership program to enhance educational opportunities of t~ese students. Programs must be collaborative with the Santa Monica-Malibu School ~istrict m design and im~fementation. The Santa Monica-Malibu Schoo! District will be eligible to apply for these funds o Coordinated Homeless Case Management The Federal Department of Housing and Urban Development ~HUD} awarded 54.2 mill~on of Shelter Plus Care funding to the C~ty of Santa Monica This program will target apprflximately 100 homeless mdi~iduals annually over a five to ten year period through an ~nnavative ser~ice model approach that brings together a consortium of area homeless service providers and two local non- ~0 profit housing and de~elopment organizations to provide outreach, assessment, serv~ces and housing to She[ter Plus Care program participants. At the heart of the proposed prograrn will be an intensive and comprehensive case management model that w~11 be ~mplemented ance the Shelter Plus Care participant is placed in permanent housrng Direct funding assistance for HUD's Shelter Plus Care Program will prov~de for rental assistance anly, case management and related supportive services are the pro~ided by the consortium af service pro~Eders as a match to the fundmg award. Upon rnaking rnit~al applicatian for the Shelter Plus Care program ~n July 1993, City Council appro~ed, in cancept, the award of additional City matchmg funds far the purposes of implementing this program if funded by HUD To thas end. City staff recommend the allocation of approximateiy 5300,00~ En one-time matching funds to be arr~ort{zed o~er a three-year perEOd to serve as a catalyst for establishing a caordinated case management program to target parttc~pants within this Shelter Plus Care pragram These funds are currently available through a General Fund reser~e account established for the implem~ntation of Task Force on Homelessness recommendations as appro~ed by City Council m April 1992 City staff will be work~ng clQSe[y with the consortium of local homeless service providers to implement this pragram over the next several months The allocation of 5300,00o will be availabfe to directly fund case manager staff positions ta work exclusi~ely with Shelter Plus Care pragram participants. An RFP ar other fundmg process wiEl be inrtiated later m 1994, once HUD has pravided further directron to the City Funding would be limited to a three-year period anly City staff may recommer~d eventually redirecting a portion of the ~7 rnillian in annual ongo~ng operating funds currently supparting ernergency services to fund this program com~anent after the th~rd year In addit~on, City staff will seek to expand this coordinated case management program to mclude the FamiEy Self-Sufficiency and special hameless Section 8 programs administerecf by the C~ty's Hausing Authority. These programs mobilize HUD housing assistance to leverage public- and private-sector ser~ices ancf resources that can help res~dents of publ~c and ass~sted haus~ng to ach~eve ecanam~c independence Use of housing as a stabilizEng force perm~ts t~e famrlies and individuals partic~pating in these programs to ~nvest their energy in other efforts - rnc~~dmg employrnent, educatian, and aob training - that are necessary to achie~e s~lf-suffic~ency o Gang Interve~tion anci Pre~entian fn the past few years, there has been an ir~crease ~n vandal~sm, student drop- out rates, and shoot~ngs. There is a growing cQncern for safety among yout~ 11 and parents that matches the unadt~ressed sense of hapelessness and anger expressed m socially unacceptable beha~ior mclud~ng ~iolence among youth Althaugh reasons for such behavior are as complex as the issues young people face today in growing up, there is a need for attention to the needs af youth who are at risk of not being able to survive into ad~lthood with the skills necessary for parenthood, employment, and careeror educat~onal development. It is important to provide the resources necessary for youth to make alternat~ve chaaces wh~Ee maintain~ng the mtegraty af their experience This area is considered ta be a crit~ca~ unmet nE~d in Santa Monica. City staff propose ta sohcit proposals far programs that demonstrate inno~ative approaches for the del~very of serv~ces to young peopEe ages 16-24 who are at risk of the dangers resulting frorr~ criminal or violent behaviar. This shall include the pro~rsion o# pragram activrt~es that w~k~ target youth in~olved ~n "gar~g" acti~ities. Programs to be consrdered may invo[ve the arts, case management, peer counseling, family livmg skilis and mentorrng between older and younger yauth or youth and adults Memlaers of the target papulatian must t~e invol~eci in program development anci, where passible, operatio~s. Applicants must work coilaboratively with other youth serving agencies, the Santa Monica Malibu School Distric~, Santa Mon~ca College, the Santa Mon~ca Police Department and demonstrate a knowledge of the youth commun~ty ~n Santa Monica Funding is not currently ~der~tified in this area, Therefore, as the CD Plan and funding recommendatior~s for FY 1994-95 are developed, City staff will consider reallocation o# up to $ ~ 00,000 for this new effort 11. CDBG Grantee Performance Report (GPR) The attached Grantee Performance Report {GPR} (q~~achment IV} provides a year-end performance review describing the use af the CDBG entitlement funds expended in FY 1992-93.
