Furthermore, staff recommends that the City Cauncll authorize the City Manager to negotlate and execute a professional services contract with CMI Englneering Consultants, a constructlon management flrm, for constructlon management of the street work undertaken. The negotiated fees for this contract shall not exceed $112,000.00. Eack<0round Each fiscal year, the Clty Councll authorizes the implementatlon of street lmprovements slated by the Department of Environmental and co en Publlc Works Management for the year including street resurfacing, eJ (Y) lUA-L - = L&J L&. slurry sealing, and curb, gutter, curb ramp, bus pad, and sidewalk repairs The priority projects for the year are determ~ned through an evaluatlon and ~nspectioro of streets that ranked high ~n the hlerarchy of warranted street repa~rs outl~ned in the "Pavement Management System" Report. Th1S report has been required since 1989 to qualify for federal fund1ng and 18 updated annually. It ranks the cond1t1on of all streets, sldewalks, curbs, and gutters in the C1ty. DiscusS10n During the on-site 1nspect1on of these priority locations, evaluation f'..lrther quallf1es streets for type and schedule of repair by age, surface and subsurface conditlons, complaints recelved, type of use (1. e. , commercial, industrial or residentlal), current traffic volume, and projected change of use or volume. F1nancial cons1derations are also factored into the scheduling of the street resurfac1ng pro] ects. More comprehensive projects requlring appurtenant work on gutters and sJ.dewalks are more costly, llroiting the number of locations that can be addressed in one year. Every effort is made to repair and recycle eX1sting 2 pavement rather than unnecessarlly lTICUr the expense of total pavement replacement. Badly damaged streets are resurfaced by heatlng and scoring the top 1 lnch, addlng oil to reJuvenate the pavement and then adding 1 lnch of new rubber-asphalt. For streets with ~ore Ilmlted traffic and/or where the pavement lS not as badly damaged, an asphalt slurry coatlng of approximately 1/8" thickness ::LS applied over the old pavement. ThlS seals the cracks and prevents stormwater lntrusion, and smooths surface irregularitles. Revenues wlll be 5 deposlted ln FY 1996-1997. Unpaid assessments will appear on the dellnquent property owners' ?Y 1996-97 property tax blll. Plans and speclflcations were also submltted to four constructlon Journals, and were sent to SlX women/minorlty bUSlness enterprise (WMBE) assoclatlons Biddlng packages were requested by 15 contractors. Granlte Construction $ 3,145,023 00 Clty Engineer's Estimate $2,300,000.00 to $2,500,000.00 6 The lowest bldder, Los Angeles Englneerlng, Inc., supplied the Clty wlth three references and all references reported that the contractor's work was satisfactory The State Contractors License Board verlfled that the Contractor's llcense is current, active, and ln good standing The professlonal services constructio~ management contract lncludes lnspectlon and management of the constructlon work detalled above. Requests for Proposals were sent to 7 firms. The City recelved 3 replies WhlCh were scored by a staff committee of three (3) eng lneers and one ( 1) street lnspec tor. Three (3) firms were lntervlewed by the same commlttee resultlng in the selection of CMI Englneerlng Consultants. ThlS firm has recently completed work on a street resurfaclng proj ect ln Hermosa Beach slmllar to thlS proJect where thelr expertise and efficiency were highly praised. They supplled the city wlth three (3) references and all references reported that the consultant's work was excellent. Budoet/Flnancial Analvsis Assessments from resldential properties are expected to generate approxlmately $227,000 in revenue in FY 1996-97 WhlCh will be deposited In Revenue Account Number. 7 "Sldewalk Repair" 01-500-421-00000-0179-10000. Also, bonds and cash payments from the assessment dlstrlct will fund an estimated $422,800 ($373,953.50 In construction costs) of the proJect through the Improvement Act of 1911 in the commerclal/lndustrial portlons of the contract. The assessed total lncludes costs associated wlth project deslgn, management, and admlnlstration. Authorlze the City Manager to negotlate and execute a contract with CMI Englneering Consultants for constructlon management services durlng the street resurfacing work in an amount not to exceed $112,000; 3. Authorlze the City Englneer to lssue any necessary change orders to complete addltlonal work in conformance with the Admlnlstrative Instructions on change orders; and 9 4.
