SUBJECT: Increase of Beach Parking Lot Fee
Introduction
ThlS report recommends the lncrease of the beach parking lot fee from Two
Dollars ($2) to Three Dollars ($3) effecitve July 1,1981.
Background
The State Department of Parks and Recreatlon has received approval to increase
the day use fees (parking fee) at State Parks to $3.00 at warm water beaches
July 1, 1981, and other facillties on Jan. 1,1982. This was undertaken to provlde
a means for the L.A. County Department of Beaches to defray a portlon of the
operational costs of llfeguard serVlces at State Beach Parks.
The plan devised by the State calls for the increase to be used by the Clty of
Santa Monica to pay for llfeguards on this beach. Currently the County spends
$850,000 for llfeguard services in Santa Monlca. The State estimates that approx'mately
$450,000 would be realized by the lncrease. The Clty and County are now negotiating
a formula for the relmbursement without agreelng to a flgure at this tlme.
The Recreatlon and Parks Commisslon held a public hearing on this matter at their
regularly scheduled meetlng June 18, 1~81. The Commisslon recommends the fee
lncrease to the City Councll as a result of that hearing. There is no corresponding
increase planned for the monthly permits. The County of L.A. wlll also be
increaslng fees at thelr parking facilltles.

The Recreatlon & Parks Commlssion met in regular session on June 18, 1981. At
this meeting a publlc hearlng and discusslon was held on the requested lncrease in
beach parklng lot fees from $2.00 to ~3.00. effectlve July 1, 1981.
A motion
was made at thlS meetlng to forward the following recommendation to the Clty
Councll.
Mr. Naylor nloved to approve staff's recommendation, and increase the beach parklng
lot fees to 53.00, commenclng July 1, 1981. The motlon was seconded by Mrs. Verge
and carrled unanlmously.

OF SANTA MONICA AMENDING SECTION 2A OF
RESOLUTION NO. 1786 (CCS) PE~TAINING TO THE
RULES AND REGULATIONS FOR THE OPERATION OF
PARKING LOTS ON THE BEACH.
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOllOWS:
SECTION 1. Subsectlon A of Sectlon 2 of Resolut1on 1786 (CCS)
1S amended to read as follows:
A. The rates to be charged shall be flxed by the C1ty Manager
from time to tlme. but ln no event shall exceed three dollars per day.
SECTION 2. The Ctty Clerk shall certify to the adoptton af thlS
resolutlon and thenceforth and thereafter the same shall be In full force
and effect.

SUBJECT: Monthly Parking, 1750 Beach Parking Lot
Introduction
This report recommends the installatlon of parking meters in a portlon of the
1750 Beach Parking Lot.
Background
The 1750 Beach Parking Lot 1S located at 1750 Applan Way, south of the Sea Castle.
There are 112 parklng spaces 1n the lot.
The problem concern1ng the lot is overnight parking. Current council policy
restrlcts parking ln the beach lots from sunset to sunrise without a valid permit
issued by the Recreation and Parks Department. Staff, in response to many
citizen requests, changed the lot designation from open parking to permit only
parking. It was determined ln response to other citlzen reactlon that a coastal
permlt woyld be necessary to change the deslgnation. Staff then returned the
lot to ltS orlglnal status and requested the Recreation and Parks Commission to hold
a public hearing on th1S matter.
At the January 15, 1981 Recreat10n and Parks Commlssion meeting, the public hearing
was held. Representatlves from the Sea Castle, the general publlC and Alcan
Management of the Sea Castle apartments were present at that meeting. The
Commlssion, upon receiving their testimony, referred the ltem to staff for their
recommendation. Staff, based upon testimony at that meetlng, recommended a row
of parking meters be installed and that all users of the lot pay when using the
meters.

The Recreation and Parks Commiss1on at their February meeting adopted staff's
recommendat1on. Representat1ves from the Sea Castle and others were not spec1fically
notifled of this meeting and d1d not attend. Following this meeting, representatives
from the Sea Castle apartment tenant's union contacted staff expressing thelr
objection to staff's recommendation, and the1r concern that they felt that they
should have had an opportunity to discuss the recommendations with the Comm1ss1on.
Staff met on March 17 with representatives from Sea Castle tenant's union, Alcan
Management and the general public to discuss the matter further.
Staff resubmitted the matter to the Recreation and Parks Comm1SSlon at their April
meeting. The President of the Sea Castle tenant's union, as well as others
particlpated 1n this meeting.
The Commiss1on recommends the installation of 20 parking meters. The meters are
recommended to operate on an hourly rate of 50~ per hour from sunset to sunr1se.
The monthly permlts wlll be honored in the metered spaces.
Recommendation

It is recommended City Council adopt the attached~on ordering the installation
of 20 meters at a cost of $6,400 in the 1750 lot and establish the rate of 50d per
hour between sunset and sunrise, and appropriate $6,400 from the unappropriated beach
funds account 11-400-522-000-920 for their installation.
