A..\1S/lff Attachment U--7'--Y) ) J c ,~cC ~ ~ " ~ , ~ Fa1r Election Practices Commission 1984-85 Work Plan The purpose of this work plan 1S to articulate a methodology for the fulfillment of Commission responsibilities as currently estab- 11shed by the Municipal Code and as proposed by the Cornrn1ssion 1n lts recommendation to the City Council on September 27, 1983. OBJECTIVE l. To review and examine all political campaign contribution/ expenditure ~tatements filed with the City Clerk in relation to City elections and to approve those which c~mply with City and State Codes. Time Frame: Hold review meetings beginning 4S days ) before the City election and 6S days after the election, and further meetings as necessary to complete the review and examination. OBJECTIVE 2. To investigate complaints filed wlth the City Clerk relative to violations of ordinances or laws related to City elections and election practices. Time Frame: Within 30 days the Commission will determine whether or not a violation has likely occurred. Prose- cutions wlll be referred to the District Attorney or other prosecutorial body having the power to act. OBJECTIVE 3. The Commission will amend its rules and regulatlons document to incorporate the following activities not ) currently specified in Section 11204 of the Municipal Code. A. If campa~gn statements do not comply with requirements, the Commission will contact the committee involved in order to bring about compliance. If discrepancies remain, the Com- mission will notify the appropriate government regulatory agency and appropriately publicize the problem for the benefit of the voters. B. When' a violation has been identified, the Com- mission will inform the candidate of the viola- tion and notify the City Clerk and other elec- tion officials. If the candidate makes no effort to correct the violation, the Commission will ) make this refusal known to the voting public by any legal means poss~ble. C. After each municipal electio~, the Commission will review the election for compliance with . election laws regarding dissemination of in- formation and ease of voter participation. Any recommendations for change will be made to the City Council within 6 months of the election.
