INTRODUCTION
This report requests that the City Council convene a public heanng and approve the FY
1999-00 One-Year Action Plan (Attachment I) as requIred by the U S Department of
Housing and Urban Development (HUD) to receive and Implement HOME and Community
Development Block Grant (CDBG) entitlement funds
BACKGROUND
The One-Year Action Plan IS submitted annually to HUD It delineates the City's speCific
projects and actiVities for one-year use of CDBG and HOME funds In order to meet the
City'S overall hOUSing and community development needs as specified In the Consolidated
Plan (FY 1995-2000) adopted by City Council and submitted to HUD In May 1995
DISCUSSION

HOME funds have been Increased from $690,000 to $742,000 (a 8% Increase) over the
FY 1998-99 entitlement award and CDBG funds have been Increased from $1,558,000 to
$1,568,000 (a 1 % Increase) CDBG program Income of $686,200 IS estimated from the

Multi-Family Earthquake Repair Loan (MERL) program, the sale of City-owned property
located at 1833 - 18th Street, and the rental of the Plco/Cloverfleld site All HOME and
CDBG fundIng recommendations and revenue projections are Included as part of the City
Proposed FY 1999-00 Budget
RECOMMENDATION
CIty staff recommends that the City Council convene a public hearing for public comment
and adopt the FY1999-00 One-Year Action Plan (Attachment I) as required by the U S
Department of HousIng and Urban Development (HUD)

assistance In FY 1999-2000 for extremely low-, low- and moderate-Income persons citywide

HOUSING AND COMMUNITY DEVELOPMENT RESOURCES
The City of Santa Monica has access to a variety of federal, state and local resources to achieve Its
housing and community development goals SpecifiC funding sources Will be utilIzed based on the
opportunities and constraints of each particular project or program Table 1 summanzes the major
sources and current levels of funding available to carry out houslng and community development
activities In Santa MOnica
The City of Santa Monica currently receives entitlement grants from the U S Department of Housing
and Urban Development (HUD) through Home Investment Partnership Act (HOME), Community
Development Block Grant (CDBGI programs, and administers a varrety of HUD-asslsted programs
Including Section 8 Certificate, Family Unification, Family Self-Sufficiency, and Shelter Plus Care
programs In additIon, the CIty provides funding to housing and community development actIvities
through Its own local resources. ThIS Includes a General Fund contnbutlOn of over $4 6 million to
essential communlty and human service programs {based on proposed FY 1999-2000 allocations}
The City Will continue to support a Wide range of housing and community development activities In
FY 1999-2000 To the extent possible, the City Will seek to leverage funding from other public and
prrvate entities to strengthen the programs and activitIes established In the five-year strategic plan
and one-year action plan Local funding sources, Includmg redevelopment set-aside, TORCA,
IncluslOnary Housing, General Fund, and conventlonalloans, Will be used as the local match for the
City's HOME programs.

GEOGRAPHIC DISTRIBUTION
Based on the 1990 Census data, three census tracts (7017 02, 7018 01 and 7018 02) had
significant concentrations of non-White populations These census tracts encompass the area
commonly known as the PICO Neighborhood An ethnic concentration IS defmed as any census tract
with 30 percent or more non-White residents In tracts 7018 01 and 7018 02, "minorities" were
In fact the maJority, with over 50 percent of the tract's population comprised of non-White persons
(see Figure 1) Accordmg to the 1990 Census, over 51 percent of the populatIon In census tracts
7018 01, 7018.02 and 7019 have Incomes at or below 80 percent of the Median Family Income
for the Los Angeles-Long Beach Metropolitan Statistical Area These tracts are considered areas of
low and moderate Income concentration (see Figure 2)
A number of FY1999-2000 proposed projects are located In areas of minOrity concentratIon and
benefIt low and moderate Income persons (census tracts 7018.01 and 7019) For specIfiC project

MONITORING
The City currently uses various administratIve mechanisms to track and monitor progress of HUD
funded projects and activities that are under Its control and JUriSdiction The goal IS to ensure that
Consolidated Plan-related programs and activities are carned out In a timely manner In accordance
With federal regulatIOns and other statutory or regulatory reqUirements. The primary monitoring
goals of the City IS to provide technical aSSistance, Identify defiCienCies and promote corrections In
order to Improve, reinforce, or augment the City's Consolidated Plan performance
To ensure the accomplishments of the goals and obJectives, the City IS mvolved With administration
and coordination of City-funded programs and related actiVities An Interdepartmental COSG team,

assessment, 2} emergency shelter, 3) transitional housmg, 4) permanent and supportive hOUSing,

ECONOMIC DEVELOPMENT
The City has sought to create jobs through the establishment of development agreements executed
prior to major commercial developments that give local preferences for hlrmg Santa MOnica
residents The City actively participates In the Santa Monica Job Developer Network and has
recently established a workmg group conslstrng of representatives from the Chamber of Commerce,
Santa MOnlca-Mallbu Unified School DistriCt, Santa MOnica College and staff from the City's
Economic Development and Human Services DIVISions. These organizations, along with SIX other
City-supported employment programs, work toward developing policies and programs that promote
job placement and job creation targetrng low-rncome youth and adults
OBSTACLES TO MEETING UNDERSERVED NEEDS
Recent federal, state and county funding cutbacks have Impacted the ability to address the social
service and housing needs In Santa MOnica Additionally, federal changes to welfare system will
have great Impacts on the availability of resources to low-income people The City will contmue to
assess the Impact of welfare reform and any resultmg Increased demand for affordable housing,
employment, chlldcare and other supportIve servIces. The CIty contmues to work In collaboratIon
With surrounding JUriSdiction nonprofit organizations, and other community groups to coordinate and
mOnitor the delivery of social services ThiS entails working With such groups Including, but not
limited to, the Westslde Shelter and Hunger Coalition, the Westslde Cities Summit (Beverly Hills,
Culver City, West Hollywood, Mallbu, West Los Angeles), the Youth Service Network, the ChJldcare
Task Force, the DomestiC Violence Network, and others to Identify and meet critical gaps In
services. Fund leveraging, resource development and coordination of services are cntlcal activItIes
that Will be undertaken to address significant budgetary and programmatic constrarnts.
AFFORDABLE HOUSING
The CIty contmues to fund Community Corporation of Santa Momca (CCSM) to maintain the eXisting
730 affordable hOUSing umts In addition, CCSM and the City work In partnership to develop new
affordable hOUSing units rn Santa Monica The City admrnlsters five affordable hOUSing trust funds
plus an earthquake repair loan program, Implements an IncluslOnary HOUSing and Rent Control
Ordinance, and administers Section 8 hOUSing assistance program to preserve affordable hOUSing
opportumtles throughout the City
BARRIERS TO AFFORDABLE HOUSING
The City of Santa MOnica continues to monitor, analyze and address market conditions and
governmental factors that may act as barners to affordable housmg
Market factors that tend to restrict affordable hOUSing production are high land costs, high
construction costs and the availability of finanCing The City of Santa Monica has little Influence
on land costs or constructIOn costs The City does, however, have an active program In place to
make below market finanCing available for affordable housmg projects

Governmental restrictions can also constrain the productIon and preservation of affordable housing
The City of Santa Monica continues to mOnitor, analyze and address, as necessarYr governmental
regulations, land use controls and reSidential development standards which affect the production and
preservatIon of aHordable housing. The CIty has recently adopted an update to the Housing Element
of the General Plan which Incorporates a variety of programs to facll1tate the production of
affordable and market rate housing
LEAD-BASED PAINT HAZARDS
The City continues to Implement the follOWing strategies to reduce lead-based paint hazards:

SOCial service delivery and hOUSing production and rehabIlitation rn Santa Monica by non-profit
agencies IS coordmated through the City's annual fundrng process The City Council reviews
proposed projects and programs and funds those which meet the City's goals. In addition, there IS
the Wests Ide Shelter and Hunger Coalition (WSHC) With representatives from agencies Involved With
emergency shelter, affordable housmg, and supportive services on the west side of Los Angeles
WSHC meets regularly to coordrnate efforts, rncludlng lobbYing the county, state, and federal
government The City also partiCIpates In the Job Developer Network to promote the Job creation
targeting low-rncome youth and adults.
The City of Santa Monica supports a number of commissions represented by Interested cItizens to
monrtor the needs of speCIfic groups and advise the City Council on the best way to address these
needs They are the Housmg Commission, SOCial Services CommiSSion, Planning CommiSSion,
CommISSion on Older Amencans and Commission on the Status of Women. The City Council also
appoints citizen task forces to address special Issues, such as the 1991 Task Force on
Homelessness The Task Force reViewed the causes of homelessness, assessed the needs of the
homeless population of Santa Monrca, and formulated comprehensive recommendations to address
those needs and other problems associated WIth homelessness The City contrnues to Implement

The Los Angeles County Housing AuthOrity (LACHA) owns and operates five publiC housing projects
In Santa MOnica These projects were bUilt by Los Angeles County prior to the City establishing Its
own Housing Authority The City of Santa MOnica does not administer any public housing The
LACHA does have reSIdent managers at these projects and they do have public housmg
modernization program to Improve the living environment of each project
The LACHA encourages the partIcipation of reSidents In the operation, management and
modernization of the projects owned and operated by the LACHA

submitted With the loan applicatIon
