INTRODUCTION
This staff report recommends that the Clty Council conduct a public
hearlng, certify the Envlronmental Impact Report (ErR), adopt the
Bicycle Master Plan, adopt the mltlgation monitoring program, and
amend the Land Use and circulatlon Element of the General Plan to
incorporate the bicycle route network.
BACKGROUND
The city proposed Bicycle Master Plan facilltates and encourages
bicycle ridership in Santa Monica.
The Plan provides a wide
variety of facility improvements and ongoing programs to facilitate
the use of blkes for both transportatlon and recreation purposes.
Many factors motivated thlS study, including concerns over air
pollution, trafflc, the desire for an increase ln bicycle commuters
through the Cl ty' s adopted Transportation Management Plan, and

enhanced recreational opportunities. An adopted Plan would also

assist the C1 ty in meeting the regional requirements of the
Congestion Management Plan and Air Quality Management Plan and the
goals of the City's recently adopted sustainable City program.
city residents benefit from this plan because bicycle ridership:
o Is pollution free
o Is energy-efficient
o Offers p01nt-to-po1nt flexibility
o Offers flex1bility of departure time
o Is enJoyable
o Rel1eves stress and promotes health
o Is qUlet
o Consumes little space
o Is econoIn1cal
Barriers to bicycle use currently exist within the C1ty, with some
people perce1v1ng that it is dangerous to ride in the streets,
while others forego the b1cycle for lack of secure park1ng.
This plan addresses the existlng barriers. The Plan incorporates
a b1cycle route network, public and employment related bicycle
parking, an educat10n and awareness campa1gn, and other minor
facility improvements and programs.
By carrying out the Plan,
Santa Monica wlll become a safer, more conven1ent place to bicycle
for transportatlon and recreatlon purposes.
HISTORY OF BICYCLE MASTER PLAN
The development of the Draft Bicycle Master Plan began with a
community scoping rneet1ng on May 16, 1991. The meeting was held to
gather publ1C 1nput on issues such as where new b1ke routes are
needed, where publ1C bicycle park1ng 1S 1nadequate, what kind of

amen1t1es are important to encourage employees to r1de to work, and
how to address safety} awareness} and pro~ote the use of bicycles
in the C1ty.
At that scop1ng meeting 1t was suggested that the
Plan address the following existing problems:
o East/west routes that parallel arterials have
frequent stop slgns
o There are no north/south bike routes other than the
beach b1ke path
o Existing bike routes lack connectivity and
relationship to dest1nat1ons
o Existing bike racks at C1ty parks are inadequate
After the workshop, the or1ginal Draft Bicycle Master Plan was
developed with a proposed b1cycle route network, public and
employment related b1cycle park1ng I an education and awareness
campaign, and other fac1l1ty 1mprovements and programs.
The bike route network proposed in all of the Plan's versions 1S
determined to be an inter-connected network of routes to and from
significant dest1nation/or1gin points.
These p01nts include:

o Third Street Promenade
o Res1dential areas
o Main street/Ocean Park
o Beaches
o Pal1sades Park

The originally proposed bicycle route network consisted of the
following route classificatlons:

o Class I Bikeways (Bike Paths) - completely separate
bicycles from motor vehicles. The beach bike path
is a Class I bikeway. There are few places in the
city where space is avallable for new bike paths.
o Class II Blkeways (Bike Lanes) - dedicated lanes on
existing roadways for blcycles.
o Class III Bikeways (Bike Routes) - signed routes
where blcyclists share the streets with motorists.
o Bicycle Boulevards - These were originally proposed
ln the Bicycle Master Plan, but have since been
elirnlnated. The blcycle boulevards were
recommended on certaln, primarily resldential
streets in WhlCh barrlers are placed approximately
every six blocks to discourage automobile through
traffic. Through automobile trafflC is diverted to
parallel streets, leaving only local traffic and
bicycles on the blcycle boulevards.
A comprehensive public blcycle parking plan is also proposed to
provide bicycle parklng in all commerclal and retail zones in the
City, in front of pUblC buildings and in recreatlon areas. Secure
bicycle parklng would also be requlred in new work sltes. The Plan
proposes to use a standardized parklng device for easy recognition
and use throughout the city. Blcycle park-and-ride stations will
provlde secure parklng at bus stops.
Accompanying the facillty lmprovements is an education and
awareness campaign.
Safety programs would teach students from
elementary school through college, employees working ln Santa
Monica, and other adults to ride safely. The Clty would produce a
bicycle map wlth numbered routes, parking locations, and safety
lnformation as an easy reference document for bicyclists. A
promotional campaign would educate bicyclists as well as motorists

about bicycle and traffic safety.
Santa Monica would also make
facillty lmprovements such as replacing drainage grates and paving
over railroad track crossings.
The Plan is proposed to be financed through a variety of federal,
state, county and local sources dedicated for blcycle use only. No
city General Fund monles wlll be used.
Oriqinally proposed MOdifications
The followlng outllnes the major modifications to the street
network which were proposed to implement the original Draft Bicycle
Master Plan:
o Bicycle Boulevards were recommended on:
Alta Avenue
Washlngton Avenue
Arizona Avenue
Pearl Street
Ashland Avenue
Portions of YalejStewartjTwenty-Eighth
o Class II blke lanes were recommended on numerous
streets. On Seventh, Eleventh and Seventeenth
streets, the improvements needed to implement these
Class II routes from San vicente to the southern
Clty Ilmlts would lnclude:
Removal of on-street parklng on one side
of the street ln some single family
neighborhoods north of Montana and in
Sunset Park where there is less demand
for street parking.
Roadway widening by narrowing portions of
the parkway. This would occur on
Eleventh and Seventeenth Streets between
Montana Avenue and Wilshire Boulevard, on
Seventeenth street between the freeway
and P1CO Boulevard, and on Ocean Park

Boulevard between Lincoln Boulevard and
Eleventh street.
Removal of two-way left turn lanes in the
mId-block sections on Seventh, Eleventh
and Seventeenth Streets between Wilshire
and OlympIC Boulevards. Left turn lanes
at IntersectIons would not be removed.
o Other Class II bike lanes were recommended that
would require:
RestripIng of eXIstIng streets to narrow
the center lane and provide more room in
the curb lane so that a bike lane may be
added.
Merely strIpIng a bike lane
suffICIent road width exists.

o The Class III bike routes would be Incorporated
only through the proper signage of the routes.
o Bicycle parking was recommended throughout the
downtown and commercial areas of the CIty and at
city parks and beaches. The parkIng in the
commercIal areas would be prOVIded mainly through
parking meter mounts, which would provide secure
bicycle parkIng on a parkIng meter. These parking
meter mounts were proposed for every two or three
parkIng meters in the parking dIstrIcts. Where
parkIng meters do not eXIst, the city standard bike
rack would be used.
o The Plan proposed the creation of park-and-ride
statIons for bicycle commuters who wish to use the
longer distance advantages of transit. Both short-
term bike racks and long-term bIke lockers would be
provided at these locations.
o The Plan proposed bIcycle parking standards for new
development, generally as a percentage of
automobIle parkIng requirements.
o Some improvements were recommended as long-term
improvements. These included the addition of a
bIcycle brIdge over the Santa MonIca Freeway near
Seventh street, the WIdenIng of the Fourth Street
BrIdge over the freeway (this could be done in
coordination with the CIVIC Center Master Plan),
and the addition of a bike ra!Tlp from the Santa
Monica pier to the beach bIke path.

PUBLIC PROCESS
In November, 1991 copies of the Draft Bicycle Master Plan were made
available to the publlC for purchase. A publlC workshop was held
December 5, 1991 to present the Draft Plan and receive public
comments. Notification of the availability of the Plan and the
public hearing before the Planning Commlssion was mailed to over
500 interested people, lncluding those present at the previous
workshops on the Blcycle Master Plan.
The City's Task Force on the EnvironMent reviewed the Plan at its
December 16, 1991 meetlng and approved the Draft Bicycle Master
Plan 1n concept with C08ments.
The Planning Comnisslon held a publlC hearing and reviewed the
original Draft Bicycle Master Plan at lts February 19, 1992 meeting
with numerous comments, including
o There should be slgnalized crosslngs at AshlandjTwenty-
third street and at WashlngtonjTwenty-Sixth street (in
assoclation with the bicycle boulevards) .
o Are the blcycle boulevards necessary?
o Why isn't there an east/west route to the Colorado Place
and Watergarden work center? Could Broadway be narrowed
to two lanes to acco~rnodate bicycle lanes?
o Do not widen streets for a blke lane if it requires the
removal of mature trees.
o The Exposition rlght-of-way should be used either as a
long-term or interlm bicycle facllity.
o Do additional community outreach.

In May, 1992, two additional public workshops were held by City
staff, one in the north of Wilshire area of the City, and the other
1n the Sunset Park ne1ghborhood.
REVISED JULY, 1992 DRAFT PLAN
Following the public comments and comments from the Planning
Commisslon and Task Force on the Env1ronment, staff proposed that
the Council adopt a revised Draft B1cycle Master Plan for study in
an ErR. FOllowing comments by the Clty Councll, the revised Plan
included:
o Only Class III routes on Seventeenth, Eleventh and
Seventh Streets between San vicente and Montana.
o Removal of all b1cycle boulevards except for Pearl and
Washington. Conduct additional public outreach along
those two routes to assess community support.
o Restripe Broadway to one lane in each direction with a
two-way turn medlan and a bike lane between Lincoln and
Twenty-Sixth Street. Th1S 1S slM1lar to the restrip1ng
that has occurred on Main Street, and would provide
1mproved b1cycle access between downtown and the special
office distrlct. Simllar restrlping is already
implemented on a trial perlod on Broadway between Twenty-
sixth and Cent1nela as part of the Mid-city area
nelghborhood traffic plan.
o Different al ternati ves for improving traffic in the
downtown area are belng considered as part of the Bayside
Distr1ct Specific Plan process. As part of that
discussion, a system of one-way streets or street
restriping are belng cons1dered, with the possible
inclusion of b1ke lanes. The results of this analysis
may include bicycle facilities that connect with the rest
of the bike route network.
After the city Council meetlngs, public workshops were held
surrounding the proposed bicycle boulevards on Pearl Street and

Washington Avenue. Residents were notified through advertisements
in the newspaper, mailing lists of residents In the area, and
flyers dlstributed In a two block radius around the length of the
proposed boulevards. Turnout to both sets of workshops was light,
wlth lIttle support or opposition expressed on the bicycle
boulevard.
since the Councll's dlrectlon was to ascertain the
support for bicycle boulevards, and there did not appear to be
wldespread support, the proposed project In the EIR studied these
streets as Class III routes. An alternative to the project in the
EIR analyzed these streets as blcycle boulevards.
PROPOSED BICYCLE MASTER PLAN
After these community meeting, public hearings, and comments from
the Task Force on the EnVIronment, Planning Commlssion, and City
Council,
the proposed Bicycle Master Plan
(revised April,
1994) presented to the Cl ty Council at thls tlme includes the
following elements:
o An extenslve blcycle route network throughout the city,
including: Class II routes on portions of 4th, 7th,
11th, 17th, Arizona, Broadway and Pearl, and Class III
routes on portions of 7th, 11th, 17th, Yale/stewart,
Hashington, Ashland and Pearl. The proposed Class I
bicycle paths ln the Civic Center Specific Plan have been
lncluded in the Plan and replace some prevlous proposals
for the area. See Attachment A for a map of the planned
network.
o Inprovements necessary to implement these routes include
removal of the mid-block two-way left turn lane on 7th,
11th and 17th streets from Wilshire to the Santa Monica
Freeway, restriping of Broadway from Lincoln to 26th
street to one auto lane In each direction with turn lanes
and bicycle lanes (similar to Main Street restriping),
and strlplng of streets were sufficient width already

exists. See Attachment B for the proposed improvements
necessary to implement the proposed route network.
o Long-term lmprovements llke the widening of the Lincoln
Boulevard brldge over the 1-10 freeway for a blcycle lane
across the freeway near 7th street and Santa Monica High
School, and a ramp from the pier to the beach blcycle
path.
o Bicycle parking throughout the commercial and
recreatlonal areas of the Cl ty through parking meter
mounts and blcycle racks.
o Bicycle parking requirements for new non-residential
development at the rate of 5% of the automobile parking
requirements. These requlrements have already been
adopted by the Clty Councl1 as part of the recent update
to the Clty's parking requirements ln the Zoning
Ordlnance.
o An education and awareness campalgn.
The proposed Plan at thlS tlme does not include any bicycle
boulevards or street wldenlngs since there has been llttle public
support for the changes. See Attachments A and B for the proposed
blcycle route network and modlficatlons. See Attachment C for the
entire April, 1994 Blcycle Master Plan.
COST ESTIMATE
The total cost of design and constructlon of the proposed Plan is
$1,287,7746.
However, this total cost includes a few expensive
proposals, like the widening of the Llncoln Boulevard brldge over
the 1-10 freeway ($500,000) and the ramp from the Pler to the beach
blcycle path ($120,000), and a 15% contingency.

The Plan will be funded as monies become available from TDA Article
3 local return monies dedicated to bicycle programs, or county,
state and federal grant mon~es. No city general fund monies will
be used to lmplement the plan. The city has already received grant
money for implement~ng the Broadway restr~plng proposal and the
7th, 11th and 17th street proposals fron W1lshire Boulevard to the
freeway. These grant monies are being held unt1l approval of the
Plan incorporating these proposals by the City council.
ENVIRONMENTAL IMPACT REPORT
An Env1ronmental Impact Report was prepared on the Draft Bicycle
Master Plan (see AttachMent D). The EIR analyzed potential
negative and beneficial impacts 1n the areas of Transportation and
circulation, Air Quality, Noise, Energy, Aesthetics, Public
Services, and Ne1ghborhood Effects.
The EIR dld not ldentify any significant impacts due to
implementation of the Blcycle Master Plan after mltlgatlon. One
lntersection, Llncoln Boulevard and Colorado Avenue, was identified
as having a slgnlficant impact after implementation of the Class II
bike lane on Broadway through reduct10ns of travel lanes. The EIR
proposes to rnlt1gate the lmpact through implementation of a
coord1nated slgnal control system which the City is in the process
of implementing. Construction related impacts were also identified
in the Noise analysis, but are not signiflcant after incorporation
of mitigation measures from the C1ty'S adopted noise ord1nance. If

the Council approves the Bicycle Master Plan, it should adopt the
attached Mitigation Monitoring Program to insure implementation of
the mitigatIon measures (see Attachment E).
The ErR did identify beneflcial impacts in transportation and
circulation, alr quality, noisel energy, public services,
aesthetics, and neighborhood effects. These beneficial impacts are
due to modest but expected increases In bicycle use for both
commuting and recreational trips and the associated reduction in
automobile trafflc. The extent of the beneflcial impacts will
depend upon the increased number of bicycle riders that occur due
to implementation of the Plan.
The ErR does conduct a bicycle rldership forecast. However, there
IS no standard methodology or research on bicycle ridership
forecasts due to improved bicycle amenl tles, so the ridership
forecast provides a range of possIbIlIties based upon available
information. The information used In the forecast includes
Southern Callfornia Association of Governments (SCAG)
origln/destination surveys on mode SpIlt information, South Coast
Alr Quality Management Dlstrict (SCAQMD) Regulation XV datal and
Los Angeles County Metropolitan Transportation Authority (LACMTA)
bicycle ridershlp lnforrnatlon.
Based upon the analyslsl the ErR states that implementation of the
Plan could lead to a daily Increase of bicycle ridership from 760

to 1,580 new trips. 340 to 450 of these trlps would be commute
trips, wi th the remainder recreational trips. However,
recreational trips may still be divertlng automobile trips since
they may lnclude trlps to local stores and shops that would
otherwise have been done through driving.
OTHER ISSUES
General Plan Requirements
If adopted, the Blcycle Master Plan route network should be amended
into the Land Use and Circulatlon Element of the city's General
Plan. If the Clty Council recommends adoption of the Plan, council
should adopt the attached Resolution amending the Land Use and
Circulatlon Element of the General Plan to incorporate the route
network (see Attachment F) .
Removal of Two-way Turn Lanes
The removal of two-way turn lanes in the mid-block area of 7th,
11th and 17th streets from Wllshlre to the Freeway received one
comment letter in oppositlon at the time of the Planning Commission
public hearing ln May, 1994. W.I. Simonson Inc. feels the removal
of the two-way left turn lane on 17th street south of Wilshire
Boulevard wlll make It lnconvenient for customers to access their
drlveways and service area by maklng lt difflcult to exit and enter
parking facilltles.

However, staff feels this is the only alternative in that part of
the c~ty for lmplementing a blcycle lane, since removal of parking
in the commercial and hlgh density residential areas ~s not a good
alternative. 17th street 15 an lnportant north/south route in the
bicycle network for serving cross-town bicycle travel in the middle
of the City and has a direct connection to Santa Monica College.
An alternative of using 16th Street, 10th Street and 6th street as
opposed to 17th, 11th, and 7th Streets was examined in the Final
EIR. However, without signals at the major cross streets (Montana,
Wilshire, Santa Monica, Colorado, Broadway and Pica) and no bridge
over the freeway, Staff feels these are inferior alternatives.
The three street proposed for the removal of the two-way left turn
lane have the following average da~ly tr~ps:
7th street:
6,000 to 8,000 average dally trips from
wilshlre to the Freeway
11th street:
10,000 to 12,000 average daily trips from
Wllshlre to P1CO
17th street:
8,000 to 9,000 average daily trips from
Wilshire to Olympic.
City staff has also counted the number of park~ng lots for
commerclal buslnesses that may be impacted by the removal of the
two-way traffic lanes In the mid-block section.
On 7th street,
there are approxlmately 16 driveways in the mid-block sections,
while 11th street and 17th street have approximately 10 parking
lots each ln the mld-block sections. with the volume of traffic,

the number of parklng lots, and the apparent light use of the two-
way turn medlan, staff believes that this proposal will not have a
signlficant impact on automobile traffic or access to businesses on
these streets. The EIR also reached a similar conclusion on this
matter.
In response to the W.I. Simonson Inc. letter, staff has proposed a
IDlnor change to the striping of the remalnlng left turn pocket at
17th street and Wllshlre Boulevard to make lt longer and provide
better access to their facllity by providing a left turn area out
of the flow of trafflc on northbound 17th street.
PUBLIC OUTREACH
Public outreach has been conducted with three public workshops,
discussions with the neighborhood associations and transportation
committees through the Nelghborhood Support Center, a Planning
Commission public hearing, a city Council hearing and two community
workshops. The publ i C hear ing and workshops were noticed by
malllngs to over 500 interested lndividuals. staff has also met
with employee transportation coordinators representing businesses
in the city, and representatives of the Santa Monica Chamber of
Commerce. The Outlook publlshed a story regarding the Draft
Bicycle Master Plan and included a map of the previously planned
blcycle route network. The two community workshops in May, 1992
were notlced by maillng a flyer to every resident on proposed
bicycle routes ln the north of Wilshire and Sunset Park areas. A

recent article also appeared ln the Los Anqeles Times regarding
bicycle plannlng throughout the Westside.
PLANNING COMMISSION COMMENTS
On May 18, 1994 the Planning CommlSSlon held a public hearing the
proposed Blcycle }laster Plan and voted 6-1 to recommend City
Council adoptlon of the Plan as recommended by staff. The
Commlssion also recommended 7-0 certlflcatlon of the EIR. In
additionl the Planning Commlssion had the followlng comments:
o The Plannlng Commlssion sees the adoption of this Plan as
a first step in the bicycle planning process.
o Addl tlons to the route network should be studied and
pursued.
o The addltlon of bicycle lanes should be considered as
part of clrculatlon discussion for the Bayside District
and Montana Avenue restriping.
o Staff should hold dlScussion Wl th the Transportation
Department regardlng the opportunity to place bike racks
on buses.
o Staff should hold dlScusslon wlth the College to find a
connecting blcycle route through the College Campus.
o Addi tional improvements to the bicycle route network
should be on recreatlon trips.
o 14th street should be consldered as an additional route.
o A motlon to implement a blcycle boulevard on Washington
was not supported by the Commission on a 4-) vote.
o Concern was expressed by some Commissioners wlth safety
of proposed routes, especlally on 11th and 17th streets.

BUDGET AND FINANCIAL IMPACT
There lS no budget or flnancial impact from adopting the Blcycle
Master Plan.
As outlined above, the Blcycle Master Plan will be
implemented through the use of reglonal, state, and federal grant
monies or local return gas tax funds dedlcated for bicycle
programs.
No general fund monies are expected to be used for
implementing the Plan.
The Clty has received grant mODles for sane of the route network,
including a $75,585 Proposltion 116 grant for the restriplng of
Broadway from Lincoln to 26th street (ClP account # 20-770-416-
20093-8900-99127
and Revenue
account

These monies wlll not be used until the Bicycle Master
Plan is adopted by the Clty Council.
In addition, the CJ.ty has approxlInately $80,054 in unexpended
allocations from the local return TDA Article 3 program, and
$62,179 on reserve for the last two years of the TDA Article 3
local return allocation for Santa Monica.
The monies have been
placed on reserve with the MTA until adoption of the Bicycle Master
Plan by the Clty Council. These funds could be used to implement

bicycle signage throughout the C1ty and produce a bicycle route map
with destination and safety information.
RECOMMENDATION
It 1S recommended that the Clty Council take the following actions:
o Conduct a public hearlng on the Bicycle Master Plan
o Adopt the attached Resolution certifying the EIR
(Attachment G)
o Adopt the attached resolution adopting the Bicycle Master
Plan (Attachment H)
o Adopt the attached resolutlon adopting the mitigation
monitorlng program (Attachment E)
o Adopt the Resolution amending the Land Use and
Circulatlon Element of the General Plan (Attachment F)

A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SANTA MONICA
ADOPTING THE MITIGATION MONITORING PROGRAM
FOR THE BICYCLE MASTER PLAN
WHEREAS, a Notice of Preparation of an Environmental Impact
Report for the Bicycle Master Plan was issued in November, 1992;
and
WHEREAS, a Notice of complet1on of a Draft Env1ronmental
Impact Report was publlshed in January, 1994; and
WHEREAS, the Draft Environmental I~pact Report was circulated
for a 45 day public reView period; and
WHEREAS, 1n May 1994, the Final Env1ronmental Impact Report
was published; and
WHEREAS, the Env1ronmental Impact Report and all notices were
prepared in compliance with the California Environmental Quality
Act (CEQA), and the city of Santa Monica CEQA Guidelines; and
WHEREAS, the Planning commission has reviewed and consldered
the contents of the Final EIR 1n its decls1on-making process; and

WHEREAS, the Planning Commisslon held a public hearing on May
18, 1994 to hear public testlmony prior to reco~~ending that the
City Council adopt the Bicycle Master Plan and Environmental Impact
Report; and
WHEREASt the City Council has reVlewed and considered the
contents of the Final EIR ln lts decision-making process; and
WHEREAS, the city Councll has certified the Final EIR for the
Bicycle Master Plan on November 22, 1994; and
WHEREASt the City Councll of the Clty of Santa Monica adopted
the Bicycle Master Plan (revised April, 1994) at ltS meeting on
November 22t 1994; and
WHEREASt Sectlon 21081.6 of the California Environmental
Quality Act requlres that a oltlgatlon monitorlng program be
adopted by the Clty to ensure that mltigation measures intended to
reduce or avoid the project's adverse environmental lmpacts are
lmplemented;
NOWt THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES HEREBY RESOLVE AS FOLLOWS:

SECTION 1.
Pursuant to Section 21081.6 of the California
Environmental Quality Act the City Council does hereby adopt the
Mitigation Monltoring Program for the Bicycle Master Plan as set
forth ln Exhiblt A attached to this Resolution.
SECTION 2. The city Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.

MITIGATION MONITORING PROGRAM FOR THE
BICYCLE MASTER PLAN
MITIGATION MONITORING PROGRAM
INTRODUCTION
section 21081.6 of the California Environmental Quality Act (CEQA),
requires that a mitigation monitorlng program be adopted by the
lead agency to ensure that mitigation measures intended to reduce
or avoid a project's adverse environmental impacts are implemented.
This report contains the rutigation monitoring program for the
Bicycle Master Plan. Mitigation measures are grouped by impact
categories (e.g., traffic, air quality, etc.), followed by the
identification of the party responsible for implementation, the
phase of the project durlng which the measure should be monitored,
the enforcement agency, and monitoring agency.
The city of Santa Monica will be the monitoring agency for the
Bicycle Master Plan mitigation monltorlng program. The city will
serve as the clearinghouse for the program, ensuring that the
various mitigation measures are carried out by the responsible
parties and enforcement agencies during construction. If measures
have not been implemented, the city wlll take all appropriate steps
to implement the mitlgation measures before completion of the
construction phase.

OF THE CITY OF SANTA MONICA
APPROVING THE BICYCLE MASTER PLAN AND
MAKING FINDINGS NECESSARY TO APPROVE
THE BICYCLE MASTER PLAN
WHEREAS, in 1991 the CIty of Santa Monica began preparation
of a Bicycle Master Plan to Increase the use of bicycles as an
alternative form of transportation to the automobIle; and
WHEREAS, the April, 1994 Blcycle Master Plan (the "Plan")
WIll assist the Clty in meetlng the regional requirements of the
congestion Management Plan, Air QualIty Management Plan and the
goals of the City's Transportation Management Plan and recently
adopted sustainable City Program; and
WHEREAS, Clty resldents benefit from this Plan because
bIcycle rldersh1p 1S pollutlon free, energy-efficientl flexible,
economical, qUlet, and promotes health; and
WHEREAS, the Plan addresses existing barriers to 1ncreased
bicycle ridersh1p by provlding an inter-connected bicycle route
network, public and emploYMent related bicycle parking, an
education and awareness caMpalgn, and other mlnor fac1lity
improvements and programs; and

WHEREAS, numerous publ~c workshops have been held in
development of th~s Plan, ~ncluding a pub~c scoping meetlng, four
community workshops, two public hearings before both the Planning
Commisslon and Clty Council, and neetlngs with nelghborhood
organizations, transportation commlttees, and employee
transportation coordinators; and
WHEREAS, an Envlronmental Impact Report (EIR) was prepared in
January, 1994 ln compliance with the California Environmental
Quallty Act (CEQA), and the City of Santa Monlca CEQA Guidelines;
and
WHEREAS, the Final EIR determlned there are no signlficant
impacts from inplementing the plan after mltigation; and
WHEREAS, the Flnal EIR determlned there are beneficlal impacts
from implementlng the Plan ln the areas of Transportation and
circulatlon, Alr Quality, NOlse I Energy, Public Services,
Aesthetics, and Neighborhood Effects; and
WHEREAS, the ci ty Counc~l has revlewed and cons~dered the
contents of the Flnal EIR In its dec~sion-naklng process; and
WHEREAS, the Plannlng commission recommended adoptlon of the
Plan on May 18, 1994;

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The city Councll adopts the April, 1994
Blcycle Master Plan and recommends lmplementatlon of lts elements
to promote bicycllng as an alternatlve for~ of transportation for
commutlng and recreational purposes and to improve congestion and
air quallty ln the city.
SECTION 2. The Clty council flnds that the proJect
will provlde additional blcycle facilities throughout the city to
encourage bicycle use for both commutlng and recreational purposes.
The proJect wlll provide:
(a) lncreased blcycle lanes and routes throughout the
City to facilltate blcycle travel to all pOlnts ln
the Clty;
(b) addltlonal bicycle parking along commercial
corrldors and at Clty parks;
(c) a publlC educatlon and awareness campaign to
encourage the safe use of bicycles as a means of
transportation;
(d) a pollution free and energy efficient means of
commuting to work;
(e) an effective way for the city to meet the goals of
the city/s sustainable City Programs, the Los

Angeles County Congestlon Management Plan, and alr
quality requirements;
SECTION 3. Further, the Clty Councll finds that the
proJect will have beneficial environmental lmpacts as ~dentlfled in
the Final EIR ln the areas of transportatlon and clrculatlon, air
quallty, noise, energy, public services, aesthetics, and
nelghborhood effects.
SECTION 4:. The city Councll flnds that the project is
consistent wlth the Land Use and Clrculation Element of the Clty's
General Plan.
SECTION 5. The Flnal ErR determined that without
mltigatlon the proposed proJect could result Ln slgnlficant adverse
lmpacts on transportatlon and clrculatlon by impacting the
intersection of Llncoln Boulevard and Colorado Avenue. (Flnal ErR,
Sectlon Circ-1). The restrlplng of Broadway from Lincoln to 26th
street would result in the shift of some trafflc to parallel
roadways, especially Colorado. Conslstent wlth Article VI, Section
12 of the City CEQA GUldellnes and Section 15091 of the State CEQA
Guidelines, the city finds that the following changes or mltigation
measures have been requlred ln the proj ect which wlll avold or
substantlally lessen the potentlal slgnlflcant envlronmental
effects identlfied with respect to transportation and circulation
at the lntersection of Llncoln Blvd. and Colorado Avenue:

(1) The city of Santa Monica shall 1mplement a
coordinated signal control systeI'l along Lincoln Boulevard to
improve traffic flow on the street.
These measures will mitigate or avo1d the potential for significant
adverse 1mpacts on transportation and circulat~on at Lincoln
Boulevard and Colorado Avenue and thus mitigate or avoid the
significant environmental effects identified ln the Final EIR,
Section Circ-1.
SECTION 6. The Final EIR determ~ned that w~thout
mitigat~on the project could result in a sign~flcant impact to
noise in the proJect area durlng constructlon(Final EIR, section
NoI-1). Constructlon activity associated with the proposed project
would generate temporary noise level increases at various points
throughout the Clty. Conslstent with Article VI, Sectlon 12 of the
city CEQA gu~dellnes and sections 15091 of the state CEQA
Guidelines, the city flnds that the followlng changes or mitigation
measures have been required ~n the proJect WhlCh will mitigate or
avoid the potentlal significant environmental effects identified
with respect to nOlse lmpacts:
(1) All constructlon actlvlty shall comply with the
Santa Monlca nOlse ordinance relating to days and
hours of constructlon activity.

(2) The city will equlp all constructlon vehicles and
equipment WJ.th properly operating and maintained
mufflers.
These measures will avoJ.d or substantJ.ally lessen the potential for
signlficant adverse J.mpacts to nOJ.se and thus mJ.tJ.gate or avoid the
signlfJ.cant envJ.ronmental effects J.dentlfJ.ed J.n the FJ.nal EIR
(Section NoI-l) .
SECTION 7.
Pursuant to Public Resources Code Section
