SUBJECT: Recommendation to Hold Public Hearing on City's
1985-1990 Urban Water Management Plan
Introduction
This report recommends that the City Council hold a public
hearing, receive public input, and adopt the attached resolution
regarding the city's 1985-1990 Urban Water Management Plan.
Background
In 1983, the state of California adopted the Urban Water
Management Planning Act which required every urban water supplier
serving more than 3,000 customers to prepare and adopt a one-time
five-year Urban Water Management Plan (UWMP) no later than
December 31, 1985. On December 10, 1985, the City Council held a
public hearing, received comments from the public, and adopted a
plan covering the years 1980-1985.
The plan was subsequently
submi tted to the state. The UWMP Act was to remain in effect
until January 1, 1991. However, amending legislation was adopted
by the state of California in 1990 which required urban water
suppliers to prepare and adopt an UWMP every five years.
On September 8, 1992, the Council set a public hearing for
October 13, 1992 to receive public input and adopt the 1985-1990
UWMP. A Notice of Public Hearing was published in the Outlook on
September 14 and 15, 1992, inviting the public to review the UWMP
at the City Clerk's office, the Santa Monica Main Library, or the

utilities Division office. Persons wishing to make comments on
the UWMP were requested to either submit comments in writing to
the City Clerk prior to the public hearing or to appear in person
at the hearing.
Attached to this staff report is a copy of the 1985-1990 Urban
Water Management Plan.
Discussion
The plan outlines and reviews all aspects of the city's past,
current and future water management practices including supply,
demand, administration, relevant City policies and conservation
efforts. Highlights of the 1985-1990 plan include:
o preparation of a groundwater management study to
determine potential yield of Santa Monica's basins
o expansion and upgrade of the City I S water treatment
plant which will allow the City to increase local
groundwater production and reduce its dependency on
imported water
o discussion of future reclaimed water projects
o successful implementation of the BAYSAVER Phase I
program
o signing of the Memorandum of Understanding Regarding
Urban Water Conservation in California (which
includes "best management practices" for efficient
use of water supply)
o adoption and implementation of the "No Waste Water"
ordinance (which included mandatory water

conservation)
o discussion of future water conservation activities
such as commercial BAYSAVER Phase II program (which
was begun in 1992).
Guidelines for preparing the 1985-1990 UWMP were prepared by both
the state of California Department of Water Resources and
Metropolitan Water District. The Department of Water Resources
also provided each agency with a copy of a custom software
package to determine the cost and benefit of each water
conservation activity. The software was used in the City's
report and the results are included as an appendix.
Included in the plan is a residential and commercial population
growth projection which was used to forecast future water demand.
The growth projections were developed by City staff and were used
in the City's Master Environmental Assessment document adopted by
Council in February 1992.
During the preparation of the UWMP, the City entered into a
mandatory water conservation program, adopted the Memorandum of
Understanding Regarding Urban Water Conservation in California,
and began other important water operation and conservation
projects which delayed the completion of the 1985-1990 plan until
now. The activities which began in 1991-92 are included in the
plan as future activities and results of the activities will be
included in the 1990-1995 Urban Water Management Plan. The City
will continue to improve the quality and quantity of existing
water supply sources and manage demand through various aggressive

water conservation activities in order to meet projected
residential and commercial water use.
BUdget/Financial Impact
There is no budget or financial impact associated with this staff
report.
Recommendation
It is recommended that the City Council open the public hearing,
receive the public comment, close the public hearing, and adopt
the attached resolution approving the City's 1985-1990 Urban
Water Management Plan.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA
MONICA ADOPTING THE 1985-1990 URBAN WATER MANAGEMENT
PLAN FOR THE CITY OF SANTA MONICA
WHEREAS, California Water Code Sections 10610 through
10656, effective January 1, 1984 and revised January 1, 1991,
known as the Urban Water Management Planning Act, requires each
urban water supplier to prepare an Urban Water Management Plan,
hold a public hearing, and adopt the plan; and
WHEREAS, the City of Santa Monica is an Urban Water
Supplier as defined by the Urban Water Management Act; and
WHEREAS, the ci ty of Santa Monica has prepared the
1985-1990 Urban Water Management Plan; and
WHEREAS, the City council of the City of Santa Monica
on September 8, 1992, set a public hearing for october 13, 1992,
to receive public comment regarding the 1985-1990 Urban water
Management Plan: and
WHEREAS, notice of the public hearing was duly and
legally publiShed as required by law and the plan was made
available at the City Clerk's office, the city's Main Library,
and the General Services utilities Division office; and
WHEREAS, a public hearing has been held and all
comments regarding the 1985-1990 Urban water Management Plan have
been considered,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:

SECTION 1. The 1985-1990 Urban water Management Plan
for the city of Santa Monica is approved and adopted.
SECTION 2. The Utilities Manager is directed to file a
copy of the 1985-1990 Urban Water Management Plan for Santa
Monica with the State Department of Water Resources within 30
days of adoption.
SECTION 3.
The City Clerk shall certify to the
adoption of this Resolution, and thenceforth and thereafter the
same shall be in full force and effect.
