JNTRODUCTION
This report transmits for consideration a resolution from the
Housing Commission that the Council support state Proposition
145 - The California Housing Bond Act on the November 6th, 1990
ballot.
On September 27, 1990, the Housing Commission moved to
recommend that the Council support Propositlon 145.
BACKGROUND
The California Housing Bond Act of 1990, Proposition 145, will
provide state funds to help local governments and local citizens
and char~table organizations address their affordable houslng
problems.
Propositlon 145 authorizes a $325 million general
obligation bond issue on the November 6th state ballot to provide
financing for a variety of housing programs for the elderly, the
handicapped, the homeless, farmworkers, and first time homebuyers.
Funds wll1 be distributed at the city and county level to local
governments, non-profit charitable and religious organlzations,
private for-profit corporations and local lending institutions.

Housing will be built or rehabilitated in accordance with local
codes and standards, wi th an emphasis on the efficiency of the
programs and their ability to meet local needs. The programs are
overseen by the state Department of Housing and community
Development and the California Housing Finance Agency.
DISCUSSION
Because rents in California have soared 375% in the last twenty
years, nearly one third of all renters must pay over half their
income for rent. Rising housing costs have hurt our most
vulnerable citizens worst.
Proposition 145 offers a range of affordable housing programs to
address the needs of a variety of California residents. For the
elderly, Proposition 145 offers the first significant state program
to deal with 117,000 federally assisted low income housing units
with expiring subsidles. It wlll assist homeless families with
chlldren, which are the fastest growing segment of the homeless
population. Proposition 145 offers them the chance to go to school
regularly and break the cycle of hopelessness faced by a growing
population of children. Proposition 145 is also a commitment by
the people of California to asslst young people Just starting to
bUlld familles by offering a chance to achieve the dream of
homeownership within the communities where they work.

Adoption of the attached resolution will evidence the Councll1s
endorsement of Proposition 145 and demonstrate the city's support
for a meaningful level of state funding for local housing efforts.
RECOMMENDATION
A more adequate housing supply will benefit all Californians,
creating jobs and business expansion, helping businesses attract
a diverse workforce, broadening the property tax base of local
governments, reducing traffic congestion and improving air quality
by having affordable housing located near jobs, and stabilizing
declining neighborhoods.
Federal housing subsidies are on the
decline and it is imperative that the state government assist local
jurisdictions financially in addressing the crisis. The Housing
Commission recommends that the city Council support Proposition 145
and adopt the attached resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA SUPPORTING STATE
PROPOSITION 145
WHEREAS, there are 250,000 homeless in California; and
WHEREAS, rising housing costs have hurt our most vulnerable
citizens worst, so that today famllies wlth children are the
fastest growing segment of the homeless population, and
WHEREAS, California has the largest shortage of low income rental
housing in the nation and there are four poor famll1es for every
unit of low-lncome housing in the state; and
WHEREAS, accordlng to estimates of the Californla Department of
Housing and Community Development, at least 7% of the State's
households live in overcrowded houslng, and 40% of the State's
farmworkers are living in overcrowded units; and
WHEREAS, according to HCD 1.3 mlllion, or 13%, of the state's
housing units need to be rehabllitated or replaced; and
WHEREAS, rents in California have soared 375% in the last twenty
years, so that today nearly a third of all ~enters must pay over
half their income for rent; and
WHEREAS, medlan resale home prlces are more than elght times the
estimated median income of renter households in Callfornia, so that
today only 20% of our famllles can afford a median prlced home; and
WHEREAS, Proposition 145 authorizes $325 mllllon
obligation bonds to provide financing for a variety
programs for the elderly, the handlcapped, the
farmworkers, and first tlme homebuyers; and

WHEREAS, the Santa Monica Clty Council finds that the State of
California needs a new commitment to affordable housing and a
meaningful level of fundlng to help local conmunities address the
rapidly growing housing problems of the homeless, the elderly, the
handicapped, veterans, the mentally ill, s ~ngle mothers I young
families with children, and others for whom affordable houslng is
unavailable,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
RESOLVES AS FOLLOWS:
Section 1. The City Council hereby endorses Proposit1on 145.
section 2. The city Clerk shall certify to the adoption of this
Resolution, and thenceforth and thereafter the same shall be in
full force and effect.
