ThlS report requests that the City Council hold a publlC hearing to

A::'~ property owners are assessed for street llghting based on the
dlmenslons of each p~operty, and the property's location relative to the
street belng lmproved. Resldential owners are assessed 50% of the cost
unless thelr property lS located on a corner lot. If the legal address
of the corner lot lS on the street ad] acent to that which lS being
improved, tte property owner pays 20% of the llneal footage costs for
that "slde" dimenslon. The Clty pays the remalning 50% costs for
:rontage proper~ies and 80% costs for "slde" properties. Commerclal
property owners are assessed 100% of their front footage, or, for corner
lots, 40% of the adJacent "slde" footage costs. The Clty pays the
remalTIlng 60% of the "side" footage costs.
Successful street llghtlng petltlons contaln the slgnatures of a mlnlmu~
of s:.xty percent (60%) 0:: each area's residents. Petltlons are then
presei:-:ed to Cl ty Councll and a public hearing lS set to conslder
nrotests. After t~e pub:lc hearing, the Clty Councll may order the
l~provenent work to begln. Competitlve bids for the project wlll be
sollcltec by the Clty, and a contract wlll be awarded by City Council to
the lowest cost, responsible bldder Property owners may pay for the
i~prcvenen-=s ln full after co~struction lS completed, or they may opt to
pay t::"e CO:1:J. holder :.n lnstallments over a ten-year period. Bond
lnstallment payments wlll lnclude lnterest equal to the Prlme Rate.

Streets voted III favor of the installatlon of standard ("cobra head")

~ethods of Paym~~t
1. Payment in Full: Payment l.n full may he made after the

w~th~n 30 days from date of invoice.
2. Payment in Installme~~~: Payments may be made for 10
years in semi-annual installments plus interest (8.75%
per annum). A lien will be placed on the prope:ety which
can be removed only after full payment has been made
