INTRODUCTION
This staff report recommends that the City Council accept and
approvet in concept, The Santa Monica Task Force on Homelessness:
A Call To Action, WhlCh 15 the final Report of the city
Council-apPolnted Task Force on Homelessness, and it recommends
that the council direct the City staff to begin lmplementation.
BACKGROUND
-
In March 1991, the City Council created the Task Force on
Homelessness to formulate recommendations on immediate and long
term action for the City to better respond to the continuing and
growlng crisis of homelessness in Santa Monica. The Task Force
was asked to come up with a balanced approach considering the
need for assistance and services for homeless people, public
safety for all people in Santa Monlca, and advocacy to urge the
County, State and Federal governments to solve this growing
crisis.

The members of the Task Force, appo~nted by the Council,
represent diverse commun~ty perspectives on the issues of
homelessness. The group is comprised of residents; business,
religious and social service leaders; and community members
knowledgable about housingt nelghborhood issues, research, or
issues related to homelessness.
The Task Force was asked to act as community problem solvers and
advlsors to the City. It worked to integrate the diverse
perspectives and needs of the housed and homeless in Santa
Monica.
The City Council asked that the Task Force compl~te its work by
the end of 1991. The Task Force dld so and presented its Report
to the Council on December 10, 1991. After hearing the Task
Force presentation, the Counc~l held a Publ~c Hearing on the
Report.
DISCUSSION
...
The Task Force on Homelessness has met over the last eight months
to gather input from the community; learn about existing
resources; assess needs; define common values; and ultimately
create balanced and comprehensive POllCY and program
recommendations to present to the city Council and community.
All meetings of the COInlIuttees and full Task Force were fully
open to the public. The Task Force held a Public Hearing in
September to sol~cite constructive solutlons and ideas from the

community. In total, the Task Force received close to 1 t 000
pieces of testimony, both oral and written.
Given the complexlty and breadth involved in the issue of
homelessness, the Task Force organized their work by dividing
into committees. The main committees included: Public Health and
Safety; Social Services; Shelter and Housing; and a steering
Committee, to guide the overall process and work on issues that
crossed committee areas. The Task Force also developed
recommendations in the areas of: Resources and Funding; and
Advocacy and Partnerships.
Highlights of each of the five maln areas covered in the Report
are presented in the Executive Summary section (pages 1-8 of the
Report.) The body of the Report contains fully detailed
initiatives in each of the main areas of the Report. On December
lOt 1991, the Task Force also presented the Council with their
priorities for immediate action. This is included as Attachment
I of this staff report.
City staff recommends that the Council direct the city Manager
and City Attorney to begin implementation of the Report in the
following ways:
1. IMPLEMENATION PLAN WITH COST ANALYSIS: Develop a
feasibillty, cost analysis and implementation plan based on
all recommendations of the Report to be presented to the Task
Force and city council no later than mid March (page 3 of the
Task Force Report.) Establish an lnterdepartmental
coordinating group within the Clty to ensure that this

implementatlon plan is created in a cohesive manner,
consistent with the intent of the Task Force Report.
Additional steps which can be started lmmediately and completed
as soon as possible include:
2. ORDINANCES:
Draft proposed ordlnances on emergency interim
shelters (page 46) and banning encampments 1n public places
(page 15).
3. MEAL PROGRAMS: Move all meal programs indoors including the
FAITH Program currently operating on the front lawn of City
Hall; strengthen link between these programs and existing
social serVlces : limit the size to 50 people per seatlng:
establish a reservation system: and explore the regulatory
process needed to ensure that large, outdoor, ongoing food
distribution programs are not allowed (pages 26-27.)
4. SHELTER/HOUSING: Assess needs of the three priority housing
projects to determine how the City can facil1tate and assist
in their development (pages 47-48.) These projects include:
o First United Methodist Church for 24 transitonal
housing units,
o step Up on Second street for 36 SRO (single room
occupancy) unlts, and
o Ocean Park Commun1ty Center for 55 transltional
housing beds.
5. HOUSING AND ZONING ISSUES:
Provlde lnltlal assessment of
recommended changes to houslng and zonlng pollcies and
programs to ensure that the development of new shelter and

housing for spec~al needs populations ~s encouraged and
enhanced (pages 49-54.)
Develop, as part of the C~ty's mid-year budget
6. REVENUES:
review, preliminary assessment of available City revenue for
implementation of this Report, including the feasibility of
initiating parking fine increases (pages 55-56.)
7. COUNTY OF LOS ANGELES: continue and enhance efforts to work
with supervisor Ed Edelman and relevant County departments to
create
stronger
County
involvement
in
dealing
with
homelessness in Santa Monica, ~nclud1ng:
improving Santa
Monica West Mental Health Clinic, exploring potential County
fund~ng sourcest and developlng partnerships with the County
for health, drug and alcohol, mental health and employment
programs.
BUDGETARY IMPACT
-
There is no additional fiscal ~mpact at this time.
RECOMMENDATIONS
City staff recommends that the City Council: (I) accept and
adopt, in concept, the Report entitled The Santa Monica Task
Force on Homelessness: A Call To Act~on; and (2) direct the City
Manager and City Attorney to begln implementatlon, as outllned in
#1 through 7 in the Discussion section of this staff report.
