SUBJECT: Recommendation to Hold Community Development Block Grant
Performance Hearing for Fiscal Year 1990-91
INTRODUCTION
This report recommends that the city council hold a public
hearing on the FY1990-91 Community Development Block Grant (CDBG)
funded portion of the City's community Development Program.
BACKGROUND
Pursuant to regulations of the U. S. Department of Housing and
Urban Development and the City's local COBG Ordinance, the City
is required to hold a public hearing on the use of CDBG funds for
the prior year. This hearing must be held prior to January 31 of
the next year and provides the opportunity for citizens to
comment on the city's annual COBG Grantee Performance Report,
which is submitted to the Department of Housing and Urban
Development each September after an initial community review
period.
The Grantee Performance Report for FY 1990-91 is
attached for council review.

Included in this report
are:
o A description of the progress made on each program or
activity funded by CDBG including a description of the
objectives that have been achieved, the amount of
services or assistance provided, the location or area
where service was provided, the total number of persons
receiving service or assistance, and the total number of
low and moderate income persons receiving service or
assistance;
o The total amount of funds expended for each program or
activity including the amount expended for
administration;
o The total amount of any allocated but unexpended COBG
funds, the year the funds were allocated, and the
program or activity for which the allocated funds remain
unexpended, and;
o The total amount of unexpended and unallocated CDBG
funds.
As required by city Ordinance Number 1467, the City council shall
hold a public hearing for the purpose of reviewing the
performance of the community Development Block Grant Program
during Fiscal Year 1990-91.
BUDGETARY IMPACT
Due to HUD reporting requirements, the attached report reflects
unaudited expenditures. Holding the recommended public hearing
does not have a budget or financial impact.
RECOMMENDATION
City staff recommends that the city council hold a public hearing
to accept public comment on the FY1990-91 Community Development

Block Grant Program as transmitted in the attached Annual Grantee
Performance Report (GPR).

NARRATIVE
7a. Assessment of the Use of CDBG Funds in Relationship to the
city's 1990-91 Community Oevelopment Objectives as described
in its Final statement.
The city of Santa Monica's community Development Objectives
for the 1990-91 Program Year were addressed through a range
of proJects aimed at provid~ng benefit to the community's
low and moderate-income residents. The following describes
the use of CDBG entitlement funds expended during Fiscal
Year 1990-91. 100% of these expenditures supported
activities whJ.ch meet the national objective of primarily
benefiting low and moderate-income persons.
Object~ve: To maintain and improve affordable housing
opportunities for low and moderate income
persons.
Seventy percent (70%) of the program funds were expended for
hous lng proj ects and programs funded in response to stated
housing needs and objectives to maintain and expand the
houslng stock affordable to low and moderate-income
resJ.dents.

During 1990-91 the~e we~e two maJor components of the Clty's
housl.ng improvement efforts: rehabill.tatl.on of l.ndl.v l.dual
homes (both sl.nqle-family and multi-family), and acquisition
of sites and/or acquisl.tl.on and rehabl.litation of apartment
buildings occupied by low/=oderate-income tenants.
1. ~he City's Residential Rehabill.tation activities included
the ninth year of a housing rehabilitation qrant program,
implemented this year by Neighborhood Resource and
Development Corporation (NRDC).
Through this program, small grants were provided to
lower-income tenants and homeowners in the Pico
Neighborhood area. This area consists of census tracts
7017.02, 7018.01 and 7018.02 and contains the largest
percentage of lower/moderate-income and minority
res idents in the ci ty . In this past year 74
low/moderate-income households were provided qrants for
minor improvements and repal.rs. ot these, 100% were low
income, 63% were very low-income, 59% were minority
fami~ies and 49% female headed households.
Additionally, the City implemented a Residentl.al
Accesslbility ProJect, a citywide program to assist Santa
Monica residents with minor accessibility improvements.
The program assisted the need of residents with mobility
impairments around the home. In the past year, 39
low/moderate-income households were provided with
aecessibili ty improvements. Of the low/moderate-income

households ass1sted 1n this program, 100% were lo~er
lncome, 74% were very lOW-lncome households and 23% were
minority famll~es and 72\ were female headed households.
Program expenditures for program act~vities in 1990-91
will be reimbursed in 1991-92. Program has completed all
proJects tor 1990-91.
2. The City cont~nues to work cooperatively with community
I
Corporation of Santa Monica (CCSM), a local non-profit
houslng development corporation, and other quallfied
developers in the development of affordable housing
program and 2dentification of potential sites for
acquisition.
.
Expansion of the affordable housing stock 2n Santa Monica
was facilitated in 1990-91 primarily by CCSM. The city
and CCSM work with the pico Neighborhood Association in
proposing the use of CDBG funds, set aside as the Pico
Neighborhood Housing Trust. ~~o projects were initiated
in 1989-90 and completed in 1990-91.
They are: ~952-56
Frank street (5 units) and 1959 Cloverfield (62 units).
The 1952-56 Frank street project s~te was part~ally
acquired through CDBG funds and the CitTJide Hous1ng
Acquisition and Rehabilitation Program (CHARP) funds.
The
1959
Clovertield
project
site
was
acquired
exclusively through COBG funds. Another project (2423-33
Virgin2a) was reported as a pending project in the
1989-90 GPR. This project was completed 1n 1990-91 using

CHA,RP funds exclusl.vely. All pro) acts serve 100\
low/moderate-income households.

residents most in need of these servl.ces.
Fifteen percent (15%) of entitlement funds were budgeted
in 1990-91 for community services. Tw'enty-nine percent
(29%) of program funds expended provided resources to
programs designed to ensure the provision of important
communl.ty services to those residents most in need. They
also promote self-sufficiency and provide opportunities
for members of the community to better l.nfluence
decisl.ons that affect thel.r personal lives. These
activJ.tles emphasl.zed equal opportunity and affirmative
action to minorJ.ties, disabled individuals, and female
heads-of-household. In FY90, two programs were funded
with COBG monies ].n support of this objective. Programs
included:
(1) A health care program implemented by the Venice
Family Clinic which provl.des comprehensive
primary. health care services to low income and
homeless children and adults.
(2) The Low Income and Elderly United-Community
Assistance Project (LIEU-CAP) which supported a
variety of direct social services provided to
lower- income Pico Neighborhood area residents
includ~nq advocacy and/or referral services for
welfare, employment, legal, housing and

program is also operated by the agency.
ObJective: To stabilize and enhance low and moderate
1ncome neighborhoods thorough neighborhood
revltalizat10n and other community
development efforts.
One percent (1%) of the program funds expended were for
community and neighborhood improvement projects. The
Public Works Assessment Assistance program continues
tosupport neighborhood revitalization efforts through
public works improvements in low and moderate-income
. neighborhoods. This program assisted 8 low/moderate
income homeowners to withstand the cost of property
assessments for public works improvements in their
neighborhoods.
Operation of the Ken Edwards Center (multi-service
center) began .In 1990-91. The Ken Edwards Center was
completed in January 1990 and offers a variety of human
service programs including services to low/moderate
income senior residents.
7b. The Nature of and Reasons for Chanqes in Proqram Obiectives.
There were no changes made to the City1s Co=mun~ty
Development Objectives during 1990-91. Proposed activities
as submittecl in the City1s Final Statement of Objectives
were carr1ed out as planned.

Perl-od.
In January 1991, the c~ty Council held a COSG Performance
Assessment hearlng inviting residents to co~ent on the
recent accomplishments of the 1989-90 Community Development
program and to eomment on the funding priorities for the
next two-year periOd. The hearing was advertised in the
local newspaper.
In May 1991, the city made ava~lable the proposed Two-Year
Community Development Plan (CD Plan) by announcing lts
availability in the local newspaper and by mailing an
announcement to a mailing list of over 200 residents.
Included in this plan was the proposed Statement of
Objectives for COBG funding in 1991-92. The CD Plan
outlined the overall funding strategy for the allocation of
all available community Development funds in 1991-92.

and Clty Commissions in the review of the CD Plan,
interested commissions reviewed fund~nq proposals and
submi tted their cOllllI1ents prior to the submission of the
proposed co Plan to Councll. Add~tional ~nput by c~tizens
was given to City staff durlnq a two-week community review
perlod from April 12 through April 26, 1991. Two letters
were received by citizens relating to the level of funding
for affordable hous~nq development in the Pico Neighborhood.

Counc~l held a publ~c hear~nq on the proposed Two-Year
Community Development Plan (CD plan) on May 28/ 1991. Most
of the 21 members of the public who Spoke at the hearing
spoke 1n favor of the funding recommendations made by City
staff.
7d. Summary of Citizen Comments received on the Grantee
Performance Report (GPR) prior to submittal to HUD.
A ten (10) day public review period was held from September
16 through September 25/ 1991. Public notice was made in
the local newspaper. One letter was received during this
review period challenging the city's policy to target COBG
funds for affordable housing in the Pico Neighborhood. The
Pico Neighborhood continues to have the highest percentage
of low- and moderate-income residents in .the City and
therefore has been designated as a target area for
CDBG-funded activities.
