Proposed Street Lighting Assessment District for Various City Streets INTRODUCTION This report requests that the City Council hold a public hearrng to determine the convenience and necessIty for installing streetlights on · 23rd Street. from Wilshire Boulevard to Arizona Avenue, · 29th Street. from Pearl Street to Ocean Park Boulevard, and · Princeton Street. from Washington Avenue to Wilshire Boulevard, and order the construction process to begin BACKGROUND Procedure for Residential Streetllaht InstallatIon On June 11. 1996, the City Council adopted Resolution of Intention No 9021 (CCS), as amended by Resolution No 9059 (CCS), setting a public hearing for the purpose of determining whether public convenience and necessity requIre the Installation of street IIghtmg and declaring Its intention to Install street lighting In accordance with Santa MOnica MUniCIpal Code ~7 04 860, whenever 60% of the occupants of the residential Units In any area petition the City Council to institute proceedings for reSidential street lighting Improvement, the City Council shall Institute proceedings under the California Improvement Act of 1911 to provide reSIdential street lighting to such area All property owners are assessed for street lighting based on the dImenSions of each property, and the property's location relative to the street being Improved Residential owners are assessed 1 IDA OCT 2 2 199&~ 50% of the cost unless their property IS located on a corner lot If the legal address of the corner lot IS on the street adjacent to that which IS being Improved, the property owner pays 20% of the lineal footage costs for that "side" dimenSion The City pays the remaining 50% costs for frontage properties and 80% costs for "side" properties Non-residential property owners are assessed 100% of their front footage, or, for corner lots, 40% of the adjacent "side" footage costs The City pays the remaining 60% of the "slde" footage costs Successful street lighting petitions contain the signatures of a minimum of sixty percent (60%) of each area's residents Petitions are then presented to City Council and a public heanng IS set to consider protests After the publiC hearing, the City Council may order the Improvement work to begin Competitive bids for the project will be soliCited by the City, and a contract Will be awarded by City Council to the lowest cost, responsible bidder Property owners may pay for the Improvements In full after construction IS completed, or they may opt to pay the bond holder In Installments over a ten-year penod Bond Installment payments will Include Interest equal to the Prrme Rate City Council Will authOrize the Issuance of bonds for the amounts that Will be paid In bond Installments An eXlstrng street IIghtmg assessment dlstrrct, which rncludes portions of Lmcoln Boulevard, Prospect Avenue, Yale Street, and San Vicente Boulevard, was proposed In Resolution of Intention Number 8963(CCS) on November 14.1995 The City Intends to perform the street light installation for the three streets referenced In thiS report In conjunction With these four streets In order to proVide additional cost benefits to the City and the property owners The Petitions for Street Llaht Installation At the req uest of reSidents, staff prepared street light petitions for · 23rd Street. from Wilshire Boulevard to Arrzona Avenue, · 29th Street, from Pearl Street to Ocean Park Boulevard, and · Pnnceton Street. from Washmgton Avenue to Wilshire Boulevard A minimum of SIXty percent (60%) of reSidents liVing Within these boundarres Signed the petitions 2 requestIng the Installation of street lights Santa MOnica Rent Control Board staff reviewed the petitions, confirmed theIr accuracy, and determined that they conform with Rent Control Board Regulations for pass-through of assessments to tenants On September 5. 1996, notices of Public Meeting and Public Heanng were mailed to property owners and residents These notifications were also published In The Outlook on September 6th, September 14th, and September 23rd, 1996 A Public Meetmg was held, per the Government Code requirements, on October 10, 1996, to discuss the proposed locations of the street lights, the types of street lights (decorative versus standard) available. and the approximate costs of the Improvements The attendees from 23rd and 29th Streets voted In favor of the installation of standard ('"cobra head'') street lights, the attendees from Pnnceton Street voted In favor of the installation of decorative (metal ornate post top) street lights Copies of the signed petItIons. a map of the proposed assessment dlstrrct, and a list of property owners and residents Will be available In the Council Chambers at the time of the PubliC Heanng BUDGET/FINANCIAL IMPACT The total estImated cost for thIS street lighting installation project IS $190,330 which Includes labor and Incidental costs such as staff time for engineering surveys, publIC notificatIons, advertisements. construction management, inSpections, and construction costs The total assessment IS based on an estimated cost of $32 00 per lineal foot for standard street lights, multiplied by the total lineal feet of property fronting the streets (both Sides) petitioned for Improvement The estimated prorated assessment for residentIal property owners IS $16 00 per Imeal foot of frontage property, the City pays an equal amount The estimated prorated assessment for non-residential property owners IS $32 00 per lineal foot of frontage property, the City does not share costs assessed to non-residential property owners Federal Commumty Development Block Grant funds may be available to assist low-to-moderate Income households With the costs of the street light installation 3 The estimate for a typIcal residentIal property owner's share IS approximately $800 for a lot with a 50-foot frontage dimensIon The proposed breakdown of costs IS as follows EstImated compnslng portIons of Lincoln Boulevard, Prospect Avenue, Yale Street, and San Vicente Boulevard However, the CIty postponed street light installation for that dlstnct until the streets referenced In thIS report could be added thereby makIng the total combined project more cost effectIve The remaining costs for the project In the amount of $90,460 Will be paId through the property owner assessments Assessments Will be paId upon completion of the work and Will be held In a Trust Account No 80-000-000-00000-9750-04289 pending payment to the contractor Bonds are Issued for any unpaId
